Deng Xiaoping laid out a bold, ambitious plan for the country to rapidly modernize. To realize this plan, China would need a new kind of work force. The responsi-bility fell upon the Ministry of Education to find the brightest young minds in China and to dispatch them to "scientifically advanced western countries" for post-graduate studies.展开更多
