Measurement and Evaluation of the Business Environment in Large and Medium-Sized Cities in China

The comprehensive development level of the business environment reflects the quality of a region’s economic development,and a good business environment will give a city a strong vitality.This paper uses the entropy method to measure and evaluate the business environment of 106 large and medium-sized cities in China from 2017 to 2021.The results show that:From the spatial point of view,the business environment index of China’s cities shows a gradually decreasing pattern from east to west and from south to north.The balance of the business environment of large and medium-sized cities in China is divided into four levels according to the standard deviation of the ranking of each subindex.The greater the standard deviation,the more unbalanced the overall development of the business environment in the region.Finally,this paper put forward countermeasures and suggestions to further optimize the business environment.

PERFORMANCE EVALUATION METHOD FOR BUSINESS PROCESS OF MACHINERY MANUFACTURER BASED ON DEA/AHP HYBRID MODEL

A set of indices for performance evaluation for business processes with multiple inputs and multiple outputs is proposed, which are found in machinery manufacturers. Based on the traditional methods of data envelopment analysis （DEA） and analytical hierarchical process （AHP）, a hybrid model called DEA/AHP model is proposed to deal with the evaluation of business process performance. With the proposed method, the DEA is firstly used to develop a pairwise comparison matrix, and then the AHP is applied to evaluate the performance of business process using the pairwise comparison matrix. The significant advantage of this hybrid model is the use of objective data instead of subjective human judgment for performance evaluation. In the case study, a project of business process reengineering （BPR） with a hydraulic machinery manufacturer is used to demonstrate the effectiveness of the DEA/AHP model.

Process-oriented evaluation of agile business processes

Agile enterprises are built based on agile business processes. Simultaneously, agile enterprises must be able to utilize agile business processes to rapidly respond market opportunities and maintain enterprises’ competitions. But how to evaluate and choose agile business processes is a key problem about building agile enterprises. The paper proposes a goal driven method and an evaluation architecture for business processes’ agility. Furthermore, a four layer configuring model for agile business processes is developed based on the evaluation architecture and it can evaluate and configure agile business processes among alternatives.

Determining winner in multi-attribute procurement auction:a method based on technical and business experts' evaluation information

A method for solving the winner determination problem （WDP） in multi-attribute procurement auctions is proposed, based on technical and business experts＇ evaluation information. Firstly, on the background of procurements in China, a multi-attribute pro- curement auction mechanism is presented, where technical and business experts participate in the bid evaluation. Then, the concept of TOPSIS is used to determine the positive and negative ideal points of the WDP according to bid prices, the technical and business experts＇ evaluation information. Further, the closeness coefficient of each bidder （candidate supplier） is obtained by calculating the distances to the positive and negative ideal points. Thus, the winning supplier can be determined according to the closeness coefficients. Finally, a numerical example is used to illustrate the use of the proposed method.

Fuzzy State Comprehensive Evaluation of Living Basis for Small Businesses

The problem of comprehensive evaluation of liying basis for small businesses is discussed, based on fuzziness of index, a corresponding fuzzy state comprehensive evaluation method is presented; the good results that is,the evaluation of living basis for small business are illustrated by a simulated example.

Visualization Analysis for Business Performance of Chinese Listed Companies Based on Gephi

When conducting company performance evaluations,the traditional method cannot reflect the distribution characteristics of the company’s operating conditions in the entire securities market.Gephi is an efficient tool for data analysis and visualization in the era of big data.It can convert the evaluation results of all listed companies into nodes and edges,and directly display them in the form of graphs,thus making up for the defects of traditional methods.This paper will take all the listed companies in the Shanghai and Shenzhen Stock Exchange as the analysis object.First uses tushare and web crawlers to collect the financial statement data of these companies.And then,uses the Economic Value Added model to calculate the EVA of each listed company and build graph data.Next,import the graph data into gephi to generate the distribution graph of all listed companies’performance,and summarize the distribution characteristics of business performance.Finally,select a listed company that you want to analyze in detail,using the traditional DuPont analysis method to conduct micro level visualization analysis of the business performance to find the main factors affecting the company’s operating performance.Incorporating gephi into traditional performance analysis methods will make the results of traditional analytical methods more effective and complete.

