How can technology and efficiency alleviate the dilemma of economic growth and carbon emissions in China's industrial economy? A metafrontier decoupling decomposition analysis

This paper attempts to explore the decoupling relationship and its drivers between industrial economic increase and energy-related CO_(2) emissions(ICE). Firstly, the decoupling relationship was evaluated by Tapio index. Then, based on the DEA meta-frontier theory framework which taking into account the regional and industrial heterogeneity and index decomposition method, the driving factors of decoupling process were explored mainly from the view of technology and efficiency. The results show that during2000-2019, weak decoupling was the primary state. Investment scale expansion was the largest reason hindering decoupling process of industrial increase from ICE. Both energy saving and production technology achieved significant progress, which facilitated the decoupling process. Simultaneously, the energy technology gap and production technology gap among regions have been narrowed, and played a role in promoting decoupling process. On the contrary, both scale economy efficiency and pure technical efficiency have inhibiting effects on decoupling process. The former indicates that the scale economy of China's industry was not conducive to improve energy efficiency and production efficiency, while the latter indicates that resource misallocation problem may exist in both energy market and product market.

Multi-scenario Simulation and Spatial-temporal Analysis of LUCC in China's Coastal Zone Based on Coupled SD-FLUS Model

Increased human activities in China's coastal zone have resulted in the depletion of ecological land resources.Thus,conducting current and future multi-scenario simulation research on land use and land cover change(LUCC)is crucial for guiding the healthy and sustainable development of coastal zones.System dynamic(SD)-future land use simulation(FLUS)model,a coupled simulation model,was developed to analyze land use dynamics in China's coastal zone.This model encompasses five scenarios,namely,SSP1-RCP2.6(A),SSP2-RCP4.5(B),SSP3-RCP4.5(C),SSP4-RCP4.5(D),and SSP5-RCP8.5(E).The SD model simulates land use demand on an annual basis up to the year 2100.Subsequently,the FLUS model determines the spatial distribution of land use for the near term(2035),medium term(2050),and long term(2100).Results reveal a slowing trend in land use changes in China's coastal zone from 2000–2020.Among these changes,the expansion rate of construction land was the highest and exhibited an annual decrease.By 2100,land use predictions exhibit high accuracy,and notable differences are observed in trends across scenarios.In summary,the expansion of production,living,and ecological spaces toward the sea remains prominent.Scenario A emphasizes reduced land resource dependence,benefiting ecological land protection.Scenario B witnesses an intensified expansion of artificial wetlands.Scenario C sees substantial land needs for living and production,while Scenario D shows coastal forest and grassland shrinkage.Lastly,in Scenario E,the conflict between humans and land intensifies.This study presents pertinent recommendations for the future development,utilization,and management of coastal areas in China.The research contributes valuable scientific support for informed,long-term strategic decision making within coastal regions.

China's Maritime Governance:Practical Evolution and Theoretical Construction

Increasingly engaged in maritime governance,China has developed its distinct vision and gradually established a complete theoretical system surrounding it.In terms of discourse,China has proposed a collection of concepts and ideas including a maritime community with a shared future,the 2lst Century Maritime Silk Road,Blue Partnerships,and marine ecological civilization.In terms of connotations,China champions such values as lasting peace,common prosperity,openness and inclusiveness,and cleanness and beautifulness.Exteriorly and interiorly,we can observe the unique character of China's vision concerning maritime governance,which will continue to upgrade and bear fruit in future practices,boosting the development of Chinese maritime governance theories,multilateral maritime cooperation,and ocean-related international legislation.Guided by its vision,China is expected to contribute more to global maritime security and marine ecological civilization.

