Tailoring electronic properties of two-dimensional antimonene with isoelectronic counterparts

Using ab initio density functional theory calculations, we explore the three most stable structural phases, namely, α,β, and cubic(c) phases, of two-dimensional(2D) antimonene, as well as its isoelectronic counterparts SnTe and InI. We find that the band gap increases monotonically from Sb to SnTe to InI along with an increase in ionicity, independent of the structural phases. The band gaps of this material family cover the entire visible-light energy spectrum, ranging from 0.26 eV to 3.37 eV, rendering them promising candidates for optoelectronic applications. Meanwhile, band-edge positions of these materials are explored and all three types of band alignments can be achieved through properly combining antimonene with its isoelectronic counterparts to form heterostructures. The richness in electronic properties for this isoelectronic material family sheds light on possibilities to tailor the fundamental band gap of antimonene via lateral alloying or forming vertical heterostructures.

“Scrambling”: Logic of horizontal competition between local governments based on three cases of interprovincial disaster counterpart support

Interprovincial counterpart support is a cooperative system used by local governments to achieve horizontal flow of resources based on cross-regional cooperation.Existing research has mainly focused on governance ef‐ficiency,institutional advantages,and ranking incentives while ignoring the scrambling behavior and opera‐tional mechanisms of local governments formed by ranking incentives and territorial responsibilities.This study selected the Wenchuan earthquake,Yushu earthquake,and COVID-19 as three typical cases.We con‐structed a theoretical framework for competition among provincial local governments and found that competi‐tion in interprovincial disaster counterpart support followed a dual behavioral logic of“striving to be first”and“fear of being last”.Specifically,local governments will choose striving to be first under the logic of time coercion,content games,and territorial responsibility;they will choose fear of being last under the logic of re‐sponsibility avoidance and moral pressure.This type of scrambling-based horizontal competition reflects the logic of local government competition tournaments.This study further revealed the specific processes,mecha‐nisms,and results of horizontal local government competition,which can provide inspiration for cross regional and provincial cooperation.

Product of the Schistosoma mansoni Glutathione Peroxidase Gene is a Selenium ContainingPhospholipid Hydroperoxide Glutathione Peroxidase (PHGPx) Sharing MolecularWeight and Substrate Specificity WithIts Mammalian Counterpart

In the blood fluke Schistosoma mansoni a functionally active, monomeric, phospholipid hydroperoxide glutathione peroxidase (PHGPx) has been purified and characterized. This enzyme contains a catalytically active selenocysteine. The protein has been shown to be the product of a cloned gene, previously referred to as a glutathione peroxidase gene. S. mansoni PHGPx has been found 5 times more abundant in female than in male worm extract. As in vertebrate PHGPx, homology alignment indicates that the residues involved in the glutathione binding by the tetrameric cellular glutathione peroxidase are mutated in the S. mansoni enzyme. Thus, this aspect appears a landmark of the PHGPx-type of glutathione peroxidases,which might be of functional relevance

Genomic variations in the counterpart normal controls of lung squamous cell carcinomas

Lung squamous cell carcinoma （LUSC） causes approximately 400 000 deaths each year worldwide. The occurrence of LUSC is attributed to exposure to cigarette smoke, which induces the development of numerous genomic abnormalities. However, few studies have investigated the genomic variations that occur only in normal tissues that have been similarly exposed to tobacco smoke as tumor tissues. In this study, we sequenced the whole genomes of three normal lung tissue samples and their paired adjacent squamous cell carcinomas. We then called genomic variations specific to the normal lung tissues through filtering the genomic sequence of the normal lung tissues against that of the paired tumors, the reference human genome, the dbSNP138 common germline variants, and the variations derived from sequencing artifacts. To expand these observations, the whole exome sequences of 478 counterpart normal controls （CNCs） and paired LUSCs of The Cancer Genome Atlas （TCGA） dataset were analyzed. Sixteen genomic variations were called in the three normal lung tissues. These variations were confirmed by Sanger capillary sequencing. A mean of 0.5661 exonic variations/Mb and 7.7887 altered genes per sample were identified in the CNC genome sequences of TCGA. In these CNCs, C：G→T：A transitions, which are the genomic signatures of tobacco carcinogen N-methyl-N-nitro-N-nitrosoguanidine, were the predominant nucleotide changes. Twenty five genes in CNCs had a variation rate that exceeded 2%, including ARSD （18.62%）, MUC4 （8.79%）, and RBMX（7.11%）. CNC variations in CTAGE5 and USP17L7were associated with the poor prognosis of patients with LUSC. Our results uncovered previously unreported genomic variations in CNCs, rather than LUSCs, that may be involved in the develooment of LUSC.

