Dilemmas and Optimization of Third-Party Assessment System in Chinese Fair Competition Review

The current predominant self-review mechanism by policy-making bodies suffers from deficiencies such as insufficient motivations, limited review capabilities, and weak external supervision. Third-party assessment, characterized by independence and specialization, is designed to mitigate these shortcomings. However, the implementation of third-party assessment faces challenges too. This paper intends to improve the third-party assessment system and to realize the legislative purpose of the system. Based on social research, discussions and exchanges with relevant parties, and the existing research results, this paper analyzes the challenges and possible optimization measures for the third-party assessment. The challenges include repulsion from policy-making bodies, insufficient independence of assessment bodies, disparity of assessment quality, and limited application of assessment outcomes. Possible optimization measures include promoting fair competition culture, increasing the acceptance of third-party assessment from policy-making bodies, enhancing the quality of third-party assessment, clarifying the relationship between policy-making bodies and assessment bodies, ensuring the independence of third-party assessments, and promoting the application of assessment results.

The provision of Rare Blood for special purposes on a worldwide basis is now an accepted part of modern transfusion practice. The ISBT Working Party, working in conjunction with the International Blood Group Reference Laboratory in England as well as other organisations, plays a pivotal role in ensuring that adequate systems are in place to meet clinical needs. The contribution of Asia to the Rare Donor programme is at present small. Some of the reasons for the relatively low input to date include a lack of knowledge of the systems available, the stage of development of transfusion services in some countries and the general absence of well developed blood group serology reference Centres. Much remains to be done if Asia is to contribute significantly to the problems of blood supply to patients with a need for rare blood. However, there are already indications that more countries in Asia are at the stage of transfusion development that will permit them to be of more assistance to the International Rare Blood Programme and thereby better meet Asian and other international needs. Various recommendations will be presented to the Symposium for endorsement. The ISBT Working Party on Rare Blood will give any assistance that is required to facilitate improved methods that will improve the availability of Rare Blood internationally.

It is important to clarify the historical facts and summarize the characteristics of the communication and cooperation between the CPC and the JCP during the War of Resistance against Japanese Aggression, as it holds historical and contemporary relevance. The research findings indicate that the Comintern played a crucial role as the key intermediary in facilitating the establishment of connections between the CPC and the JCP and in driving the deepening of their relationship. Their efforts played a significant role in the establishment of an international anti-fascist front in the East.

Evolving ethical issues in third party reproduction:Local and global considerations

There continues to be an increase in utilization of assisted reproductive technology(ART), including the use of third party gametes. Specifically, the use of third party oocytes, most recently reported in 2010 by the United States(US) Center for Disease Control and Society of Reproductive Medicine, accounted for 15 504 cycles and 7334 live births. This translates into approximately 11% of all the in vitro fertilization cases performed in the US. As utilization increases and the technological tools advance, they have created underappreciated and unforeseen ethical quandaries. As such, many practitioners think they "have heard it all". However, each ART scenario is novel with the potential to pose complex unforeseen issues, potentially creating global challenges that could impact broad social and legal questions and test the moral consciousness' of practitioners, policymakers and patients. While there are published US national guidelines to assist practitioners, we have identified new complex issues in assisted reproduction that present unique challenges, and we give a perspective from oureyes in the Western Hemisphere looking out to a global level. Specifically, this review focuses on some of the more recent and evolving issues that currently are and will be confronting us in the upcoming years. Particular attention focuses on discrepancies between third party legal contracts and ART consents regarding level of information sharing, and oocyte and embryo directives and management; dilemmas and obligations surrounding disclosure of medical outcomes especially in the context of growing access to Direct to Consumer genetic testing and Reproductive Tourism-Exile. Given the complexity of these and other ethical questions, finding answers may be achieved by ending the isolation of reproductive professionals and instead promoting increased and consistent communication among physicians, embryologists, therapists and reproductive attorneys to confront these evolving ethical quandaries.

This paper presents a protocol for probabilistic remote preparation of a high-dimensional equatorial multiqubit with four-party, consisting of a sender and three receivers. The quantum channel is composed of a partial entangled high-dimensional four-particle state. We calculate the successful total probability and the total classical communication cost required for this scheme. It is shown that both the entangled resources and classical communication cost are greatly reduced.

Comparison of the Policies of Israel＇s Labor Party and the Likud on Palestinian Refugee

Since its origin in the first Middle East War in 1948, the Palestinian refugee problem has not been properly resolved. Over the years, the key stakeholder Israel has put forward a variety of plans and countermeasures on refugee issues in multilateral and bilateral diplomatic stages. Researches on these policies of Israel on Palestinian refugees are crucial for solving this problem. The right wing and the left wing of political parties in Israel--lsrael＇s Likud and Labor Party had the longest and most influential rulings in the country. The refugee policies they have taken during their administrations have an impact on the development of the peace process in the Middle East, and also play a direct role in solving the problem of refugees. Through the analysis on refugee policies of the ruling party in various stages of the evolvement of the Arab-Israeli conflict, we can compare the Labor Party＇s and the Likud Party＇s policies for Palestinian refugees, and found that the policies of these two parties are consistent and similar on the issue of refugees, for example, neither of them recognize the responsibility of Israel on refugees, and they both denied the ＂right to return＂ of refugees, etc. In terms of the specific implementation of the policies, there are differences between them： the Likud Party was significantly tougher than the Labor Party. Both Labor and Likud is being affected by domestic and international factors, such as homeland security, the Jewish state property, political system, Jewish mentality and the support of the United States and other factors, so their policies are consistent; however, due to different historical factions, different voter groups, and national interests as well as the interests of the parties in different periods, the two parties have different refugee policies.
