The 13^(th) Five Year Plan is a critical period for the transformation of economic development patterns and economic restructuring, so clarifying the theoretical values and practical significances of the supply-side structural reforms, making a clear explanation of the scientific connotations and policy implications of these reforms from a scientific standpoint, and discussing concrete measures to promote the reforms against the background of the economic new normal not only has academic values but also has important practical implications. Viewed from the practical standpoint of China' s new normal and through analyzing the basic national conditions, this article proposes a roadmap for implementing the proposed reforms and points out that only by doing well in the hybrid operation of "addition, subtraction, multiplication and division", based on the framework of the "five policy pillars", an innovative path of the supply-side structural reforms with Chinese characteristics can be paved.展开更多

The consequences due to confinement impacted every scenario, which directly influenced the daily routine of nurse students;in each setting students faced stressors that trigger fear, anxiety and others, since being in confinement learning of topics moved to the home, laboratory practices in hospitals were cancelled leaving the room that is uncertain up to their return to in-person activities. It is important to highlight the need for innovation and strengthening of theoretical-pedagogic aspects centered at the student’s context as a human being with their own needs and problems, who will interact with others in the continuous process of health-illness. Objective: the aim was to identify the stressors in the nurse students’ formation in the new normality post-COVID-19. Methods: Qualitative and phenomenological research with 27 participants aged 20 - 25 years, nurse students of a public university. The information collection was through four focal groups of 6-7 members each, data analysis was done according to Miles & Huberman after signed informed consent of each participant, and authorized by the chairperson of the Nurse’ career. Results: Category 1, Cumulative stressors with sub-categories 1.1 Uncertainty, 1.2 Isolation, 1.3 Invisibility, 1.4 Mockery, 1.5 Exclusion. Category 2, Expectancy states with sub-categories 2.1 Low self-esteem, 2.2 Insecurity, 2.3 Anxiety, 2.4 Depression, 2.5 Temporary leave, 2.6 Search for authenticity. Category 3, Internalization processes with sub-categories 3.1 Social rejection, 3.2 Self-censorship, 3.3 Discrediting, 3.4 Disempowerment. Category 4, Academic aspects affected with sub-categories 4.1 Deficient studying habits, 4.2 Deficient assimilations of knowledge, 4.3 Archived knowledge in the computer, 4.4 Absence of practice in previous semesters. The characteristics of the new normal of macro policy are as follows: 1) a supply-side approach in response to growth slowdown; 2) understanding economic heterogeneity and growth disequilibrium and paying attention to structural regulation; 3) highlighting strategic planning and broadening the horizon of macro policy; 4) re-establishing a benchmark of macro policy and re-initiating local competition; 5) balancing the interests of various stakeholders and understanding the political economy of macro policy; 6) respecting the spillover effects of major countries and implementing responsible macro policies; 7) respecting "market determinism" and recognizing the limitations of macro policy; and 8) propelling institutional developments and creating a basic framework of macro policy. This paper concludes that the new normal of macro policy is not simply a passive adjustment to the new normal of economy but represents an initiative of proactive response that steers the economy towards a more advanced form. The results showed a positive linear correlation between the BrdU incorporation rate and the S fraction in unperturbed 16HBE cells. Theoretical analysis indicated that only S arrest could result in a decrease in the SFN-BrdU incorporation rate. Additionally, the decrease in SFN-BrdU incorporation rate and the activation of DNA damage checkpoints further demonstrated that S arrest was induced by diethyl sulfate treatment of 16HBE cells. In conclusion, $FN-BrdU incorporation rate can be used to detecting S arrest.展开更多

Our study findsthat great differences exist in the macroeconomic effects of different fiscal instruments, suggesting that the government should prudently select these fiscal instruments in fiscal macro-control. The simulating results of fiscal shocks show that the effect of tax cut is superior to the effect of increased spending. In the context of slowing economic growth and less potent stimulation policy, the government should transform its previous regulatory approach of fiscal policy and shift from hefty spending stimulus policy to structural tax cuts. This paper believes that China should step up the implementation of public-private partnership, increase its spending on social security, healthcare, pension and public services and facilitate the transition toward a service-based government; and that tax policy should focus on structural tax cuts on consumption to promote the transition of demand structure toward consumption-driven.展开更多

