A Study on the Agricultural Scientific Research Management in the New Situation

As the core of the management of agricultural institutes,scientific research management plays a vital role in strategic development,and also affects the strategic development of agricultural research institutes. This paper expounds the connotation and characteristics of agricultural scientific research management as well as management ability requirements of management personnel. This paper puts forward the recommendations for improving agricultural scientific research management from the view of management personnel.

Problems and Suggestions for the Scientific Research Management System of Universities

The revolution of science and technology in the new era is rising.New industries,formats,and models led by information technology are emerging.Scientific research has entered the fourth data-intensive paradigm.As an important part of the science and technology innovation system,universities also have new requirements for their scientific research management system.In this article,it is suggested that the efficiency and quality of scientific research management in universities could be enhanced by reconstructing the organizational structure of scientific research management,improve the service capabilities of scientific research managers,perfecting the scientific research evaluation system,and innovating the management model of cross-research teams.

Some Thoughts on the Scientific Research Management of Young Scientific Research Managers in Research Institutes

By analyzing current situation of youth scientific research management in research institutes,including problems in scientific research management departments and problems faced by young scientific research management workers,it focuses on thinking from two aspects:the job of science and technology management and improving the working ability of young scientific research managers.It points out the four key cores in the work of youth scientific research management,namely,setting up project approval,establishing project technical files,doing well in project acceptance and achievements demonstration and promotion,doing well in achievements reward,and promoting the output of scientific and technological achievements.The working ability is improved by means of research integrity education,learning relevant professional knowledge while improving business capability,research on the art of scientific research management,and improving management level of science and technology innovation managers in the new era by"new four focuses".

The Current Situation and Countermeasures of the Scientific Research Management

After the analysis and discussion of the problems existing in the funds management of scientific research projects in enterprises,further analysis and attribution has been made and the corresponding countermeasures and solutions are proposed.The management should be mainly from the improvement of relevant management systems,and the establishment of communication and collaboration mechanisms with the financial department.

The Knowledge Management Research of Agricultural Scientific Research Institution

Based on the perception of knowledge management from experts specializing in different fields,and experts at home and abroad,the knowledge management of agricultural scientific research institution can build new platform,offer new approach for realization of explicit or tacit knowledge,and promote resilience and innovative ability of scientific research institution.The thesis has introduced functions of knowledge management research of agricultural science.First,it can transform the tacit knowledge into explicit knowledge.Second,it can make all the scientific personnel share knowledge.Third,it is beneficial to the development of prototype system of knowledge management.Fourth,it mainly researches the realization of knowledge management system.Fifth,it can manage the external knowledge via competitive intelligence.Sixth,it can foster talents of knowledge management for agricultural scientific research institution.Seventh,it offers the decision-making service for leaders to manage scientific program.The thesis also discusses the content of knowledge management of agricultural scientific research institution as follows:production and innovation of knowledge;attainment and organizing of knowledge;dissemination and share of knowledge;management of human resources and the construction and management of infrastructure.We have put forward corresponding countermeasures to further reinforce the knowledge management research of agricultural scientific research institution.

Preliminary Study on Management of Agricultural Scientific Research Projects in the New Situation

Project management of agricultural scientific research institutions is an important section of agricultural scientific research plan management. It is of great significance for sustainable development of scientific research work of scientific research institutions. According to a series of opinions and notices about scientific and technological system reform issued by the state,and combining current situations of management of scientific research projects in scientific research institutions,this paper made a preliminary study on management of agricultural scientific research projects in the new trend. Finally,on the basis of the current situations of management of agricultural scientific research projects,it came up with pertinent recommendations,including strengthening communication and cooperation and actively declaring projects,strengthening preliminary planning of projects and establishing project information database,reinforcing project process management,ensuring on-time and high quality completion of projects,and strengthening learning and improving quality of management personnel.

A Preliminary Study on Patent Application and Management of Agricultural Scientific Research Institutions

At present,there is a contradiction between the rapid growth of the number of patents declared and authorized by agricultural scientific research institutions and the decline of the efficiency of invention patents year by year,and the low conversion rate of patents.This paper discusses the patent application quantity,authorization quantity and patent efficiency of the Tropical Crops Genetic Resources Institute,Chinese Academy of Tropical Agricultural Sciences,analyzes the present situation of its work and the main problems existing in patent management,and puts forward the relevant suggestions.