城乡医院对口支援工作成效与主要问题研究

目的:了解城乡医院对口支援工作成效和现存的主要问题,为提升对口支援工作成效提供参考。方法:2023年3~4月,对河南省样本医院对口支援参与人员进行电子问卷调查,通过描述性分析和非参数检验,探索城乡医院对口支援工作成效及存在的主要问题。结果:受援、支援医院回收有效问卷分别为764份和481份,对口支援工作成效得分率分别为86.60%和80.26%,受援医院工作成效各维度得分均高于支援医院,且差异有统计学意义。对口支援工作参与人员视角下目前存在的主要问题为缺少激励机制、缺乏协调机制等。结论:城乡医院对口支援工作成效有待进一步提高,尤其是科研水平方面。建议完善对口支援激励措施,落实有效的协调机制,提升城乡医院对口支援工作成效。

Interpretation of Z_b(10610) and Z_b(10650) in the ISPE mechanism and the Charmonium Counterpart

The initial single pion emission （ISPE） mechanism is applied to the processes r（5S）→πB（＊）B-（＊）, whose details have been recently reported at ICHEP2012, and we obtain reasonable agreement with Bell＇s measurements; that is, we succeed in reproducing the enhancement structures of Zb（10610） and Zb（10650）. Inspired by this success, we also predict the corresponding enhancement structures in open charm oue-pion decays of higher charmonia near the thresholds of D＊D- and D＊D-＊.

The possible electromagnetic counterparts of the first high-probability NSBH merger LIGO/Virgo S190814bv

LIGO/Virgo S190814 bv is the first high-probability neutron star–black hole(NSBH)merger candidate,whose gravitational waves(GWs)triggered LIGO/Virgo detectors at21:10:39.012957 UT,14 August 2019.It has a probability>99%of being an NSBH merger,with a low false alarm rate(FAR)of one per 1.559 e+25 years.For an NSBH merger,electromagnetic counterparts(especially short gamma-ray bursts(GRBs))are generally expected.However,no electromagnetic counterpart has been found in the extensive follow-up observing campaign.In the present work,we propose a novel explanation for this null result.In our scenario,LIGO/Virgo S190814 bv is just a GW mirror image of the real NSBH merger which should have been detected before 14 September 2015,but at that time we had no ability to detect its GW signals.The electromagnetic counterparts associated with the real NSBH merger should be found in the archive data before 14 September 2015.In this work,we indeed find nine short GRBs that are possibly electromagnetic counterparts.

A STAFF DEVELOPMENT PROGRAMME FOR BRITISH COUNCIL ELT PROJECT COUNTERPARTS

In British Council-managed ELT projects in Chinese universities,Chinese project counterparts areselected from among the English-language teaching staff of the University.They work alongside aBritish Council-recruited lecturer(BCL)in developing whatever it is the project has been set up tocreate:a syllabus,teaching materials,a course,etc.During the lifetime of the project eachcounterpart is sent for a year’s postgraduate training(typically an MA in applied Linguistics)at aBritish university,the rationale being that the combination of training on the job and in the UK willequip them to take over the running of the project and ensure its long-term sustainability.This paperlooks at the staff development of the counterparts prior to their UK training.

Studies on silicon-containing fragrance raw materials——I. Syntheses and structure-odor relationship of acetals of 4-trimethylsilyl-3-cyclohexenone and 4-trimethylsilylcyclohexanone and their carbon counterparts

In order to investigate the structure-odor relationship of odoriferous compounds and search for new aroma chemicals, seven acetals of 4-trimethylsilyl-3-cyclohexenone and their carbon counterparts were synthesized by Birch reduction of 4-substituted anisoles and then acetalization. Seven acetals of 4-trimethylsilylcyclohexanone and their carbon counterparts were synthesized similarly. Structures of all new compounds were determined by MS, IR and ~1H NMR, and their characteristic odors were evaluated as well. The characteristic odors of the acetals formed by 4-substituted-3-cyclohexenone and 1, 2-diols are fruity and woody. The acetals formed from 1, 3-diols are woody, and formed with 1, 4-diols are very faint in odor. Odors of acetals of 4-substituted cyclohexanone are all very weak. As a whole, odors of organosilicon compounds are weaker, but somewhat more delicate than their carbon counter- parts.

