Economic Development Strategies and Optimization of High-tech Development Zones from the Perspective of"Four-transform and Three-famous":Taking Nanchang High-tech Development Zone as an Example

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

A Techno-Economic Paradigm Perspective on the ＇Third Industrial Revolution＇ and China＇s Strategies in Response

Built on artificial intelligence, digitalization, and information technologies, the ＂Third Industrial Revolution ＂＂ transforms large-scale assembly lines and flexible manufacturing system with fundamental modern manufacturing technologies and features personalized manufacturing, which is enabled by reconfigurable manufacturing system, and quick market response. It is a profound transformation of techno-economic paradigms, imbedded in the technology, management, and institutional systems. As this revolution deepens, it is likely that manufacturing and the manufacturing sector would acquire new definitions. In addition, the resource foundation and factor structure, which are central to the competitiveness of a nation and an enterprise, would perhaps be reconfigured, hence rewriting the landscape of global industrial competition. Under this scenario, the ＂smiling curve ＇＂ which used to portray the economic features of the value chain, may change into a ＂silence curve＂ or even ＂sadness curve ＂. The catching- up pathway of latecomer countries, as predicted by the traditional ＇flying geese model＂, is likely to be blocked, solidifying the division of＂core and periphery countries＂ which is unfavorable to developing countries. Industrial competition between countries would move from competition between enterprises and supply chains to competition in industrial ecosystems, matdng system adaptability and dynamics the key to long-term industrial competitiveness. As an effort to embrace the ＂Third Industrial Revolution＂ and meet the challenges brought by ＂multi-facets competition＂ with developed industrial nations in various links of value chain, in the future China should make appropriate adjustments in its strategies for economic transition and upgrading, global competition, technological innovation, industrial development and information technology.

In the study and formulation of a plan, we should be sure to consider things conducive to catch up with world advanced level, enabling urban and rural economic and social development. The construction of modern agriculture, development of the rural economy and increasing farmers＇ income is a major task of building a moderately prosperous societyin the new era. Information technology and marketing are important symbols of modern agriculture throughout the entire process and all areas of modem agriculture. Vigorously developing the information industry and promoting agricultural and rural economic information are important content of agriculture and rural work in the new era.

Hospital-based health technology assessment:The next frontier for traditional Chinese medicine hospitals

Hospital-based health technology assessment(HB-HTA)is highly valuable in the application of hospital medical technology,cost control,improvement of medical quality,and protection of medical safety,and its use is increasing daily globally.However,in China,HB-HTA is still in its infancy,and it is yet to be adopted in traditional Chinese medicine(TCM).Therefore,this article introduces the application and development of HB-HTA,as well as discusses the current situation of TCM and related future development strategies to provide ideas and references for the development of HB-HTA in TCM.We conclude and recommend that all major stakeholders,including the state,health departments,and hospital leaders,support and promote the exploration and development of HB-HTA in TCM hospitals and integrative medicine hospitals.We also suggest the utilization of existing talents and introduction of other necessary talents to promote better and faster organizational development,as well as suggest the formation of a national and internationally recognized HB-HTA guidance manual and toolkit for TCM hospitals based on both the national HTA guidelines and the evaluation of TCM hospitals pilot projects.Moreover,we recommend that HB-HTA pilot study should be executed with Chinese patent medicine as the starting point to form the implementation process and framework in the TCM arena.

The development strategy of the certification technology on engine bird ingestion is proposed after reviewing the development history of engine bird ingestion certification in developed Western countries,and analyzing technical characteristics during different developing periods.Moreover,the main issues of bird ingestion certification technology,development program and strategy for the turbofan engines industry are addressed in detail.Finally,the relevant technique development is investigated and the main objects of bird ingestion certification technology for the turbofan engines are summarized and concluded.

The fierce business competition overcomes the inertia of obsolescence of organizations,leading them to a constant search for improvement and cost reduction in their processes to offer products and services differentiated from the competition,with the use of business strategies based on technological innovation.In this way,innovation is one of the strategies most pursued by companies that understand that through the gain of market share,they achieve better financial results for themselves and contribute directly to the economic development of the nation.In this search for overcoming its position in the ranking in which they operate,companies,through the emphasis given to innovation applied to the Industry 4.0,appropriate more skilled labor,either to obtain resources for their productive machine to function,or to bring the best ideas to the market,and thus achieve higher levels in the competition.In this way,results show that it is possible to infer that,by demanding the levels of qualification of the individuals for higher skill levels,innovation contributes to increase the rates of employability and,consequently,to become one of the driving forces of economic development.

