Analysis on the Interactive Development Model of the New Countryside Construction and Rural Ecotourism

This paper presents the interactive development model of the new countryside construction and rural ecotourism. The authorthinks that, to correctly and fully grasp the concept of rural tourism, rural tourism must be established, the concept of system, and build theconcept of rural tourism system no one has been studied. This article tries from the connotation of the related concept of the rural tourism andthe level of the rural tourism, tourist market positioning, the development of rural tourism and consumer guide to build the concept of the ruraltourism system. Additionally, the development of eco-tourism can reduce the negative impact on the environment, but also bring the economicbenefits to the local people and increase the income of the people in the region.

Building a New Socialist Countryside, Improving Commission and Agent System of “Village-level Accounting”

Rural finance is an issue concerned with rural people, improving rural financial management is important to close the relations of cadres and masses, maintain rural stability, and promote rural economic development. This article explained the main problems of village financial, the needs of introducing commission and agent system of ＂village-level accounting＂ for building a new socialist countryside, and the measures of improving commission and agent system of ＂village-level accounting＂.

Overview of Researches on Rural Industrial Development in China's New Socialist Countryside Construction

From the perspective of rural industrial development, this paper summed up representative research results of China's new countryside construction, including approval of criteria for classification of rural industrial structure, definition and scope of rural industrial development, introduction and application of industrial development theory, existing problems, causes and countermeasures of three times of industrial development in rural areas, and experience of foreign rural industrial development model. Among these researches, most researches are general and narrow about achievements in rural industrial development, while the causes are little touched upon. In future, it is expected that the research on rural industrial development in new socialist countryside construction will be deepened and specified.

Research on Human Resources Development of Rural Public Service Departments in New Countryside Construction

On the basis of defining related concepts concerning human resources in rural public service departments,this paper analyses the overall status quo of human resources in China's rural public service departments and points out the problems existing in human resources in China's rural public service departments during new countryside construction as follows:first,the constitution structure is not rational;second,the cultural quality of staff is universally low,and the business capacity remains to be promoted;third,the improvement of human resources development environment lags behind,and the supporting reform is short.In the context of new countryside construction,the opportunities faced by the human resources in China's rural public service departments are as follows:China has elevated strengthening new countryside construction and rural talents construction as important state development strategy;the ideas of service-oriented government and learning-oriented government are put forward;civil servant system is overhauled.Therefore,I advance the development strategy of human resources in China's rural public service departments as follows:implement elastic personnel system reform in public service departments(including civil servant positions in department),to form the public service personnel system of "able one comes in,mediocre one moves over and shiftless one steps down";audaciously promote young and middle-aged grass-roots cadres with strong business ability,high political quality,acute judgement and decision-making ability;build learning-oriented grass-roots public service organization,to make the staff in rural pubic service departments study assiduously and progress;broaden horizon,and build the human resources development system geared to international standards;in developed regions,the human resources in grass-roots public service departments should introduce enterprise competition model.

Spatio-temporal analysis of land-use conversion in the eastern coastal China during 1996-2005

Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows：（1）the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;（2）land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;（3）total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land（INL）,transportation land（TRL）,rural construction land（RUL）and town construction land（TOL）are 45.03%,15.8%,15.47%and 11.5%,respectively;and（4）the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation＇s macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.

Spatio-temporal Dynamic Patterns of Rural Area Development in Eastern Coastal China

The aim of this study is to evaluate the current state of rural area development at the county level in the eastern coastal China. An evaluation index system including 18 factors was developed, and a rural development index (RDI) was constructed to evaluate rural development state in 2000, 2004, and 2008. The quantitative evaluation indicated the following results. 1) This study derived four dominating components by means of principal component analysis, which can explain 78.2% of the total information, namely agricultural production input, the basic condition of agriculture, the comparative effectiveness of grain production, and the household′s own basic conditions. 2) Since the turn of the new millennium, the rural area in the eastern coastal China has experienced a rapid development in general. Well developed, developed, moderately developed and undeveloped rural areas respectively occupied 29.32%, 22.33%, 21.91%, and 10.51% in 2008. 3) The countryside had maintained a sound momentum of developing trend between 2000 and 2008, while the rural development in the eastern coastal China lacked sustainability. And 4) industrialization, urbanization, original economic basis, and location are four major driving forces of the disparity of rural area development in the eastern coastal China. Given these results, the strategies and policies for the improvement of each rural group were put forward.

Rural Infrastructure Construction in New Socialist Countryside Construction

In the background of new socialist countryside construction,rural infrastructure construction is favorable to consolidating fundamental position of agriculture,expanding rural job opportunities,increasing farmers' income,and favorable to development of rural economy and the national economy. Rural infrastructure construction mainly includes construction of agricultural basic production conditions,construction of rural ecological environment,construction of agricultural service system,and construction of rural living facilities. Finally,we put forward approaches and methods for strengthening rural infrastructure construction: firstly,increase fund input to provide financial support for rural infrastructure construction; second ly,make scientific village planning to ensure sustainability of rural infrastructure construction; thirdly,arouse farmers' enthusiasm and initiative to promote stable development of rural infrastructure construction.

