A Summary of the Seminar on “Construction of China's Human Rights Discourse System in the New Era”

A seminar on Construction of China’s human Rights discourse System in the new era was held in Central South University(CSU) on April 12, 2018. The event was sponsored by the China Society for human Rights Studies and the Publicity department of the hunan Provincial Committee of the Communist Party of China, and hosted by the CSU Research Center for human Rights and the CSU School of law. nearly 70 experts and scholars in law, international relations, and communication from institutes of higher learning, research institutions, and practical work departments from around the country shared their opinions on three topics: Cultivation of a Chinese human Rights discourse System in the new era, Communication of the Chinese human Rights discourse in the new era, and Chinese human Rights discourse and International human Rights Governance in the new era. They conducted an in-depth discussion on enhancing human rights self-confidence, grasping the characteristics of the new era and the general development trend, consolidating consensus between domestic and overseas human rights discourses, and effectively carrying out international human rights exchanges. Fully reflecting the in-depth thinking and insights of attending experts and scholars on the matter, the seminar effectively promoted the development of research on Construction of China’s human rights discourse system in the new era.

Establish an International Communication Platform for Human Rights and Promote China's Discourse Power on Human Rights——A Review on Ten Years of Beijing Forum on Human Rights

The beijing forum on Human Rights is a global human rights forum founded by the china Society for Human Rights Studies in 2008? it has been successfully held for nine times? in the past 10 years, the forum has kept up with the trend of the times and carefully set up issues; seeking common ground while reserving differences,seeking the greatest consensus on human rights; being open and inclusive, and building a model of international human rights exchange and cooperation? The forum has become a high-level academic platform for human rights exchanges and cooperation on the basis of equality,harmony, tolerance, openness and mutual respect, and has played an important role in promoting the healthy development of the international human rights cause? With the socialism with chinese characteristics entering a new era, the beijing forum on Human Rights needs to position new roles in the new era, seek more clear development momentum and direction, and promote the vitality, cohesiveness and international influence of the forum in a deep and all-round way and contribute to the development of world human rights cause and global human rights governance?

China's Innovation Research on International Communication of Human Rights Discourse on Ethnic Issues

The Western system of human rights discourse plays a leading role in the world.Western media have used the human rights discourse to attack China,especially on ethnic issues in China.The theory of transcultural political economy of communication is very inspiring to the innovation research on international communication of China's human rights discourse on ethnic issues.China's requires an innovation in the international communication of human rights discourse on ethnic issues so as to reconstruct the historical view of human rights discourse.In particular,the discourse resources of human rights protection in China should be explored from the social revolution in the 20 th century.Meanwhile,it is necessary to reconstruct the world discourse of human rights,that is,to construct the"human rights discourse of the Chinese nation,"and focus on human rights dialogue and cooperation with other civilizations and religious systems in the world.In particular,it is necessary to break through the"connection"or"integration"with the Western discourse,transcend the West-centered human rights discourse through competition and collision,reconstruct China's human rights discourse system,and improve the capability of international communication.

China's Common Interest Theory in the Context of International Strategy

Common interest is the shared and convergent parts of national interests in the state of inter-dependency, composed of common benefits and common threats, and provides the foundation for international cooperation under bilateral, multilateral and global frameworks. This paper will take the concept of common interest on the level of international politics as the core and supplement it with thoughts, ideas and practices of the CPC and China's government leaders to sort out innovations made in China's common interest theory and international strategic thoughts since 1989, as well as sum up the basic implications of China's common interest theory and the rules of its evolution so as to offer a brand new dimension for Marxist international strategic studies in China.

Xi Jinping's Discussion of Civilization History and the Discourse Construction of China's Road

The significance of discourse construction in the civilization discussion of Xi Jinping is explored in this paper: The 500-year history of world socialism and the 5000-year history of Chinese civilization, Xi Jinping' s studies of Socialism with Chinese characteristics in the long history of civilization development, highlighting Socialism with Chinese characteristics as a product in the development of human civilization, the great contribution to world civilization progress and the creative development of Marxism which has been the most distinctive feature in Chinese discourse structure since the 18 th National Congress of the CPC. As the conscious construction of epistemology, it has given unprecedented historical and cultural implications to China' s road and opened the new theory space for the discourse construction of Socialism with Chinese characteristics or the academic expression of China' s road.