Carrier Ethernet(CE) is gradually stepping away from standardization and testing to deployment and application in live networks.Although great improvement has been made in the reliability of various CE technologies,there is need for improvement in their Quality of Service(QoS),Operation,Administration and Maintenance(OAM),especially the multi-vendor interoperability.The deployment of CE should be service-oriented,and the factors,such as maturity of related technologies and standards,deployment costs,and the complexity of network reconstruction as well as the interoperability with other vendors,should be taken into full consideration to flexibly select appropriate networking technology for different application scenarios according to technical features.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.

Objective To study the problems that restrict the development of online pharmacies,and put forward some suggestions for the development of online pharmacies with the help of blockchain technology.Methods Literature review method was used to understand consumers’psychology of online drug purchase.Besides,some experts in related fields were consulted.The specific path of applying blockchain technology to online pharmacies was analyzed based on the unique characteristics of blockchain technology.Results and Conclusion From the perspective of the characteristics of blockchain technology,this paper analyzes the factors restricting the development of online pharmacies,and proposes targeted solutions to the problems of selling counterfeit drugs,leaking consumer information,and government supervision difficulties in the online pharmacies trading platform.This will break through its bottleneck and help the development of online pharmacies.

中国石化“十四五”主要勘探进展与发展战略

在系统梳理中国石油化工股份有限公司(简称中国石化)“十四五”以来高质量勘探举措、理论技术进展及油气勘探成果的基础上,提出了油气勘探发展战略。“十四五”以来,中国石化坚定资源发展信心,大力推动高质量勘探实践,在塔里木、四川、渤海湾、准噶尔、鄂尔多斯等盆地的深层碳酸盐岩、陆相页岩油、深层页岩气、中西部碎屑岩、成熟探区隐蔽油气藏、深层煤层气等领域取得了主要勘探成果,为石油稳增长、天然气快上产夯实了储量基础。同时,发展完善了超深走滑断控缝洞型油气成藏理论、创新形成了页岩油成储成烃富集理论、深化了海相页岩气“二元富集”与致密碎屑岩油气差异富集机理认识等;攻关形成了复杂地质结构与储层结构条件下的以地震勘探、深层—超深层钻完井、超深层测录试井、水平井压裂技术等为代表的关键技术与工程工艺技术。展望未来,中国石化探区具备石油稳定发展、天然气快速发展的资源基础,勘探工作聚焦保拓矿权、勘探突破、规模增储三大核心责任,以深地工程、页岩油气示范工程、致密碎屑岩效益攻坚、常非统筹为统领,加快推进战略突破发现,落实规模增储阵地,进一步夯实上游可持续发展资源基础。

家居智能制造过程中的赋能技术是加速家居智能制造转型、提升家居行业高质量发展的有效途径。本研究从近30年来家居行业智能制造基本理论和基础技术研究与应用入手,明确高质量发展所需的赋能技术及实施策略。一方面提出面向高质量发展的家居智能制造基础和过程技术创新、前沿和赋能技术推进两大技术体系和要素,搭建面向高质量发展的智能制造技术体系平台,包括总体架构和发展目标、核心内容、理论突破和基础保障、赋能技术、新发展模式、实施策略等,设定面向优质、高效、低耗、绿色、安全的家居高质量发展目标,界定智能家居产品、智能生产、智能工厂、智能物流和智能服务5方面核心内容,提出加快自动数据采集与处理、信息集成、工业互联网/物联网、建模与仿真等基础和过程技术创新思路,阐述大数据技术、工业机器人技术、智能调度和控制技术、虚拟现实和增强现实技术等构成的新型技术应用场景,解读云计算和边缘计算、数字孪生、人工智能、软件定义等前沿技术的实施途径;另一方面对技术体系进行归纳,包括基于家居信息化管控平台搭建的技术体系、基于家居产品全生命周期的数字化技术体系和基于可持续发展的家居制造生态技术体系;最后,对新一代智能制造技术在家居企业高质量发展方面提出未来研究建议:结合家居产品全生命周期数字一体化模式、互联工厂模式、商业模式重塑企业发展模式;利用数据驱动、软件定义、虚实结合和整理联系加强企业新策略的实施。
