The...We propose a representation of the basic laws, namely the zeroth, first, second and third law, in quantum thermodynamics. The zeroth law is represented by some parameters () that specify respective quantum states. The parameters are the elements of thermodynamic state space. The introduction of such parameters is based on a probabilistic nature of quantum theory. A quantum analog of the first law can be established by utilizing these parameters. The notion of heat in quantum systems is clarified from the probabilistic point of view in quantum theory. The representation of the second law can be naturally described in terms of these parameters introduced for the respective quantum systems. In obtaining the representation of quantum thermodynamics, consistency between quantum theory and classical thermodynamics should have been preserved throughout our formulation of quantum thermodynamics. After establishing the representation of the second law, the third law is discussed briefly. The relationship between thermodynamic temperatures and the parameters in is also discussed.展开更多

The Xu-Needleman exponential cohesive law with the fully shear failure mechanism is one of the most popular models. Based on the proposed consistently coupled rule/principle, the Xu-Needleman law with the fully shear failure mechanism is proved to be a non-consistently coupled cohesive law by analyzing the surface separation work. It is shown that the Xu-Needleman law is only valid in the mixed mode fracture when the normal separation work equals the tangential separation work. Based on the consistently coupled principle and the modification of the Xu-Needleman law, a consistently coupled cohesive (CCC) law is given. It is shown that the proposed CCC law has already overcome the non-consistency defect of the Xu-Needleman law with great promise in mixed mode analyses.展开更多

The fundamental principles of nonlinear quantum mechanics are ...We debate first the properties of quantum mechanics and its difficulties and the reasons resulting in these diffuculties and its direction of development. The fundamental principles of nonlinear quantum mechanics are proposed and established based on these shortcomings of quantum mechanics and real motions and interactions of microscopic particles and backgound field in physical systems. Subsequently, the motion laws and wave-corpuscle duality of microscopic particles described by nonlinear Schr?dinger equation are studied completely in detail using these elementary principles and theories. Concretely speaking, we investigate the wave-particle duality of the solution of the nonlinear Schr?dinger equation, the mechanism and rules of particle collision and the uncertainty relation of particle’s momentum and position, and so on. We obtained that the microscopic particles obey the classical rules of collision of motion and satisfy the minimum uncertainty relation of position and momentum, etc. From these studies we see clearly that the moved rules and features of microscopic particle in nonlinear quantum mechanics is different from those in linear quantum mechanics. Therefore, nolinear quantum mechanics is a necessary result of development of quantum mechanics and represents correctly the properties of microscopic particles in nonlinear systems, which can solve difficulties and problems disputed for about a century by scientists in linear quantum mechanics field.展开更多

Environmental taxes should either feed the public purse in o...A common answer to the financial challenges of green transformation and the shortcomings of the current taxation system is the “double dividend approach”. Environmental taxes should either feed the public purse in order to remove other distorting taxes, or directly contribute to financing green transformation. Germany adopted the former approach. However, this article argues, by using the example of Germany, that “good taxes” in terms of public finance should be neutral in terms of environmental protection and vice versa. Neutral taxation in terms of environmental impacts can be best achieved by applying the “Henry George principle”. Additionally, neutral taxation in terms of public finance is best achieved if the revenues from environmental taxes are redistributed to the citizens as an ecological basic income. Thus, distortive effects of environmental charges in terms of distribution and political decision-making might be removed. However, such a financial framework could be introduced step by step, starting with a tax shift.展开更多

Making the authority of office of government at all levels more standardized and lawbased is an important step in the process of deepening financial reform and establishing fiscal and taxation systems governed by law....Making the authority of office of government at all levels more standardized and lawbased is an important step in the process of deepening financial reform and establishing fiscal and taxation systems governed by law.To do so,China needs to clarify further the legal division of authority of government at every level and protect and promote its exercise through legal mechanisms.Governments are given powers so that they may effectively protect citizens’basic interests.On the premise of clarifying the boundaries of government functions,we should use legal means and observe the principle of restraint in determining the scope of authority of office.The criteria for the division have both economic and legal aspects.Economic criteria are more basic;legal criteria make adjustments to the pattern of division derived from economic criteria.The authority of office can be divided into legislative supervision and enforcement.The current legal system allocates powers of legislative supervision quite rationally,but supervision of judicial powers in particular should be appropriately centralized.In terms of enforcement,some space is left for the division of administrative powers in the current system,and there is quite obvious homogeneity of powers between different levels of government.The legal division of authority of office requires that basic principles be stipulated in the Constitution and that a basic fiscal law be devised that clarifies the powers of all levels of government.Allocation of fiscal powers between governments and optimization of the transfer payment system,together with budget constraints,will provide an institutional guarantee for the division of these powers.Fundamentally,the legal confirmation of a system of civil rights can promote the implementation of statutory powers.展开更多