Research on the Path of Constructing Foreign Discourse System——How to spread China’s Voice Well

In an important speech delivered at the 2018 National Propaganda and Ideological Work Conference,General Secretary Xi Jinping pointed out:“Tell Chinese stories well,spread China’s voices,and increase the national cultural soft power and influence of Chinese culture.”National soft power is mainly manifested in the attractiveness of a country,and the improvement of national soft power is conducive to enhancing the international voice.All along,China’s hard power and China’s soft power development are very unbalanced.China’s hard power has not yet been reflected in China’s cultural soft power and cultural influence,so that it cannot display China’s national image well.Although China has the confidence and self-confidence to tell a good Chinese story,under the environment of international public opinion that“the west is strong and China is weak”,it dares not take the initiative to speak up and has been in a dilemma of“being scolded”.One of the most important reasons is that China’s international communication capabilities are not enough.In the current era of highly developed information technology,whoever has advanced communication methods and strong communication capabilities,whoever has the cultural ideas and values can spread out,and who can master the right to speak internationally,it can be said that if there is no effective communication channel,it will fall into the dilemma of“justification is nowhere to be said,and there is no way to spread it.”

A Study on the Discourse Guidance of Major International Political Issues in the International Students in China——Taken Zhejiang Province for Example

The purpose of this research mainly investigates the level of discourse guidance among international students in Zhejiang province.And the related level of aspects of politically conscious,political attitude,feedback,and discourse guidance are also investigated.408 Chinese university international students in Zhejiang province have involved in this study,and there is a medium level of politically conscious,high level of attitude,medium level of feedback,and low level of discourse guidance.Some discussions and suggestions are proposed.

Raising International Discourse Rights in Translation and Interpreting Pedagogy

This research project aims at consolidating and revitalizing translation and interpreting pedagogy with dual emphasis on the cultural soft power and international discourse rights of China via emphasizing international competitiveness.In order to realize the significant needs of the current market requirements and the new era of China,this project proposes the“ICC”interpreting training model.It refers to the combination of intercultural communication competency with international competitiveness as the teaching and learning outcomes by means of integrating the following five components in the course content and the whole curriculum design:(1)interpreting competency-bilingual competence and interpreting skill-based training;e.g.,short-term memory and note-taking;(2)national value-strengthening translation and the crucial roles and responsibilities of interpreter trainers and trainees in disseminating national culture;(3)expertise of subject matters-equipping students with expertise for work field and meeting the market requirements;e.g.,specific professional knowledge and jargons demanded by the tasks;(4)professional ethics and image-extra-linguistic knowledge emphasizing a translator’s and an interpreter’s professional code of conduct and ethics in a way that can establish the“iconic”image of a professional interpreter;e.g.,confidentiality,posture,and appearance;(5)practical assessment-evaluation of students’performance in practical translation and interpreting opportunities and/or internship in organizations of various natures according to international standards.This research proposes a new training model to incorporate intercultural communication competency with international competitiveness.The significant role of interpreting pedagogy in contributing to a sound national name is investigated.The new“ICC”model that this research is proposing answers such a call for the significant role of raising cultural soft power and international discourse rights in China.

Reform and Opening-up and China's Participation in International Human Rights Cooperation Process

The process of China’s participation in international human rights cooperation is closely related to the process of reform and opening-up launched at the end of the 1970s, while participation in international human rights cooperation is based on the process of reform and opening-up. It is the fruit of the reform and opening-up policy and the emancipation of the mind for China to decide to participate in international human rights cooperation. Since then, along with the process, the process of China participating in international cooperation can be divided into four periods. The first established the multi-ministries cooperative group to do research on international human rights activities in 1980. The second, was the first white paper on human rights published by the government in 1991. The third was the incorporation of human rights in the Constitution in 2004, and the fourth been putting forward the idea "a community with shared future for human beings" in 2013. All of these are landmark events for China to participate in international human rights cooperation against the general background of the reform and opening-up policy.