Survey Reveals Farmers'Perceptions of Modern Life

Through a statistical analysis of the results of a field survey conducted in a moderately remote suburb of Shanghai,this article investigates the common problems and concerns that farmers are facing during the process of marketization. In evaluating the level of rural development,farmers pay more attention to social security and their living conditions than an increase in income. Whilst playing a prominent role in the development of the rural economy and environmental governance, the government has failed to adequately cultivate community culture and public spiritual life. The government policies on building a new socialist countryside focus on those issues of most concern to farmers: income,employment,education,social security and rural environmental governance,whilst neglecting the cultural life of farmers.

新发展格局背景下我国农村体育多元主体治理结构、机制及路径研究

农村体育是我国体育的重要组成部分,对建设体育强国、实现健康中国、推进乡村振兴和构建体育新发展格局具有重要意义。采用文献资料、专家访谈等方法,对我国农村体育多元主体协同治理理论框架、治理主体结构关系、治理困境、协同治理机制和实现路径进行研究。我国农村体育治理主体由政府单一主体治理逐步发展到多元主体整合协同治理,治理方式由自上而下的非均衡结构治理发展到均衡治理、治理体系和治理能力的现代化。现阶段,我国农村体育治理仍存在治理主体缺位、治理制度缺项、治理资源缺乏等问题,基于多元治理主体诉求偏好,提出协同多层次农村体育治理结构体系、构建多维度农村体育治理评价体系、完善多主体协同农村体育治理机制等治理路径,实现农村体育治理体系和治理能力现代化。

以新发展理念构建乡村文化振兴的机制和路径

实施乡村振兴战略,不仅要“塑形”,更要“铸魂”。乡村文化振兴是乡村振兴的“应有之义”“铸魂工程”“内驱动力”,能够为实现乡村振兴提供强大而持续的动力源泉。实现乡村文化振兴,要以新发展理念为指导,多主体、多内容、多途径推进,构建由思想引领、价值引领、精神驱动、载体驱动、资源驱动五方面组成的乡村文化振兴机制,并在运用新发展理念充实乡村文化内涵的基础上形成乡村文化振兴的产业路径、人才路径、生态路径、文化路径、组织路径。

新发展阶段我国单项体育协会党建生态机制建设研究

新发展阶段中华民族伟大复兴面临新形势、新挑战,迫切需要建立以党建为引领的生态机制,对处于改革创新中的单项体育协会意义重大。研究运用生态学理论,剖析了我国单项体育协会党建生态机制的生态结构和运行关系,围绕当前存在的困境壁垒,提出党建生态机制建设路径。研究得出:单项体育协会党建生态结构是由宏观的生态维度、中观的运行结构和微观的生态因子构成的套嵌结构,各层相互联系、逐级制约。党建组织生态、业务融合生态、治理生态和政治生态组成了宏观层面的生态维度,而每个生态维度则由中观层面的组织者、行动者、共享者、物质环境等形成运行框架,且政策、制度、文化、监督评价、规模等微观层面的关键性生态因子又直接影响运行效果。因此,提出以组织体系建设为基础,以党建推进事业发展为目的,以制度建设为保障,以提高党建生态因子质量为路径,确保单项体育协会实体化改革成效。

新农村建设背景下黑龙江农业机械化发展应用与建议

在黑龙江新农村建设的背景下,继续扩大农业发展优势关键在于农业机械化。分析加快农业机械化发展的重要意义和黑龙江农村农业机械化发展现状,从推进农业产业化、促进规模化经营、推行农业标准化3个方面提出应对建议。

新内源发展:乡村旅游驱动贫困村迈向共同富裕的“郝峪模式”

乡村共同富裕作为全面实现共同富裕的薄弱环节和难点问题备受关注。以山东省中郝峪村为典型案例,运用半结构化访谈、观察法等质性研究方法,从新内源性发展理论视角切入探索当地乡村旅游发展驱动乡村共同富裕的过程与机制。研究发现,乡村旅游发展并推动共同富裕过程经历了不同阶段并产生了不同发展效果。在地乡村精英催生了乡村旅游的萌芽,但其在知识、见识和能力上的局限性无法更高效推动乡村旅游高质量发展,而返乡创业者回嵌乡土并引入外部资源成为推动乡村旅游发展的新动力,乡村旅游地得以迈进高质量发展并推动乡村迈向共同富裕道路,全体村民参与和公平利益分配机制成为乡村共同富裕的有效路径,乡村精英的交替和协作成为乡村共同富裕的关键。内外资源联动的新内源性发展模式保障了地方发展自主权,维护了居民主体地位,推动了居民参与和认同提升,有效推动全体村民物质与精神的共富。研究建议:资源禀赋优良的乡村可将乡村旅游作为增收致富路径选择,发展过程中要充分发挥返乡创业和在地精英群体的引领作用,共同创新发展村集体经济。

