Comparative Analysis of the Evolution of Community Space in Chengdu-Chongqing Region: A Case Study of Main Urban Areas in Chengdu and Chongqing

Due to the integrated development between Chengdu and Chongqing,there are a large number of residents flowing into the two cities from their surrounding areas,so community renewal is imminent.Because of the similarity in the historical and cultural background of the two places,a comparative analysis of the evolution of community space in Chengdu-Chongqing Region enables Chengdu and Chongqing learn from each other and speed up the pace of renewal.This paper analyzed the evolution of community space in main urban areas of Chengdu and Chongqing.Specifically,the evolution of community space in Chengdu and Chongqing went through three stages.The starting time of community renewal in the two places was very close,but the duration of each stage varied.The second stage of Chengdu continued for a longer time,so its renovation and renewal of the community space was more detailed and thorough,and the emphasis and extension direction of the evolution of the community space were different.The evolution of community space in both Chengdu and Chongqing went through"mechanical renewal of demolition and construction—small-scale gradual renewal",but the path of renewal and development of the community space in Chengdu was faster.This paper,from the perspective of the evolution of community space,put forward the framework and content of community renewal in Chengdu and Chongqing based on community development and elaborated the community research content based on community development.

The Integration and Sustainable Development of Chengdu-Chongqing Urban Agglomeration

Urban Agglomeration is an inevitable outcome of urbanization and industrialization, and a main form of urban development. Based on the analysis of urbanization and urban system situation, this paper will discuss the integration of urban agglomeration development, using the urban area of Cheng (Chengdu)-Yu (Chongqing) Urban agglomeration (CYUA) as a case study. By means of industries, population and spatial integrations, the function, strength and competition of CYUA will be improved and this urban agglomeration will transit from a budding state to a growing and mature one in future. The sustainable development of CYUA will depend on countermeasures, such as accelerating industrialization and urbanization, building a traffic network and express roads, strengthening the ability of self-sufficiency, enlarging the ecological construction and environmental protection, and establishing the synergetic institution of cross districts.

The evaluation of interregional status and development proposals of Chongqing

As the fourth municipality directly under the Central Government, there exist some economic development obstacles including dual economic structures and regional development disparity in Chongqing. According to the local position, economic basis and technical superiority, Chongqing should be an economic growth pole in the interior of China so that it is necessary to evaluate its interregional status. Although the position of economic strength is generally among all of the administrative divisions, the position of Chongqing is very prominent between Southwest China and the Yangtze River industrial zone. In order to give play to the spread action of a growth pole and to promote regional economic coordinated development of the Central and Western part of China, Chongqing should adopt the regional sustained and rapid development strategy. Correspondingly, a series of development proposals has also been put forward in the paper.

Comparison of Integrated Urban-Rural Development between Chongqing and Chengdu

On the basis of review of integrated urban and rural development process in Chengdu and Chongqing, we summed up experience of reform and compared the practice in these two regions. Results show that both regions have opened free flow of rural and urban factors, made detailed and scientific planning of integrated urban and rural development, and carried out exploration in equalization of urban and rural public service.

Chengdu and Chongqing are two megalopolises with the synthesized economic strength and the trongest urban competitiveness in the entire western region, which have very important positions in the devel- opment of western China. Although there are still a lot of difficulties, the trend of development is promising.

ANALYSIS ON EFFECT OF SOUTH ASIA HIGH ON MID-SUMMER EXTREME DROUGHT AND FLOOD IN SICHUAN-CHONGQING REGION

NCEP/NCAR data are utilized to analyze an extreme flood year(1998) and an extreme dry year(2006) in the Sichuan-Chongqing region(SCR) and the results are as follows. The positive divergence of South Asia High(SAH) is stronger in the flood year; the position of the ridge line of SAH is southward compared with the annual average; Western Pacific Subtropical High(WPSH) extends westward and its ridge line is southward. In the drought year, the positive divergence of SAH is weaker, its ridge line is northward, and the position of WPSH is also northward. As shown in the dynamics, in drought(flood) years, negative(positive) vorticity advection in the upper atmosphere can cause the atmosphere to ascend(descend), and anomalous circulation of SAH displays divergence(convergence), and anomalous circulation of the lower atmosphere shows convergence(divergence). Thermal structure of the atmosphere shows that there is warm(cold) temperature advection in the lower atmosphere, and the vertical distribution of diabetic heating causes SAH's local circulation to display convergence(divergence) and affects vertical motion of the lower atmosphere circulation eventually. To some extent, the two extreme years in the SCR is closely related to the vertical motion of atmosphere circulation and the variation of such vertical motion is caused by differences of interactions between SAH and lower atmosphere circulations.