高等教育国际话语权的世界格局与中国行动方略

中国高等教育国际话语权既表征着国际社会对中国高等教育质量与水平的认可程度,也反映着中国式高等教育现代化的国际影响力。构建与提升中国高等教育国际话语权,既是争取中国国际话语权的战略之源,也是为世界高等教育多样化发展贡献中国方案的必然之举,还是加快建设世界重要人才中心和创新高地的基础支撑。然而,当前中国尚未掌握作为世界高等教育第一大国与自身综合国力和国际地位相匹配的高等教育国际话语权。相对于传统高等教育发达国家而言,中国高等教育国际话语权依然处于弱势地位。中国高等教育国际话语权的构建与提升是一个复杂而艰难的过程,需要坚持实事求是的基本原则,坚持夯实国内根基、布局发展中国家和着眼发达国家“三位一体”协同推进,加快构建中国特色高等教育话语体系,保持坚定的战略定力。

习近平文化思想视域下中华优秀传统文化国际传播的四重维度

习近平文化思想为中华优秀传统文化国际传播指明了方向。中华优秀传统文化国际传播,在价值之维上,有助于推动理论发展、扩大文化影响、加强文化认同、促进文化发展;在内容之维上,其传播内容包括天人合一的宇宙观、协和万邦的天下观、和而不同的社会观、人心和善的道德观等;在条件之维上,其传播条件包括国家实力增强、国际地位上升、数媒技术成熟、文化发展需要;在实践之维上,其传播路径包括强化传播主体、明晰传播对象、创新传播话语、优化传播媒介、用好传播平台。四重维度是系统的整体,价值之维明晰了国际传播意义,内容之维规定了国际传播要义,条件之维确定了国际传播基础,实践之维是价值之维、内容之维及条件之维在现实中的展开。

当前世界正处于百年未有之大变局,世界多极化、经济全球化历史潮流势不可当。话语权博弈是大国竞争的重要组成部分,然而,中国等发展中国家在国际合作话语权领域却面临一定的困境。从依附论的角度看,国际合作话语权领域仍呈现鲜明的“中心外围”的依附结构,“外围”的发展中国家在范式、理论、价值、传播等维度均存在对美西方等“中心”国家的“话语依附”。2013年以来,“一带一路”倡议实现了中国国际合作话语权从理念到行动、从愿景到现实的转化,在提供实践场域、供给理论养分、搭建交流桥梁、壮大传播平台等方面为磨砺和增强中国国际合作话语权提供了有利条件,与此同时,变革国际合作话语体系的不平等格局、提升中国话语权的事业仍任重道远。随着共建“一带一路”进入第二个十年,中国应将国际合作话语权建设作为未来工作的着力点,通过完善理论建设、凸显价值追求、开展话语对接、优化话语传播等路径,着力提升中国国际合作话语权的影响力,助力广大发展中国家摆脱对美西方国家的话语依附,共同为实现新型国际合作积极发声、贡献智慧。

译传合一:中国话语对外翻译传播研究的理路

国际传播与对外翻译同根相系,密不可分。然而,中国话语的国际传播研究与对外翻译研究长期在传播学和翻译学两个学科框架内各自行进,相互区隔,前者蕴含的民族—国家本位思维与后者蕴含的人类—全球本位思维之间更是存有内生性矛盾。这种情势严重削弱了相关学术成果的实践效能。将中国话语的国际传播与对外翻译视为两种各自独立的行为,并分别展开研究,是造成这一情势的根本原因。将国际传播与对外翻译视为一个整体,并以国际传播为立足点,展开译传合一的中国话语对外翻译传播研究,将有益于拓展国际传播研究的理论视野,提升中国话语国际传播研究的实践效能,最终为提升中国话语的国际影响力做出更大贡献。