新教育实验行动对农村留守儿童学业发展的影响及其机制研究

通过对新教育实验区的农村留守儿童进行问卷调查,探讨新教育实验行动对农村留守儿童学业发展的影响及其机制。结果发现:农村留守儿童的学业成绩和学业自我概念显著低于农村非留守儿童;班级执行新教育实验行动水平越高,农村留守儿童的学业成绩和学业自我概念显著更好。在控制性别、年级、家庭社会经济地位、父母外出打工时间、与父母联系频率等相关变量的情况下,新教育实验行动对农村留守儿童的学业成绩和学业自我概念产生显著正向影响。在这一影响关系中,学生内部学习动机发挥显著中介作用,同伴支持发挥显著调节作用。综合新教育实验行动对农村留守儿童学业发展的积极影响及其机制,未来可以通过借鉴新教育实验的行动经验、强化乡村中小学校教师流动、倡导“共读共写共同生活”等路径为农村留守儿童创造幸福完整的教育生活。

新内生发展理论视域下数字乡村建设:机理、困境与路径

借鉴新内生发展理论,围绕技术赋能、激活资源、形塑主体、治理变革四个维度阐释数字乡村建设的内在机理,并以此观照与揭示当前乡村数字化转型存在的主要问题,如数字技术嵌入鸿沟、“资源下乡”效率低下、数字排斥与农民缺场、“数字逻辑”与“乡土逻辑”冲突等。在新的发展阶段,全面推进数字乡村高质量建设应夯实数字技术基础,加大“数字下乡”支持力度;优化资源数字化结构,提高“资源下乡”效率;健全数字教育体系,提升农民数字素养;增强数字包容,加快乡村数字治理变革。

乡村振兴战略下农产品电商平台与农村物流业的协同发展路径研究

农产品电商平台与农村物流作为农产品出村进城的重要渠道之一,在拓宽农产品上行通道方面发挥了不可替代的作用。随着市场需求的多样化以及需求质量的提高,基础设施不完善、系统布局不充分、数字化工具运用不全面以及复合型人才的短缺都影响着农产品电商平台与农村物流业的协同发展与践行。因此,本文认为有必要在坚持系统发展理念的思路下,推进建设冷链等基础设施,发挥电子商务信息化平台在大数据共用共享、规范发展等方面的作用,通过新农人的示范带头作用,进而促进农产品电商平台与农村物流业在乡村振兴战略背景下实现协同发展。

Regional diversity of peasant household response to new countryside construction based on field survey in eastern coastal China

To tackle the issues concerning agriculture,farmers,and rural areas,the central government of China initiated a new strategy called ＇new countryside construction＇ in 2005.For better understanding its actual effect,this paper analyzes the regional diversity of peasant household response to this new countryside construction strategy based on Kruskal-Wallis H test and sampling survey data from 586 households in the Bohai Rim Region （BRR）,Yangtze River Delta Region （YDR）,and Pan Pearl River Delta Region （PPR）.The result indicates that regional diversity in eastern coastal China （ECC） does exist in the form of recognized priority sequence,policy requirements,expected policy effects,and behavior response.As a result of the deviation between local policy practice and households＇ inherent demand,peasants fulfill their de facto demand via individual effort instead of government aid,and therefore the new countryside construction fails to carry out the expected target.It thus needs to shift the current policy priority,ensure the peasants＇ mainstay role,and formulate scientific ＇Rules for new countryside construction＇.

新发展阶段的乡村教育振兴:历史使命、现实困境与路径选择

乡村教育高质量发展是新发展阶段推进乡村教育现代化的重要命题,是实现乡村全面振兴的必由之路。乡村由追求义务教育的普及到乡村教育高质量发展的转变,实现了乡村教育事业发展新飞跃。乡村教育不仅是传承乡村优秀传统文化的有效途径,还是夯实乡村人才资本的重要利器,能够为焕发乡风文明新气象提供强大的内生动力。但是,乡村教育在发展过程中陷入了“离农”与“为农”的价值选择困境,面临着城乡地区教育质量差距大、师资、生源力量薄弱等挑战,乡土文化历经价值涤荡,在一定程度上钳制了以教育振兴实现乡村振兴的逻辑理路。因此,新发展阶段我们需要以城乡融合发展为导向,实现乡村教育创新发展;补足乡村教育短板,厚植乡村文化振兴基础;提高乡村教育质量,夯实乡村人才振兴基石;乡土文化融入乡村教育,明确乡村教育目标指向,进而推动乡村教育事业发展,为推进乡村现代化开辟新道路。