成渝地区双城经济圈旅游共生水平测度及协同发展研究

基于共生理论和社会网络分析,从成渝地区旅游同质度、关联度、外向功能强度3个维度测评并分析成渝地区双城经济圈旅游业共生水平现状.通过分析得出:成渝地区双城经济圈旅游业的同质度和重合度均较高,成都市、重庆主城区、渝西毗邻片区3个片区处于成渝双城经济圈旅游共生的中心主导地位,成都是连接四川省其他地区和重庆片区的桥梁.广安市、达州市、资阳市与重庆地区虽联系较多,但是外向功能强度不高,还未发挥出旅游的带动和桥梁作用.成渝地区双城经济圈中旅游关系存在4个子群,重庆地区与川南地区子群具有较强的影响力,川东北与重庆毗邻地区是最具潜力子群.据此,从建立分工基础上的对称互惠一体化共生模式、营造良好的旅游市场一体化共生环境、打破行政区划创造多元旅游共生界面3个方面提出成渝地区双城经济圈旅游共生发展的对策建议.

基于改进引力模型的成渝地区双城经济圈城市经济联系网络演变研究

借助改进的引力模型,结合社会网络分析方法,以成渝地区双城经济圈132个区县为例,从综合网络、“双核”网络和廊道网络3个视角探索成渝地区双城经济圈区县经济联系的网络特征与变化,结果表明:1)2005—2019年间区县间经济联系总量显著增长,一级联系的数量和占比大幅度增加,但四川省、重庆市之间仍旧缺乏高质量的一级联系.2)综合网络的网络密度和网络可达性明显提升,层级性下降趋势明显,区县间等级结构依旧分明;“双核”网络均属于同配性核心-边缘网络,小世界特性逐步明显;廊道网络属于韧性网络,网络密度和网络可达性整体提高.3)网络中心度水平整体较高,呈现明显的圈层结构,成都市和重庆市主城区始终处于核心地位,掌握着网络权,相较于重庆市,四川省部分区县差距仍较大,省内发展不均衡问题依旧明显.4)2005—2019年15 a间,绝大多数区县都融入了相近模块的发展趋势,截至研究期末仅存在古蔺县、芦山县、宣汉县和仪陇县4个孤立区县.

数字经济赋能成渝地区双城经济圈制造业高质量发展

基于2008—2020年成渝地区双城经济圈的城市数据,采用CRITIC-熵权法与TOPSIS相结合的方法测算数字经济发展水平和制造业高质量发展水平,考察数字经济对成渝地区双城经济圈制造业高质量发展的影响。研究表明:第一,数字经济能够显著推动成渝地区双城经济圈制造业高质量发展,该结论在经过一系列稳健性检验后依然成立。第二,数字经济对制造业高质量发展的推动效果在技术创新水平较高的地区表现得更为明显;此外,数字经济推动了流域地区制造业高质量发展,但现阶段并不利于非流域地区制造业的高质量发展。第三,数字经济显著提升了成渝地区双城经济圈制造业的创新能力和质量效益,但在促进制造业绿色发展和提升制造业产业基础能力方面并不明显。为此,应发挥成都、重庆双城辐射带动作用,促进成渝地区双城经济圈数字经济与制造业深度融合,增强成渝地区双城经济圈制造业区域协同发展力度,夯实成渝地区双城经济圈制造业高质量发展数字基础。

成渝地区双城经济圈区域协调发展的理论逻辑、实践创新与优化路径

成渝地区双城经济圈建设是深入贯彻党的区域协调发展战略、扎实推进中国式现代化的重要实践途径。成渝地区历经从经济区建设到城市群发展、再到双城经济圈构建的区域协调发展实践进程,基于对跨域治理需求的现实考量,通过调整府际关系、强化地方政府间合作、构建横向行政协调机制,以突破行政区划限制、促进区域资源优化配置、实现风险共担和利益共享,从而推动经济社会、生态环境等层面的均衡发展。新时代十年成渝地区双城经济圈在合作领域、协调机制、利益共享、政策执行方面创新制度体系,实践混合共力型的区域协调发展模式。但是未来在区域规划、利益格局、组织协同、资源配置上成渝地区双城经济圈建设仍面临诸多阻碍因素,需要从理念重塑、外部支持与内部保障三个维度进行路径优化。推动成渝地区双城经济圈建设向高质量阶段迈进意义重大,进一步从规划层面、执行层面、效能层面探索制度措施和协作策略,为形成各具特色、优势互补的区域发展新格局提供实践经验和路径借鉴。