Being immersed in COVID-19 pandemics brought serious consequences for mental health, and is very important to handle emotions and stress coping strategies to obtain positive outcomes. Objective: To identify the most frequent emotions, as well as the adaptation strategies to the new normality faced by the students of nursing. Methods: Qualitative and phenomenological research, with the participation of 20 students from both genders in the middle term of nursing career at Faculty of Higher Studies Iztacala, National Autonomous University of Mexico, from August to November 2021. Information was collected from a focal group for ten sessions;analysis was according to De Souza Minayo, and there was a signed informed consent letter from participants. Results: Four categories emerged with sub-categories. Category I Maximized emotions. Sub-categories: 1) Frustration, anger, disappointment;2) Personal disappointment, hopelessness, uncertainty;3) Depression. Category II Support elements close to the new normality. Sub-categories: 1) Family communication;2) Education for mental and physical health. Category III Stressing situations that exceeded the student. Sub-category: Disease in lovely ones. Category IV Stress coping strategies. Sub-categories: 1) Friends and relatives that help to get better;2) Family values. Informers pointed out to have maximized emotion, and having no self-control on its negative outcomes occurred;in addition, the situation was not favorable at home with several losses of loved ones, as well as a poor economy that threatened students to give up studies. Conclusion: Emotions facing this new normality are very important and should be attended to, their proper handling will result in a new learning of socio-emotional abilities, stress coping strategies development, better adaptation and informed decisions taken.展开更多

The lower the consumption level or the lower the income level,the stronger the inhibitory effect will be. Uncertainty of expenditure also has a significant inhibitory effect on the consumption of migrant workers. Promoting urbanization of migrant workers and accelerating the reform of the household registration system can reduce the uncertainty risks faced by migrant workers,so as to raise the consumption expectation of migrant workers,release the consumption potential of migrant workers,and improve the living standards of migrant workers.展开更多

文摘Based on Kunming statistical yearbook and field survey data of agricultural non-point source pollution in counties or districts in the Dianchi Lake basin,previous and current situation of agricultural production and agricultural non-point source pollution control in the Dianchi Lake basin were studied,and countermeasures and suggestions of comprehensive control of agricultural non-point source pollution in the basin were proposed.
文摘The oil price drops in the international crude oil market and the benefit of upstream operations reduces which has been the new normal of oil companies so far. The upstream operations production and management of oil companies face numerous problems and challenges. One of the most significant aspects is to control and optimize investment. Drilling investment is an important component of development investment in drilling oil and gas wells. This paper proposes ways and countermeasures of controlling drilling cost from 3 aspects which are technology innovation, management innovation and system innovation on basis of studying drilling cost structure and influence factors analysis. The results have some guidance and exemplary significance to show how to improve production and management effect respectively on upstream operations of oil companies under new normal.

文摘In this study, a new parameter, S phase cell percentage (S fraction) normalized BrdU (SFN-BrdU) incorporation rate, was introduced to detect $ arrest. The results showed a positive linear correlation between the BrdU incorporation rate and the S fraction in unperturbed 16HBE cells. Theoretical analysis indicated that only S arrest could result in a decrease in the SFN-BrdU incorporation rate. Additionally, the decrease in SFN-BrdU incorporation rate and the activation of DNA damage checkpoints further demonstrated that S arrest was induced by diethyl sulfate treatment of 16HBE cells. In conclusion, $FN-BrdU incorporation rate can be used to detecting S arrest.
文摘Based on the overall consideration of individual behaviors of Ricardian and non-Ricardian households, this paper develops a New Keynesian dynamic stochastic general equilibrium(DSGE) model to form a relatively systematic research framework for analyzing the economic effects of structural fiscal instruments. Our study findsthat great differences exist in the macroeconomic effects of different fiscal instruments, suggesting that the government should prudently select these fiscal instruments in fiscal macro-control. The simulating results of fiscal shocks show that the effect of tax cut is superior to the effect of increased spending. In the context of slowing economic growth and less potent stimulation policy, the government should transform its previous regulatory approach of fiscal policy and shift from hefty spending stimulus policy to structural tax cuts. This paper believes that China should step up the implementation of public-private partnership, increase its spending on social security, healthcare, pension and public services and facilitate the transition toward a service-based government; and that tax policy should focus on structural tax cuts on consumption to promote the transition of demand structure toward consumption-driven.
文摘2008年金融危机后,全球经济基本步入“新常态”.为应对“新常态”,中国政府采取措施,使全国经济呈现新“外貌”.针对新常态背景下房地产和股市状况,以国房景气指数代表中国房地产行业发展情况、上证综合指数收盘价表示股市行情,建立Y A R 模型进行分析.之后引入货币供给量,重新建立模型,经脉冲响应、方差分解分析,得出上证综指、国房景气指数主要受自身行业的影响;货币供给量给房市和股市造成的影响度大于两个市场相互间的影响程度;观察短期内房地产行业、股市两者之间相互的贡献度,房市对股市的贡献度更大.

