There are plenty of divergent opinions on whether the MSR will mean an opportunity for settling the SCS issue, or it will face the challenge of intensified maritime conflicts in this region. This paper first of all analyzes the significance of the BRI in the general picture of China's foreign policy. To ensure neighborhood diplomacy be in line with the BRI, China adjusts its SCS policy through rebuilding and consolidating political mutual trust with countries which have been involved into conflicts with China on the SCS issue; meanwhile, China promotes pragmatic cooperation under MSR framework to cultivate positive atmosphere and sense of community with a shared destiny. Both MSR construction and the addressing of the SCS issue are long-term issues, while the MSR provides an innovative approach to surpass existing disputes and focus on regional development cooperation. To ensure neighborhood diplomacy be in line with the BRI, China adjusts its SCS policy through rebuilding and consolidating political mutual trust with countries which have been involved into conflicts with China on the SCS issue; meanwhile, China promotes pragmatic cooperation under MSR framework to cultivate positive atmosphere and sense of community with a shared destiny. Both MSR construction and the addressing of the SCS issue are long-term issues, while the MSR provides an innovative approach to surpass existing disputes and focus on regional development cooperation. Hence, the MSR could be an opportunity to accelerate the resolving of maritime disputes.
文摘The paper analyses the roots of the Belt and Road Initiative as well as China's Middle East Energy Policy in an age of great transformation. China's rapidly progressed economic growth leading to a dramatic increase in China's energy demand in recent years. The Middle East countries play a critical role in the international energy markets. Stable relations with the Middle East countries become increasingly important for Chinese energy security, and the continued development. The protection of these relations lies at the core of the Belt and Road Initiative. Within The Belt and Road Initiative, Chinese Middle East energy policy proceeds according to the energy cooperation framework known as "1+2+3", which seeks to build a reliable China-Arab strategic cooperative relationship based on long-term friendship. To avoid over dependence on the energy resources of the Middle East, China will also continue to search for other overseas energy sources and protect transportation channels. Despite risks and challenges associated with energy imports from the Middle East, China has cultivated strong relations with states in the region and will develop these economic ties further in the coming years.

It includes: optimize and integrate strategic resources through connectivity, cultivate export-oriented cultural enterprises to promote the main body of the industry, optimize the structure of cultural trade by expanding cultural services exports, and build win-win cooperation networks through the connections between Silk Road Cities. This will both contribute to the global distribution and resource allocation of China's culture industry, and benefit the construction of mutually beneficial and cooperative international culture industry communities, so the countries and people of the Belt and Road regions can share their cultural wealth.
文摘China's international energy cooperation and energy security are important parts of The Belt and Road initiatives. China and the countries along the Belt and Road continue to promote cooperation, actively use the existing bilateral and multilateral cooperation mechanisms to promote the regional and inter-regional energy cooperation. Countries along the Belt and Road are rich in oil and gas resources; their demand on the diversification of export meet with the diversification demand on imports of consumption countries; and their oil refining and chemical technology as well as construction capacity is weak, which provides a lot of new opportunities in cooperation for Chinese enterprises. However, the energy cooperation of Chinese enterprises are also facing some challenges in the complex environment of energy cooperation, the interference of big powers, non-traditional security threats, and energy policy factors. Finally, the paper puts forward the strategic thinking of China's international energy cooperation under the new situation.

The essence of the construction of the "Silk Road Economic Belt" is to give equal considerations to both the East and the West, paying equal attentions to the North and the South, while balancing the land and the sea and connecting domestic with foreign. This is the innovation and priority of China's peripheral diplomacy as well as a strategic support and tactical guarantee of the "China Dream". The "Silk Road Economic Belt" is constructed to make history serve reality; it exchanges economy for politics, space on land for time at sea, and balances a weakness in sea power with superiority in land power. Instead of simply replicating the Silk Road, the "Silk Road Economic Belt" possesses a broader realm and a richer context. Moreover, this is China's ultimate strategy and profound tactical conception facing toward the future.
文摘Relative to countries such as Russia, the United States, and Europe, China has only recently occupied a place in the energy sector in Kazakhstan. However, after 10 years of hard work, China has come to the fore and the fierce energy competition in Kazakhstan has become an important energy trading partner of Central Asian countries. Therefore, we can learn a lot of experience and lessons from our emphasis on cooperation with China's energy trade and research in Central Asian countries. Against the backdrop of fierce international energy competition and the deep implementation of the "One Belt and One Road" initiative, it is like a double-edged sword for energy trade cooperation between China and Central Asian countries, problem. How China seizes opportunities, resolves challenges, and further deepens pragmatic cooperation in the energy sector with Central Asian countries so as to better protect the country' s energy security is a very real issue.

文摘In the exchanges between different countries,apart from enhancing political mutual trust and strengthening pragmatic cooperation,it is of great importance to forging humanistic exchange.With a long history of exchanges between China and all the countries in South-east Asia,the humanistic exchange between China and South-east Asia has been continuing since the founding of the People's Republic of China.After the establishment of China-ASEAN dialogue relations,the strategic position of humanistic exchange has been rapidly improved.By means of the case study of Confucius Institute,sister cities,and tourism cooperation,the author has found that humanistic exchange between China and South-east Asia has enjoyed a long history and embodied profound and extensive meaning.It is the ancient Maritime Silk Road that helped to form the exchanges between China and South-east Asia.In the meantime,it is the 21st-Century Maritime Silk Road that has deepened this friendship.The successful experience of humanistic exchange and cooperation between China and South-east Asia has not only consolidated the China-ASEAN strategic partnership but also provided a conducive reference for people-to-people ties in the implementation of the Belt and Road Initiative.In addition,it has added dynamics and confidence to the building of a community with a shared future for mankind which is propelled by China's humanistic diplomacy.

文摘Since China put forward the Belt and Road Initiative and a community with shared future for mankind,mainstream media in the United States such as The Washington Post,The New York Times and The Wall Street Journal have given continuous reports.As the world’s superpower,the United States has a developed media system and a wide range of influence.The study extracted 173 valid texts from May 2015 to March 2020,among which only 5 reports were on a community with shared future for mankind.American media mainly reported from five aspects including economy,politics,cultural,security and environment,although there is no lack of certain sounds,there was more negative reports.It can provide a reference basis for our accurate response and creating a positive international public opinion environment that grasping the reporting trends on the Belt and Road Initiative and a community with shared future for mankind accurately.
文摘The Belt and Road Initiative which was proposed by Chinese President Xi Jinping is playing an important role in the development of globalization, increasingly more countries and international groups are supporting and engaging in it. The trade and cultural communications between China and the United Kingdom(UK) goes back centuries, and although troubled at times, has now successfully entered the"golden age"of deep cooperation between the world powers through strategic cooperation based on the Belt and Road Initiative. With the developing trend of the times, China and the UK should deepen their cooperation in the areas of higher education, research and development, financial innovation, social management, cultural innovation, supply-side structural reform, regional development, rural governance, public medical systems, aerotropolis construction, university science parks, high-tech parks, and other social and economic developments, thus continuing the advancement of deep cooperation between world powers. The Belt and Road International Conference held in Beijing in May 2017 and was the beginning of a new round of strategic cooperation and globalization for the benefit of the countries and regions involved.