以行政协同治理推动区域协同发展——成渝地区双城经济圈协同推进机关事务标准化工作范例

随着区域协同发展政策战略地位的不断提高,区域协同研究正如火如荼,但现阶段学界尚有待阐明区域协同瓶颈之因并提出解决之法及相应的区域协同新机制。本研究试图聚焦于此,在理论层面梳理区域协同瓶颈产生机制与区域协同新机制,并对成渝地区双城经济圈协同推进机关事务标准化工作进行案例分析与问卷调查,在实证层面检验本研究的两个理论框架。案例分析发现,以机关事务为例,成渝地区双城经济圈存在治理尺度差异,这与中央政策调控共同构成协同的内外动机,驱动成渝地区深化合作意愿,卷入区域协同;与此同时,地方保护主义现象在两地机关事务标准化协同工作中亦有所披露,并阻碍了成渝地区双城经济圈建设的协同发展。问卷调查数据进一步验证案例分析结果:推进协同地区加强行政治理协同、推进治理尺度统一具有紧要性,成渝地区双城经济圈建设推进标准化执行助推区域协同发展,标准化的行政治理协同增强了成渝地区双城经济圈协同互信意识,在一定程度上消解行政壁垒和地方保护主义;此外,当前成渝地区双城经济圈建设干部协同卷入的奖惩机制不完善,行政治理协同还需大力推进,两地协同仍有较强的地方本位意识。基于此,本研究认为,地方保护现象是长久以来中国实行区域分治所衍生的治理产物,消弭地方保护主义、强化区域一体化思维成为协同瓶颈破局之必然要求,而基于行政尺度视角出发的行政协同治理则可能通过为地区卷入协同建构与区域空间相适配的治理尺度,从而成为区域协同必然的路径选择。并且,协同是基于时间矢量上不断发展变换的过程,地方政府应当通过牢牢把握不同阶段中区域协同“动机—路径—目的”三核心元素以寻求合理的区域协同合作。

地方政府竞争对土地资源错配的影响研究——基于成渝地区双城经济圈面板数据

成渝地区双城经济圈是我国经济的重要新兴增长极,但其发展相对滞后,经济增长内生动力不足,依靠土地出让的地方政府竞争行为依然普遍存在,不利于土地资源的高效配置。基于政府土地出让视角,构建地方政府博弈模型,选取成渝地区双城经济圈2009—2017年城市面板数据,采用系统GMM的实证研究表明:成渝地区政府竞争与土地资源错配呈现显著的“U”形变化特征,地区经济发展水平是这一影响的重要作用机制;在替换变量和剔除核心城市后,结论依然稳健;此外,由于政府竞争博弈行为的反复特征,土地资源错配程度存在动态循环的正向累积趋势。

基于能值分析的成渝地区双城经济圈农业绿色发展评价

农业绿色发展是实现国家“双碳”战略目标、维护国家生态安全的重大举措。依据能值理论与方法,利用成渝地区双城经济圈农业绿色发展相关数据,计量分析成渝地区双城经济圈区域农业生态系统投入能值、产出能值等系统指标,通过能值自给率、能值投资率、可持续指标等能值指标分析区域农业绿色发展状况,得出成渝地区双城经济圈农业绿色发展可持续性良好、具有农业绿色发展竞争优势、农业生态系统对环境造成较大压力等结论,据此提出该区域农业绿色发展对策。

成渝地区双城经济圈国家战略腹地建设的内在逻辑、现实基础与路径选择

加强国家战略腹地建设是落实党的二十大作出“以新安全格局保障新发展格局”的战略部署,彰显了党中央统筹实现高质量发展和高水平安全动态平衡的重大战略考量。作为国家明确的战略腹地,同时叠加城市群成为区域发展的空间极核点与要素承载地的发展趋势,成渝地区双城经济圈主动服务和融入新时代国家战略腹地建设意义重大。“国家战略腹地”是邻近国家级的极核或先行地区,拥有经济高质量发展的基础和产业承接能力,能在一般或特殊时期支撑总体经济运行、承接产业转移、提供资源供给及保障生态安全,服务国家战略全局发展的内陆纵深区域。“国家战略腹地核心承载区”是成渝地区双城经济圈在国家战略腹地建设中的重要定位,担负着“以一域谋全局”的高质量发展价值追求,凝结了党中央统筹高质量发展和高水平安全的价值属性,是局部性和系统性并存的关键空间,是带动广大战略腹地高质量发展的重要增长极和新的动力源。新时代国家战略腹地核心承载区应具备经济组织活跃、产业部类齐备、要素供给充足、基础设施完善等发展优势。当前,成渝地区双城经济圈领有“扎实完备”的发展基础及产业体系、领有“保链稳链”的关键科技创新实力、具有“服务大局”的产业备份承接能力、富有“平战结合”的要素供应和设施支撑,已具备打造新时代国家战略腹地核心承载区的比较优势;但同时也存在区域空间结构发育不完全、高科技成果转化效能不强、区内产业同质化和显示度弱等薄弱环节。未来,成渝地区双城经济圈要以战略思维建设国家重要战略产业备份基地、以创新思维培育自主创新的区域创新体系与模式、以底线思维打造保障国家重要初级产品供给战略基地、以极限思维完善“平急转换”“平战结合”产业体系,努力打造新时代国家战略腹地核心承载区。

成渝双城经济圈职业教育协同提升的现实审视与困境突破

作为与产业发展和民生就业关系最紧密的教育类型,职业教育协同发展是区域协调发展的重要举措。成渝双城经济圈职业教育协同提升已经具备充分的认知动力,包括由经济利益驱使、团队协作、管理调控需要等构成的外源动力及区域发展需要构成的内源动力。协同理论作为成渝双城经济圈职业教育协同提升的理论向导,对标首都经济圈进一步发现成渝职业教育协同提升过程中存在的现实困境,提出战略顶层设计、资源同城共享、产教同化激励、健全共同体平台等实践路径,以期为相关决策的制定与落实提供方向指引。