信息学视域下提升中国生态文明国际话语权的路径探索

中西方在生态文明建设方面的理念思路不同导致全球实现一致性策略和纲领成为竞合博弈难题。拥有话语权是争取国际认同、行使国家生态治理权力的重要手段。面对世界重大变化的机遇期,通过分析中国生态文明国际话语权的困境,以信息学视角,探讨提升中国生态文明国际话语权路径。即提高原始能量输入,增强国际话语权力量;精准控制传播过程提升传播效果,引导形成环境友好场域;扩大国际影响力,提高话语权有效输出,以达成行使国家生态治理权力的目的。

国际组织的国际传播话语建构与实践——以联合国教科文组织为例

作为国际传播的重要行为体,国际组织深刻影响着国际传播话语体系的构建。然而,不同于其他传统意义上的传播主体,国际组织因其自身的多元性和不完全主体性等特征,在国际传播中呈现出种种话语权力的矛盾与抗争。本文以联合国教科文组织为例,探索国际传播视域下国际组织的发展演变及其运行原理,解析国际组织作为传播主体的复杂话语实践,厘清以国际组织为主体的国际传播话语建构的逻辑与路径。

外语人才的国际传播能力:概念内涵与要素框架

提升外语人才的国际传播能力是新文科背景下外语学科服务国家战略需求的重要举措。在当前时代语境下,作为我国外语人才培养目标之一的国际传播能力是将国家话语转化和建构为利于国际受众理解和接受的中国故事的能力。本文为外语人才国际传播能力的培养建构了一个初步的要素框架,其中目标语话语能力、国家意识和受众意识构成核心工作机制。该框架为建构外语人才国际传播能力培养体系奠定了基础。

国际传播视域下中国话语的中国化表征与全球化表达

“话语”是来自马克思恩格斯和西方马克思主义理论界的一个专用术语,话语理论具有十分丰富的思想内涵和独特的理论体系。话语权虽然属于软实力,但是软实力要依附于硬实力,没有硬实力的支撑与保障,软实力也就难以得到彰显和发挥。中国话语建构须以中国特色社会主义文化、中国语言、中国哲学思想、中国情结和其他中国元素和特征为基础,中国话语的中国化表征与全球化表达彰显了中国特色的治理逻辑。中国话语面向世界进行全球化建构与全球化传播的策略与路径选择,就在于通过建构中国话语让世界了解中国,让中国融入世界,实现参与共建、共治、共享的目的,体现中国话语的中国观、世界观及其方法论。

历史逻辑与未来视野:中国共产党对外话语和叙事体系建构的学理探赜(1921—1949)

新民主主义革命时期,国民党在国际社会对中共进行污化宣传。为打破国民党的舆论封锁和政治污蔑,中共采取多种叙事策略建构对外话语体系,为外界架起一座了解中共的桥梁。中共对外话语和叙事体系建构是一个具有综合性、包容性和开放性课题,深入加强该时期中共对外话语和叙事体系建构重要文献整理与研究,是从学术文化史视角对中共党史、新闻传播史和外交史的一种崭新解读。当前学界对该时期中共领导对外话语和叙事体系建构研究处于起步阶段,要深入加强该重大理论问题研究,需秉持资料收集与专题研究相结合原则,遵循以历史考察为参照、理论分析为基础、现实关注为目标的研究思路,对该时期中共对外话语和叙事体系建构相关问题研究,为我们当前增强国际传播能力建设提供有益镜鉴。

中国特色国际话语体系背景下翻译课程思政教学探索

中国特色工程技术国际话语权的构建,要求翻译人员具备更扎实的中国文化功底、社会主义核心价值观、积极参与工程技术相关国际事务、遵纪守法和良好的职业道德素养、应对未来挑战的能力等。因此,本文以《工程翻译》课程为例,着眼于从以下几个方面在翻译课堂上融入课程思政:(1)将中国思想文化潜移默化融入课堂;(2)将社会主义核心价值观等思政融入专业内容;(3)将公民道德与译员职业道德准则渗透于实践;(4)提高教师个人修养,潜移默化地感染学生;(5)引导学生正确地面对未来的挑战,以期培养出的翻译人才能更好地助力构建中国特色工程技术领域的国际话语权。