Quality Diagnosis of BtoC Website Based on Fuzzy Comprehensive Evaluation

A hi-quality website is crucial to a company for a successful e-business. The technique maintainers are always faced with the problem how to locate the prime factors which affect the quality of the websites. In view of the complexity and fuzziness of BtoC website, a quality diagnosis method based on the multi-attribute and multi-layer fuzzy comprehensive evaluation model including all the quality factors is proposed. A simple example of diagnosis on a famous domestic BtoC websites shows the specific steps of this method and proves its validity. The process of quality evaluation and diagnosis system is illustrated and the computer program of diagnosis is given.

公务机驾驶舱内饰布局设计感性评价

为提升公务机的航空安全和适航性能,营造合适的驾驶舱环境氛围,构建了公务机驾驶舱内饰布局设计的感性评价模型,提出了系统化的设计知识以指导公务机驾驶舱内饰布局的感性设计优化。首先,基于图像边缘检测技术提取设计特征,建立了公务机驾驶舱内饰布局设计案例库。其次,通过对感性语汇的搜集与聚类,构建了能诠释公务机驾驶舱内饰布局设计表象、抽象、意象信息的“实体层—秩序层—氛围层”感性意象空间。然后,融合“主观评价—眼动—面部表情”3个指标的数据,从“实体层—秩序层—氛围层”3个感性意象评价维度建立了公务机驾驶舱内饰布局设计的综合感性评价模型。最后,分别从整体层和细节层两个层次剖析了公务机驾驶舱内饰布局设计特征与感性评价之间的映射关系,并形成系统的设计优化知识。为公务机驾驶舱内饰布局设计感性评价提供了新的实验范式及数据分析体系,为其内饰布局设计提供了方法指导。

基于熵权—突变级数法的中国省域营商环境评价研究

营商环境是省域竞争力和影响力的重要体现,优化营商环境是驱动经济高质量发展的重要法宝。基于政务环境、法治环境、公共环境、市场环境四个维度,构建我国省域营商环境评价指标体系,并尝试纳入“数字政府”新指标。基于熵权—突变级数法,对我国31个省域的营商环境实践工作进行系统评价。研究结果表明,我国省域营商环境发展水平呈现层次化特征,在整体指标与分项指标方面均存在较大发展差距,且区域层面呈现出东部地区最优、中部和东北地区次之、西部地区最为落后的空间分布特征。根据研究结论提出优化我国省域营商环境的对策建议:加强各省市协同顶层设计,完善沟通协调机制;从公共环境、法治环境及政务环境等入手改善营商环境;重视以“标准化”促进“平衡化”发展;积极推动以评促建、以评促改。

面向区块链技术应用的能源交易系统效果评价

随着我国能源体系的转型发展与新型电力系统的建设,以清洁能源为主的分布式能源成为重要供能方式。传统能源市场交易方式单一,大多采用集中化的运营管理方式,无法解决分散式能源系统的交易需求。区块链技术作为新兴技术手段,其去中心化、不可篡改等技术特点与分布式能源系统相契合,能够解决新型能源交易现存的一些问题。基于此,提出一种基于区块链技术的新型能源交易流程,给出智慧能源一体化、智慧能源托管、区域共享能源3种商业模式,并将能源交易服务业务划分为运维管理服务、系统改造服务以及市场交易服务,构建区块链能源交易系统效果评价指标体系。应用层次分析-模糊综合评价方法进行评价,通过算例仿真分析,证明基于区块链技术的能源交易系统效果评价指标体系的有效性。

基于物元可拓模型的工商管理类专业人才胜任力评价研究

结合工商管理类专业人才胜任力的特点,首先从个人能力、通用能力、专业能力和发展能力四个方面建立工商管理类专业人才胜任力评价指标体系,并运用AHP-熵值法确定各指标的组合权重,接着利用物元可拓理论构建工商管理类专业人才胜任力评价模型,最后对湖南财政经济学院工商管理类专业人才胜任力进行综合评价。

