A concert of powers has become a new institutional arrangement for building a new-type major powers relationship in East Asia.In view of standardization,the consistency,legitimacy,accountability,inclusiveness,and self-restraint,etc.enjoyed by a concert of powers are very suitable for the East Asian multilateral security mechanism featuring"cooperative security"concept,"ASEAN Way"of decision-making as well as"open regionalism"approach.In view of the practical conditions,major powers peculiarities and effectively solving hot issues highlighted by the East Asia geopolitical ecology require a concert of powers while a relative equilibrium of the East Asian regional major powers is in favor of a concert of powers.In terms of experience,the peaceful settlement of the Cambodian issue and the Six-party Talks on the DPRK nuclear issue provide a feasible path to initiate a concert of powers in sub-regions regarding the traditional security matter related indirectly with major powers.A new concert of powers in East Asia has three options,namely"soft security"-oriented multilateral coordination,"comprehensive security"-oriented"bilateral coordination"and"multilateral coordination".East Asia Summit and the existing major powers’bilateral strategic dialogue mechanisms are available institutional assets to be used by above-mentioned first two paths.The ideal state of third path is an independent security mechanism,designed to respond to major regional conflicts and crises.In practice,these three kinds of path can overlap,and be in parallel operation,and constitute"a concert of powers network"with bilateral and multilateral interactions,thus,providing a solid and effective mechanism for the East Asian regional security governance. 展开更多

For the significant energy consumption and environmental impact,it is crucial to identify the carbon emission characteristics of building foundations construction during the design phase.This study would like to establish a process-based carbon evaluating model,by adopting Building Information Modeling(BIM),and calculated the materialization-stage carbon emissions of building foundations without basement space in China,and identifying factors influencing the emissions through correlation analysis.These five factors include the building function type,building structure type,foundation area,foundation treatment method,and foundation depth.Additionally,this study develops several machine learning-based predictive models,including Decision Tree,Random Forest,XGBoost,and Neural Network.Among these models,XGBoost demonstrates a relatively higher degree of accuracy and minimal errors,can achieve the RMSE of 206.62 and R2 of 0.88 based on testing group feedback.The study reveals a substantial variability carbon emissions per building’s floor area of foundations,ranging from 100 to 2000 kgCO_(2)e/m^(2),demonstrating the potential for optimizing carbon emissions during the design phase of buildings.Besides,materials contribute significantly to total carbon emissions,accounting for 78%e97%,suggesting a significant opportunity for using BIM technology in the design phase to optimize carbon reduction efforts. 展开更多

Fracture grouting is widely used for building foundation reinforcement,however the underpinning mechanisms are still not clear.Using numerical results about a single-hole fracture grouting process as a basis,a model composed of soil and grouting veins has been created to analyze the reinforcement mechanism.The influence weights of the grouting vein skeleton and compaction effect have been studied,thereby obtaining relevant information on the compressive modulus of the considered composite soil.The research results show that the compaction effect plays a leading role in the soil fracture grouting reinforcement.The grouting pressure,the hardened grouting vein modulus,and the shape of the grouting veins all influence the compressive modulus of the composite soil. 展开更多