基于分布鲁棒机会约束的微电网有功-无功投标交易策略

含高渗透率分布式电源的微电网(HP-DGMG)中,分布式电源(DG)的不确定性会对投标收益产生影响,甚至增加微电网和配电网的运行风险。考虑HP-DGMG中分布式光伏的不确定性,文中提出一种基于分布鲁棒机会约束(DRCC)的有功-无功投标交易策略。首先,考虑HP-DGMG售电与购电两种市场交易特性,构建配电市场环境下HP-DGMG的投标与交易框架,进一步建立配电市场下HP-DGMG有功-无功交易的双层投标模型。其次,引入DRCC处理微电网中分布式光伏发电的不确定性,构建基于矩信息的HP-DGMG有功-无功投标分布鲁棒优化模型,利用条件风险价值理论和对偶理论,将HP-DGMG投标分布鲁棒模型转化为二阶锥规划形式。然后,利用原-对偶counterpart方法,提出考虑光伏不确定性的配电市场环境下HP-DGMG投标的单层均衡约束数学规划模型,并转化为混合整数二阶锥规划问题进行求解。最后,通过位于7节点配电网和33节点配电网的HP-DGMG进行分析验证,结果验证了所提HP-DGMG投标交易策略的有效性。

长期建藏与对口援藏——新中国的西藏建设叙事考论

长期建藏是新时代党的治藏方略的重要原则之一,对口援藏是党的一贯政策。西藏和平解放至改革开放前,中央关心西藏、全国支援西藏的口号是“长期建藏、边疆为家”。改革开放至党的十八大前,对口援藏或援藏的叙事比较流行。看似简单的话语转换,反映了改革开放前后两个历史时期、两种经济体制下中央关于西藏建设的不同思考与政策变化。党的十八大以来,以习近平同志为核心的党中央,既坚持长期建藏又强调对口援藏,实现了两者辩证统一,共同推进西藏高质量发展。

论自动化行政中相对人权利的保护

为适应时代发展,提高政府服务效率和质量,政府主动在公共行政领域引入数字技术,“自动化行政”应运而生。自动化行政在提升办理行政业务便捷性的同时,因法律语言与机器语言无法完全对应、自动化行政领域的立法欠缺、算法黑箱、算法运算的瞬时性及模型训练的海量数据需求、算法歧视等因素,侵害了相对人的知情权、陈述申辩权和听证权的行使,使个人信息权与平等权的保护面临困境。现阶段可考虑通过完善行政实体法与程序法规制自动化行政,设置基本程序要求并细化各类自动化行政的程序来规范执法流程,优化事后救济制度来推进自动化行政在法治轨道上发展,实现自动化行政中相对人权利的全方位保障。

改革开放以来教育援疆政策的历史演变——基于历史制度主义视角

教育援疆政策是实现中央治疆方略和推进新疆社会稳定的重要举措。基于历史制度主义视角检视我国改革开放以来教育援疆政策的历史演变,可以发现:改革开放40多年以来,教育援疆政策的演变脉络大体分为探索期、发展期、蓬勃期三大阶段;政策嬗变路径呈现从“依赖——突破”的特征;在动力机制上,政策自我学习机制、外界经验的示范效应、多元行动者的博弈的动力机制推动教育援疆政策的延续与改革。展望未来,教育援疆政策应加强顶层设计,完善教育援疆政策体系;体现价值多元,优化教育援疆的政策导向;协同共治,形成教育援疆的政策新合力。

梯度联结:对口支援政策的运作机理

作为我国政治生态中析出的独具特色的制度安排,对口支援政策在应对国家规模治理负荷、协调区域发展、实现共同富裕等方面发挥了重要功能。我国对口支援政策的运作以支援方和受援方之间存在发展序差、距离位差、任务级差和执行等差为前提,通过构建周期联结、主体联结、项目联结和层级联结四重要素,有效缩减了时间梯度、空间梯度、内容梯度和结构梯度所造成的援受落差。立足从贫困治理向乡村振兴迭代的现实之需,可从“政治认同”耦合“共同富裕”、“梯度援受”耦合“梯度合作”、“项目制”耦合“产品制”、“考核机制”耦合“共识机制”维度,不断优化对口支援政策的运作路径。

对口支援对地方政府民生性财政支出的影响研究——基于对口援疆的准自然实验

对口支援是我国一项国家层面的区域发展援助政策,受援地政府行为选择影响着宏观政策绩效。本文从公共财政与府际关系双重视角,以地方政府民生性支出行为为切入点,基于财政收入效应、援受双方的协作效应及职能替代效应,对对口支援影响地方民生性财政支出的作用机理进行理论阐释,并在此基础上,以2010年在新疆实施的“19省市对口支援政策”为外生冲击,使用双重差分模型进行实证研究。研究发现,对口支援对受援地民生性财政支出有一定促进作用,但并未显著提升受援地政府民生性支出偏好;对于有明确绩效考核机制的支援项目,受援地政府的协作效应更显著。