营商环境优化背景下经侦执法效果评估机制研究

经侦执法效果直接关系区域营商环境的优化。在梳理营商环境法治化观念中经侦执法内在逻辑的基础上,评估经侦执法中存在的基本问题。从降低市场交易制度成本视角,博弈分析不同营商环境中司法成本的高低对投资决策的影响,剖析经侦执法效果发挥的内在规律,证明法治化营商环境中经侦执法效率的提升,显著有利于打击预防经济违法行为,持续改善区域营商环境,并基于此构建经侦执法效果评价指标体系,设计经济案件多元争议解决机制,为提升经侦执法效果,促进经侦执法现代化提供参考。

基于PMC指数模型的农民工返乡创业政策量化评价

农民工返乡创业对于推进乡村振兴,实现共同富裕具有重要意义。结合农民工返乡创业政策文本特点以及文本高频词,采用PMC指数模型,构建包括10个一级指标、38个二级指标的农民工返乡创业政策评价指标体系,对农民工返乡创业政策进行量化评价,并绘制PMC曲线图。研究发现,农民工返乡创业政策样本总体得分优秀,设计较为科学合理,其中2份为完美政策,7份为优秀政策,1份为可接受政策,但政策时效、激励措施还有待完善。

科技型创业企业商业模式有效性评价研究

综合运用灰色关联分析、模糊综合评价方法分析科技型创业企业商业模式有效性影响因素并进行定量评价。从效果、效益、效率、效能四个维度界定商业模式有效性,基于文献研究从客户价值、财务价值、品牌建设、供应商管理、持续发展五方面初步预设商业模式有效性影响因素。应用灰色关联分析方法修正科技型创业企业商业模式有效性预设影响因素并分析其作用机理,结果表明五方面因素通过对四维度产生不同作用最终影响商业模式有效性。将商业模式的五大影响因素进一步分解为效果、效益、效率、效能四个维度下共17项评价指标,利用层次分析法计算各指标权重,结合模糊综合评价法实证评价样本企业商业模式有效性,并从各维度分别提出提升对策。研究结果验证了评价指标与评价方法的科学性与可行性。

民用机场智慧化程度评价指标的构建

为了解决民用机场在进行智能化程度评价过程中客运核心业务流基础评价指标种类繁多、覆盖范围广泛、指标间关系错综复杂的难题,从智慧程度、覆盖程度和准确程度进行了多角度耦合的基础评价指标通式构建.在此基础上,以航班流为例分别从感知型、预测型和决策型3个方面进行了基础评价指标的构建.研究结果表明,所构建的基础评价指标可根据其所涉及数据的功能属性划分为感知型指标、预测型指标、决策型指标3类,解决了智慧化程度基础评价指标缺失的问题.感知型与预测型指标可从智慧方法、覆盖程度、准确程度3个角度进行刻画,而决策型指标仅需从智慧方法、覆盖程度2个角度进行刻画,构建了多角度耦合的指标通式.从智慧方法角度划分,智慧程度可分为全智慧化管控、半智慧化管控和全人工管控3类状态,而覆盖程度与准确程度可由覆盖率与准确率表征.

营商环境评估的企业级复合区块链构建方法

针对现有营商环境评估系统中企业数据可信度低、易篡改的问题,提出营商环境评估的企业级复合区块链构建方法,采用链上和链下数据协同的方式,对企业原始数据进行存储.改进区块链哈希函数,提出基于SHA256算法的企业原始数据加密方法.引入Key-Value存储模式进行链下基于非易失性内存的Level DB存储,降低系统的通信和存储压力.提出数据链上存储方法,分别将Level DB中的Key值对应存储到基于DAG的Conflux公有链,企业状态数据对应存入到联盟链,为营商环境评估提供可信的存证数据.通过与改进前的Level DB数据库和现有的区块链存储模型进行实验对比,实验结果表明,提出的企业级复合区块链构建方法在读写性能、存储效率两方面均优于现有方法.

智慧医院评价推动临床医技业务整合的路径探索

目的探索智慧医院评价推动医院临床医技业务整合的路径。方法以宁夏某三甲医院为例,对临床与药学、临床与检验、临床与影像等进行业务整合。结果通过对标智慧医院评价标准进行临床医技业务整合,实现了用药全流程管控,统一检验诊断降本增效,智慧影像体系提升诊断质量等。结论智慧医院评价标准促进了临床医技业务整合,推动了医院综合改革和高质量发展。