A Study on the Funding Management of Agricultural Scientific Research Project in the New Situation

The agricultural scientific research project funding is an important prerequisite for the implementation of agricultural scientific research project,and an essential basic condition to support agricultural research. In recent years,China has paid great attention to the development of scientific research,and increased the input of scientific research funds,but there are some shortcomings in funding management during the implementation of the project. 河北省基层医疗卫生机构科研水平的现状及科技查新助推对策

基层医疗卫生机构的科研水平作为医学科技创新体系的重要组成部分,其科研水平事关医学科技创新水平的大局。本研究首先对提升基层科研水平的迫切需求进行了阐述,包括“健康中国”规划背景下基层医疗卫生机构的科研水平需要大幅度提升,国家对基层医药服务能力的日益重视对科研管理工作提出了挑战,也对提高基层医疗机构核心竞争力具有重要意义。本文调研了河北省基层医疗卫生机构科研水平的现状,包括科研能力呈明显降低的趋势、申报项目呈明显减少的趋势、中医药学申报项目呈逐渐升高的趋势、民营医疗卫生机构科研能力较弱、不同地区申请项目分布不均。针对上述特点,本文从医学科技查新扶贫专家团队组建、多个基层科研管理交流微信群建立、对中医药学课题验收的指导力度加大、对民营医疗卫生机构科研的扶持力度加大、每个地区专门科研管理人员负责制建立这5个方面进行了探索。

中国石油科技创新基金管理机制优化策略

中国石油为支持基础研究、加强科技创新,1993年设立科技创新基金,主要面向高等院校和各大科研院所的中青年科技人才,构建开放的科技创新生态。经过30年发展,资助经费超3亿元,已成为高校和中国石油共同提升基础研究能力的创新平台。近年来,中国石油加快推进基础研究工作,进一步健全基金资助体系,对科技创新基金进行科研管理范式变革显得更为迫切。面对新时代学科发展需要、国家对国企开展基础研究的新要求、科研管理信息化发展等趋势与挑战,中国石油科技创新基金稳步推进“明确项目资助导向、完善项目资助体系、优化科技成果转化”三大核心改革任务,从指南体系、资助形式、人才团队建设、成果转化应用方面,探索创新发展的管理新机制。同时建设信息管理平台,开发科技创新基金系统,实现项目全流程管理,进一步促进了科研管理新机制与信息化的融合。

高质量发展视域下我国医院临床医生科研状况、影响因素及应对策略

目的了解我国医院临床医生群体的科研状况及影响因素,探讨高质量发展背景下临床科研人才的规划与建设。方法选取我国东部、中部、西部8个省/自治区/直辖市,采用分层整群抽样法纳入40家医院,医院类型涵盖省级/市级/县级公立综合医院、公立中医医院、民营医院。调查临床医生开展科研工作的状况,应用二元Logistic回归模型分析临床医生参与科研工作的影响因素,并分析临床医生对科研困难的认知情况。结果共纳入3274名临床医生,50.3%的临床医生参与科研工作,91.3%的临床医生有明确的职业发展规划,其中将参与科研工作作为职业发展首要选择的临床医生占47.2%。性别、年龄、技术职称、医院类型、医院级别、对卫生技术人员职称评审实行成果代表作制度的赞同度、职业发展机会和平台可影响临床医生的科研工作参与情况(P<0.05)。临床医生在开展科研工作过程中面临的难题主要是临床业务繁重(占86.9%),其次是缺乏研究团队(占56.4%)、科研与临床脱节(占55.4%)。结论我国临床医生群体有明确的职业发展规划,但科研工作参与度一般,且面临着“临床业务繁重”“缺乏研究团队”等限制因素。建议二/三级公立医院要将科技创新作为重点任务,注重发挥科研工作对医疗服务高质量发展的重要支撑作用,持续推进研究型医院建设;公立医院要建立健全科研人才规划,完善科技人才培养、使用、评价和激励机制。