文摘In China, economic growing speed converts from high speed to moderate and high speed; economic structure enters from moderate and low end to moderate and high end; development power converts from investment drive to innovation drive, and investment of resource and environ- ment factors presents declining trend. Spatial pattern of economy development is changing greatly, which needs eco-civilization construction and en- vironmental protection field continuously adjusting focus, environmental rules and laws correspondingly regulating, eco-civilization construction and environmental protection field also entering into new normal state. It requires scientifically understanding, actively adapting to and responding to new normal state of eco-civilization construction and environmental protection,and fighting a tough fight. Firstly, we should handle with the relationship between environment and economy, and strive to explore the way of environmental protection. Secondly, we should insist protection priority and prevention oriented,and promote transformation of environmental management strategy. Finally, we should accelerate to promote eco-civilization system reform and environmental protection management system reform, and further promote environmental protection work in Xi'an on new level from eight aspects.

文摘The Agriculture and Forestry discipline in local normal colleges and universities plays an important role in cultivating talents and higher education to serve the local"agriculture,rural areas and farmers".The Land Resource Management discipline is a science that studies the use,allocation,and management of land resources and assets,and has comprehensive and practical features.In the context of the proposal of the rural revitalization strategy and the establishment of the Ministry of Natural Resources of the State Council,the importance of cultivating land resource management talents who understands both land planning and urban planning is self-evident,and the teaching reform of Land Resource Management discipline is receiving much attention.Taking the Land Resource Management discipline of Jiangxi Normal University,a key normal university in Jiangxi Province as an example,combining the characteristics of the discipline setting and the development process,we analyzed the existing problems in its development,so as to provide recommendations for the teaching reform of Land Resource Management discipline in local normal colleges and universities.
文摘Background: New normality is uncertain in every sense, specifically in education and for many health disciplines. Being immersed in COVID-19 pandemics brought serious consequences for mental health, and is very important to handle emotions and stress coping strategies to obtain positive outcomes. Objective: To identify the most frequent emotions, as well as the adaptation strategies to the new normality faced by the students of nursing. Methods: Qualitative and phenomenological research, with the participation of 20 students from both genders in the middle term of nursing career at Faculty of Higher Studies Iztacala, National Autonomous University of Mexico, from August to November 2021. Information was collected from a focal group for ten sessions;analysis was according to De Souza Minayo, and there was a signed informed consent letter from participants. Results: Four categories emerged with sub-categories. Category I Maximized emotions. Sub-categories: 1) Frustration, anger, disappointment;2) Personal disappointment, hopelessness, uncertainty;3) Depression. Category II Support elements close to the new normality. Sub-categories: 1) Family communication;2) Education for mental and physical health. Category III Stressing situations that exceeded the student. Sub-category: Disease in lovely ones. Category IV Stress coping strategies. Sub-categories: 1) Friends and relatives that help to get better;2) Family values. Informers pointed out to have maximized emotion, and having no self-control on its negative outcomes occurred;in addition, the situation was not favorable at home with several losses of loved ones, as well as a poor economy that threatened students to give up studies. Conclusion: Emotions facing this new normality are very important and should be attended to, their proper handling will result in a new learning of socio-emotional abilities, stress coping strategies development, better adaptation and informed decisions taken.

文摘Based on the precautionary theory,this paper established a framework for consumption of migrant workers from the perspective of the uncertainty risk,and analyzed the effects of uncertain income risk on consumption of migrant workers using the quantile regression method.Results indicated that the income uncertainty significantly inhibits the consumption of migrant workers. The lower the consumption level or the lower the income level,the stronger the inhibitory effect will be. Uncertainty of expenditure also has a significant inhibitory effect on the consumption of migrant workers. Promoting urbanization of migrant workers and accelerating the reform of the household registration system can reduce the uncertainty risks faced by migrant workers,so as to raise the consumption expectation of migrant workers,release the consumption potential of migrant workers,and improve the living standards of migrant workers.