Opportunities, Challenges, and Countermeasures of China Myanmar Economic and Trade Cooperation under the Background of RCEP

China and Myanmar are geographically adjacent and have close economic and trade cooperation. China has been Myanmar’s largest trading partner and largest source of investment for many consecutive years. With the official entry into force of RCEP (Regional Comprehensive Economic Partnership) for Myanmar on May 1, 2022, the reduction of trade tariffs on goods and flexible rules of origin between China and Myanmar will undoubtedly bring more practical results to China Myanmar economic and trade cooperation. However, the implementation of RCEP in Myanmar may face a series of challenges such as poor business environment, weak human resource management, and outdated infrastructure construction. Finally, the article provides countermeasures for China Myanmar economic and trade cooperation from three aspects: optimizing the business environment to attract Chinese investment, increasing investment in education and training to improve labor quality, strengthening infrastructure construction to enhance economic support.

Eternal Climate Change Patterns and the Causes and Countermeasures of Global Climate Change

It is an objective fact that the weather is unpredictable.Even the famous meteorologist,Academician Chu Ko Chen,has only a partial understanding of the changing laws of wind and rain.Even though ancient people summarized the 24 solar terms by observing the annual activities of the sun for a long time,because they ignored the impact of the activities of the moon on the Earth’s climate change on a small scale,the 24 solar terms they summarized often could not accurately predict the change of the Earth’s climate.Therefore,the author studied the influence of lunar activities on the Earth’s climate change,finds out the law of the influence of lunar activities on the Earth’s climate change on a small scale,and summarizes the eternal climate change pattern determined by the activities of the sun and the moon.In addition,the author also reveals the causes and countermeasures of global warming and the frequent occurrence of extreme weather as well as environmental change.

Countermeasures and Suggestions for Strengthening Human Resource Management in China’s Pharmaceutical Industry

Objective To provide reference and enlightenment for the development of human resource management in China’s pharmaceutical industry and to put forward some suggestions to promote the further development of pharmaceutical industry.Methods The method of literature review was used to analyze the current situation and existing problems of human resource management in China’s pharmaceutical industry.Results and Conclusion Only by continuously improving the human resource management skills and innovating management methods can pharmaceutical enterprises achieve long-term benefits with sustainable development.The formulation of human resource management strategy in pharmaceutical industry must be conducive to the realization of the business goals of enterprises.To achieve this overall goal,the human resources management department of enterprises must make the plan from a strategic perspective,formulate talent strategic planning which serves the overall strategic goal of the enterprise.As a result,human resource management will play an important role in the development of China’s pharmaceutical industry.

Research on the Status Quo and Countermeasures of Human Resource Management Outsourcing in China’s Pharmaceutical Enterprises

Objective To explore the current situation of human resource management outsourcing in China’s pharmaceutical enterprises,and to put forward some suggestions for enterprises and the government.Methods The current situation of human resource management outsourcing in China’s pharmaceutical enterprises was analyzed through the method of literature research.Results and Conclusion At present,the status of human resource management outsourcing in China’s pharmaceutical companies is that the level of human resource outsourcing companies is not high,and there are no relevant industry norms and laws.The information asymmetry between pharmaceutical enterprises and outsourcing companies results in adverse selection and moral hazard.Besides,the different culture of pharmaceutical enterprises and outsourcing companies leads to inefficient communication between enterprises and employee.To solve these problems,the government should promote and improve industry norms and laws to regulate the market.In addition,enterprises should clarify the motivation for outsourcing and make good decision on the outsourcing content.Meanwhile,enterprises should strengthen communication with employees to eliminate employees’concerns.

Problems and countermeasures for land exploitation and utilization in China's development areas

s: The planning area and developing area in China's l29 national and 584 provincial development areas cover 8000 km2 and l500 km2 respectively. By typical field investigations we found that China's development areas have the characteristics of abundant categories, excessive quantities, large scales and dense localities in coastlands, border areas and river banks. And their utilization have 4 features of mainly collecting and occupying agricultural lands, minor rebuilding of old city; mainly taking up cultivated lands, minor exploiting and utilizing barren mountains and bleak sloping lands; collecting and occupying lands at first, utilizing afterwards; using large quantities of lands but obtaining comparatively fewer benefits. According to the analyses, China's development areas can be concluded into one of the four categories: constructed from cultivated lands, reconstructed from old cities, constructed from coastlands and islands, and constructed from barren mountains and desolate sloping lands. Their corresponding problems of unsuitable planning and distribution leaving cultivated lands unused, low remission price and chaotic management measures are analyzed in detail and the countermeasures are put forward. These include planning and distribution the lands in an integrated way, managing all these lands in a unified system. improving the growth pattern of their economy, and advancing their utilization and output ratios.

