On the New Objectives of Building a Well-off Society in an all around Way

"The suggestion of the 13^(th) Five-Year Plan regarding the national economy and social development by the central committee of the Communist Party of China" was passed during the 5^(th) plenary session of the 18^(th) CPC Central Committee. It proposes new objectives for building a well-off society in an all around way. The objectives inherit the existing achievements for a well-off society by several generations of leaders and enrich the connotation of this theory from different perspectives, such as economy, livelihood, culture, ecology and institutional construction. 全面深化改革推进中国式现代化是一个系统工程,党的二十届三中全会指出,目前我国已实现改革由局部探索、破冰突围到系统集成、全面深化的转变。进一步全面深化改革、推进中国式现代化,要增强改革系统性、整体性、协同性,解决中国式现代化系统中的结构性矛盾、层次性矛盾、派生性矛盾,要求全面深化改革必须是整体性、协同性和渐进性相统一的改革。当前和今后一个时期是以中国式现代化全面推进强国建设、实现民族复兴伟业的关键时期,但改革过程中暴露出的改革设计拟合欠佳、改革布局协同弱化、改革环节衔接梗阻等难点问题,制约了中国式现代化的系统推进。破解上述难点问题,必须坚持党的领导强化改革顶层设计的总体擘画,坚持新发展理念增进改革布局间的协同耦合,坚持问题导向和目标导向促进改革有机衔接,坚持守正创新在关键领域改革取得重大突破,开创进一步全面深化改革推进中国式现代化的新局面。

对有力推进乡村全面振兴的思考

有力有效推进乡村全面振兴,如何确保“有力”是需要最先解决的问题。本文构建了中央、地方、市场社会和农村农户四类主体在推进乡村全面振兴中的互动机制。这四类主体内生和外在的力量构成决策力、探索力、创新力、内生动力以及领导力、执行力、协同力、反馈力八个方面的力度体系。因此,有力推进乡村全面振兴,需要以党的全面领导、法治化、规范化、利益联动、农民组织化等路径激活乡村全面振兴中各类主体的力量,形成中央有力引领、地方有力执行、市场社会协同参与、农民主体推动的乡村全面振兴推进新格局,落实2024年中央“一号文件”的各项部署目标和重点任务。

新中国成立前后中央西北局机关迁址及机构调整考述

1949年5月20日西安甫一解放,西北局旋即部署党政军机关由延安南迁西安事宜,5月22日党政军领导启程南下,两三天后抵达西安。1950年1月19日西北军政委员会的成立标志着西北政治中心定于西安。为了解放大西北和建设新西北,中共中央对西北局的领导机构、工作机构和组织序列进行了调整,从而形成了适应新形势、新环境和新任务的新的组织体制,开启了党在西北地区城市领导农村的新篇章。

解放战争初期中共中央西北局的后勤工作及体制建设

在西北解放战争中,中共中央西北局既是重要后勤保障工作的参与者与执行者,还是后勤保障政策的制定者和实施者,亦是后勤保障体制的领导者和建设者。面对财政危机、自然灾害乃至战争冲击的叠加影响,西北局不仅加强对后勤保障工作的政治领导和组织领导,还通过加强干部配备、体制机制、规章制度等措施,不仅有效解决后勤工作中各种突出问题,有力地保障了西北解放战争战略任务的达成,而且战胜了各个方面的困难,稳住了陕甘宁边区经济社会建设等各方面工作,为保障西北解放战争胜利发展直至解放大西北,奠定了坚实基础。

共产国际、中共与北伐战争期间的蒋唐之争

北伐战争爆发后,国民革命军第八军军长唐生智势力急遽崛起,蒋介石的军事领导地位发生动摇。共产国际与联共(布)中央希望维持蒋介石在国民革命军的首领地位,中共中央虽赞成“扶蒋”政策,但反对“抑唐”,有意在北伐军内部寻求蒋唐“均势”。江西作战结束后,蒋介石日益右倾,唐生智的战略地位降低,苏联顾问仍只将唐生智作为迫使蒋介石左转的外部压力使用。由于中共中央对唐生智的好感加深,要求苏联顾问改变对唐生智的消极态度,破除军事上“以蒋为中心”的局面。随着蒋唐交恶与赣汉冲突加剧,鲍罗廷作出抬唐代蒋的新决策,引发其他共产国际代表和苏联顾问反对。共产国际、中共对蒋唐之争的策略因应与分歧,折射出南方革命阵营内部新旧各势力关系变更的复杂面相。

中国共产党早期干部训练班政策的历史考察(1925-1933)

干部训练班是一种用时短、见效快、针对性强的集中培训方式,是党内训练的组织形式之一。这一政策的提出,一方面受到共产国际与早期留苏学生的影响,另一方面是中共出于对革命形势的考量。基于早期党内外革命骨干培育经验、地方党团组织的前期实践,考虑到早期无法大规模公开办学的现实困境,中国共产党干部训练班政策应运而生。根据党内教育方针与政策具体内容的演变特征,可将干部训练班政策的早期发展以1927年大革命失败与1929年中共六届二中全会为时间节点划分为三个历史阶段。作为中共中央机关所在地,上海是最早且最普遍开办干部训练班的地区之一,在训练班的领导组织、教学要求、学员管理等方面开展了实践探索。尽管干部训练班的规范性与训练实效均有待增强,且缺乏政权保护,但早期干部训练班仅为干部培养方式的一种。中共在上海当地的办学实践为此后更为系统的干部教育积累了历史经验。
