This dematerialization process involves tec...The digitization of administrative activities is a technique that not only optimizes resources, but also professionalizes the working methods of public and private services. This dematerialization process involves technologies based on computer equipment, which, after use, becomes cumbersome waste. The aim targeted consisted of taking stock of the management of waste computer equipment imported into the Republic of Guinea, with a view of proposing a mode of environmentally sustainable management methods in a short time. To achieve this, the data was collected through investigation methods (observations, interviews, and questionnaires). This study reveals an excess of imports of electrical and electronic equipment in general, and computer equipment in particular, over the last ten years (2009-2019), With an import rate ranging from 4.03 to 54.45%. This study demonstrated the different ways in which computer and electronic equipment of all kinds are managed, with her failings. For this purpose, the different ways in which electronic waste is managed by different users were identified as storage, recycling, or rejection into nature or at waste storage points, often mixed with household waste. With the successful application of geographical information system (GIS) technology in many fields, GIS can be an efficient tool for effective response to chemical emergencies. The purpose of this paper is to introduce the application of GIS technology in emergency response. Typical GIS technology is simply introduced and some of its existing applications to emergency, mainly natural disaster, response are summarized. Spatial data and spatial analysis requirements for chemical monitoring and emergency response are also discussed in detail. Finally a chemical monitoring and emergency response system under development by combining GIS and expert system for both chemical distribution centers and public response personnel is presented.展开更多
The combustion of vinyl chloride(VC)after the train derailment accident in Ohio,USA in February,2023 has caused widespread concern around the world.This paper tried to analyze several issues concerning the accident,in...The combustion of vinyl chloride(VC)after the train derailment accident in Ohio,USA in February,2023 has caused widespread concern around the world.This paper tried to analyze several issues concerning the accident,including the appropriateness of the VC combustion in the emergency response in this accident,the meanings of so-called“controlled combustion”,the potential environmental risks caused by VC and combustion by-products,and follow-up work.In our view,this accident had surely caused environmental and health risks to some extent.Hence,a comprehensive environmental risk assessment is necessary,and then the site with risk should be comprehensively remediated,hazardous waste should be harmlessly treated as soon as possible.Finally,this accident suggests that further efforts should be taken to bridge the gap between chemical safety management and their environmental risk management.展开更多

The aspects of the Chinese POPs control strategies were analyzed, and compa...The development of Persistent Organic Pollutants(POPs) control policy in China in the context of international concerns on POPs was reviewed. The aspects of the Chinese POPs control strategies were analyzed, and compared with those of developed counterparts (e.g. US, EU, Japan). Currently, while the legal framework on POPs management, which complies with international guidelines has been established, it should be improved in the areas of special POPs management, risk assessment, the precautionary principle, life-cycle management and technical support capacity. The analysis of Chinese POPs policy and suggestions for strengthening the science-based decision making capacity are not only useful for Chinese decision-makers, but also a case study for developing world and make a great contribution for the global elimination of POPs to make a toxic-free future.展开更多
In order to determine the quantity of laboratories doing waste minimization practice related with the USEPA (United State Environmental Protection Agency) pollution hierarchy, an initial diagnostic about waste manag...In order to determine the quantity of laboratories doing waste minimization practice related with the USEPA (United State Environmental Protection Agency) pollution hierarchy, an initial diagnostic about waste management at laboratories was conducted. The data gathered were used to start a training to laboratory personnel training about EPA-PH (Environmental Protection Agency-Pollution Hierarchy). After training new diagnostics were performed. The applications of waste minimization practices in the laboratories were analyzed before and after the training. The most poorly practices performed year by year during the study period were "substitute nonhazardous materials", "chemical treatment" and "distillation". "Redistribute surplus chemical" was performed in 22 labs, 30 labs and 48 labs during years 2010, 2011 and 2013 respectively as the most common practice. This study showed that training about pollution prevention hierarchy increased the number of laboratories doing waste minimization practices, prioritizing reduction and prevention from the source.展开更多