Cenozoic giant coal-bearing basin belt discovered in China's sea and its adjacent areas

Sea area is an important area of oil and gas exploration in China.It has been found that China's sea area mainly consists of coal type oil and gas,and the exploration of coal-bearing series source rocks has become an important part of oil and gas exploration there.Through years of comprehensive geological research in China's sea area,it has been revealed that it has undergone multiple occurrences of tectonic opening and closing movements in varying degrees in the Paleogene,forming 26 Cenozoic sedimentary basins of various types,such as active continental margin,passive continental margin,transitional continental margin and drift rift basins.In the present study,it is observed for the first time that coal type source rocks are mainly developed in 14 continental margin basins in China's sea area,revealing that a very large C-shaped coal-bearing basin group developed there in the Cenozoic.Next,based on the coupling analysis of paleoclimate,paleobotany,paleogeography and paleostructure,it is observed that there are five coal-forming periods in China's sea area,namely the Paleocene,Eocene,early Oligocene,late Oligocene and Miocene-Pliocene,and the coal-forming age is gradually new from north to south.It is also found that the coal seams in the sea area are mainly developed in three coal-forming environments in Cenozoic,namely delta,fan delta and tidal flat-lagoon.The coal seams developed in different environments are characterized by thin thickness,many layers and poor stability.However,the coal-bearing series source rocks in China's sea area have a wide distribution range,very high thickness and large amount,thus forming a material basis for the formation of rich coal type oil and gas.

Causes of Corruption in China's Rural Areas in the New Period and Countermeasures

In the new period,corruption in China's rural areas is becoming increasingly prominent. There is frequent occurrence of violation of laws and disciplines,such as the use of power for personal gain,and corruption and bribery. Main causes for the corruption in China's rural areas include imperfect rural supervision mechanism,imperfect financial system,and low crime cost. How to deal with the increasingly serious corruption situation is a topic faced at present and in the future. It is required to continue to reinforce the democratic supervision and education of village cadres,improve the comprehensive quality of villagers,and increase the crackdown and punishment of corrupt practices,so as to guarantee healthy operation of rural authorities.

Current Situation and Countermeasures of Antibiotic Pollu-tion in the Surface Water of the Yangtze River Basin in a Province of Central China

Antibiotics are widely used in the process of human medical treatment,livestock and poultry breeding,and aquaculture.With the excretion of urine and feces,they enter the water environment of human life and become an important source of water environment pollution.Antibiotic residues in the environment have high ecological and health risks.Through the pilot monitoring of antibiotics in the main stream of the Yangtze River,Chaohu Lake and the drinking water source of Hefei City,the current situation and impact of antibiotic pollution were analyzed.The results show that 32 kinds of antibiotics and their derivatives of the six major categories involved were detected to varying degrees,and the concentrations at some points reached 1.26μg/L.Finally,the prevention and control of antibiotic pollution in the surface water of the Yangtze River basin in a province of central China were summarized,and relevant suggestions were given.

Evolution,Problems and Countermeasures of China's Subsidy Policy for Agriculture

China's agricultural subsidy policy experiences three development stages. Detailed summing up is carried out for achievements of each stage. On the basis of this, this paper discusses problems existing in current agricultural subsidy policy, including high operational cost, out of balance of subsidy structure, little subsidy effort, lack of effective supervision and vacancy of benefit safeguarding mechanism. Finally, it presents suggestions for optimizing China's agricultural subsidy policy, such as regulating direction of agricultural policy, strengthening subsidy effort, taking full advantage of WTO rules, perfecting agriculture-related systems, and establishing and perfecting legal system to support agriculture.

Trade Barriers and Countermeasures for Export of China's Agricultural Products

At present,export of China's agricultural products is faced with many trade barriers,especially technological barriers.Trade barriers include(1)technological barriers(such as quarantine and inspection barrier,identity certification/authentication barrier and labeling rules barrier);(2)trade remedy barrier;(3)other non-tariff barriers(NTB).Through positioning and analysis of trade barriers of China's agricultural products,it is known that technological barriers should not be deemed unreasonable totally.Some barriers also have certain positive significance.To respond to trade barriers,it comes up with countermeasures and recommendations from the perspective of agricultural producers and government.Agricultural producers should actively improve product quality,abide by requirement of importers,and treat quarantine and inspection in a rational manner;government should supply information and issue early warning,assist domestic producers in responding to lawsuits,and take advantage of WTO platform to solve trade disputes.

Developing Situation and Countermeasures of Mortgage Financing of “Three Rights” in China's Rural Areas

By adopting archival analysis method and investigation method,this paper expounds the relationship between "three rights" mortgage and farmers' financing in rural areas,and conducts analysis on behavior choosing of "three rights" mortgage financing in rural areas.The results show that the farmers has strong need for financing,but the satisfaction level of need is not high;the farmers have many irregular channels of financing and there is a ubiquitous phenomenon of loan being rejected without mortgage;agricultural modernization,industrialization and scaling-up management have strong need for capital.The main problems yet to be solved in the process of carrying out "three rights" mortgage loan are expounded and corresponding countermeasures are put forward as follows:first,we should solve the problems of mortgage registration as quickly as possible,which is the prerequisite of implementing "three rights" mortgage loan;second,we should establish smooth evaluation mechanism,which is important condition for promoting "three rights" mortgage loan;we should solve the difficulties in confirmation of farmers' house as quickly as possible,which is indispensable element of expanding mortgage loan of farmers' house;we should effectively solve the problem of turning an asset into cash and assets disposal,which is the key to expanding "three rights" mortgage financing;we should establish sound forestry factor market,which is the main part of promoting healthy development of forestry right mortgage loan;we should formulate management methods of financing risk compensation fund of rural property rights and adopt rational measures to reduce taxation,which is the main approach to quicken offering of "three rights" mortgage loan.

Prions:a threat to health security and the need for effective medical countermeasures

Prions are infectious conformations of certain naturally occurring proteins.These misfolded proteins can struc­turally alter healthy protein,creating misfolded copies that repeat the process and form protein aggregates that lead to neuronal cell death.Although years can pass from initial prion infection to clinical presentation of symp­toms,onset of symptoms is typically followed by rapid neurological decline resulting in death.Prion diseases have been characterized in animals ranging from sheep and cattle to cervids and humans,with notable cross-species infections such as the variant Creutzfeldt-Jakob disease.Thus,prions present a health risk with the potential to disrupt major food sources as well affect human health through animal to human and human to human trans­mission events.While human to human prion transmission is rare and the immediate risks for a prion-facilitated pandemic are low,prions are a class of pathogens for which we are underprepared.In addition,prions,and prion disease-like approaches,have also been discussed in the context of biological weapons and toxins,adding another layer of complexity surrounding biosecurity and biodefense.These threats underscore the need for increased scrutiny and research on prions.Here,pharmaceutical and nonpharmaceutical prion-specific interventions are discussed.Recent advances in prion therapeutic development are also briefly highlighted,and a set of policy rec­ommendations are given that aims to provide high level suggestions for the prevention and mitigation of prion diseases.

Limiting Factors and Countermeasures for the Development of Biological Herbicides

This paper mainly analyzes the main limiting factors in the development of biological herbicides,such as narrow herbicidal spectrum,vulnerable to environmental impacts,difficulties in preparing dosage forms,difficult separation and low yield of active substances,biological safety,etc.Moreover,countermeasures and suggestions are put forward,including strengthening the study of biological screening of herbicidal activity,microbial metabolites and their use as lead compounds,dosage forms,fungi complex formulation,fungi and herbicide complex formulation,and fermentation technology.
