Computational Strategy Research on the Development of Kiruna,in Sweden

In Kiruna,nearly all the residents support the migration plan in order to make LKAB able to continue the mining process.Based on current condition,a larger part of this town will be demolished by the sinking land caused by iron ore mining processing operated by LKAB.Since then,most of the buildings in the sinking district will be relocated in another district.However,the situation in Kiruna is not quite the same as when this kind of migration happens in another place.In other place,while migration happens,even if not most,a large part of the local residents will resist and fight for their house and properties.Concentrated on the ownership of different buildings and tried find the relationship between the public and private buildings to discover some issue that will help to work on the computational urban design.

Open Source Software Movement: A Challenging Opportunity for the Development of China's Software Industry

The software industries in developing countries are facing enormous challenges in order to grow amid fierce competition of import from the software makers in developed countries. Open source software (OSS) movement, which is a particular phenomenon in the software industries, seems to be a challenging opportunity for the developing countries that wants to move their own software industries up the value chain. This paper, using China as an example, identifies the issues that need to be addressed for the software industry, as well as the special characteristics of software products that need to be dealt with carefully. It proposes promoting OSS as a strategy the Chinese government should adopt to grow the software industry and the specific actions that should be taken.

A study on sustainable development capacity of China's coastal areas using indices dimension reduction method

Sustainable Development Capacity (SDC) is a comprehensive concept. In order to obtain a relatively objective evaluation of it, many indices of various aspects are often used in assessing index systems. However, the overlapping information of indices is a frequent source deviating the result from the truth. In this paper, 48 indices are selected as original variables in assessing SDC of China's coastal areas. The mathematical method of dimension reducing treatment is used for eliminating the overlapping information in 48 variables. Five new comprehensive indices are extracted bearing efficient messages of original indices. On the base of new indices values, the sequencing of 12 coastal areas SDC is gained, and five patterns of sustainable development regions are sorted. Then, the leading factors and their relations of SDC in these patterns are analyzed. The gains of research are discussed in the end.

Tianin, Shanghai and Guangzhou, the three most importancoastal dhes of China, will be Strongly affeded.

乡村振兴战略再思考:逻辑主线、规律趋势和推进方略

乡村振兴战略推进实施已经5年多,亟待从政策逻辑、任务逻辑和理论逻辑对乡村振兴实践进行再审视和再梳理,立足规律和趋势对乡村发展历程进行再探究和再研判,以期对未来乡村振兴方略进行再思考和再谋划。研究认为:①政策逻辑层面,乡村振兴顶层设计已经完善,其系统架构、政策主线和关键问题日渐清晰。任务逻辑层面,乡村振兴重点工作围绕“二十字”方针和五大振兴领域全面铺开,政策精度和实践准度亟待提高。理论逻辑层面,乡村振兴理论研究滞后于实践探索,对未来发展具有指导性、学理化的阐释和架构还有待进一步突破。②规律趋势方面,在农业产业份额和就业份额逐年降低的背景下,乡村产业发展出现“超预期裂变”趋势,主要体现为产业容量逐年扩张、产业效率快速提升以及产业形态加快重塑。随着城乡互动发展迈入新阶段、乡村内部演化出现新特征、乡村治理建设涌现新动能,乡村空间经济社会呈现“分类转型发展”的趋势,其功能形态、特征表现与路径模式逐渐特色化、多元化。城乡生产要素流动已突破空间约束,由单向互斥性流动过渡为双向协同耦合性流动,呈现“双向跨界窗口”趋势。2020—2035年是破除城乡二元结构、健全城乡融合发展体制机制的窗口期。③结合乡村发展的规律和趋势,推进乡村振兴必须坚持底线思维,围绕极端问题构建战略底线保障体系;坚持融合思维,培育城乡融合区域协同发展新活力;坚持转型思维,探索未来乡村建设实践进路;坚持窗口思维,抢抓数字化、生态化发展机遇;坚持改革思维,激活乡村发展内生动力。

我国高等教育在地国际化内涵演进、发展困境及实践逻辑

在地国际化是后疫情时期我国高等教育国际化的重要发展趋势。它是高等教育内涵式发展的重要动力,是应对国际环境深刻变化的科学方略,是满足广大学生需求的有效途径,但面临评价导向与实践目标错位、在地国际化资源利用效率不高、在线国际教育效果难以保障、高校国际化发展协同效应不强等主要挑战和困境。分析归纳欧洲高等教育在地国际化共性要素,并基于此提出从观念上扭转“西化从属观”与“困境工具观”,从组织上搭建“三位一体”协调机制,从内容上完善课程国际化,从评价上引导高校特色发展,从技术上促进虚拟互动。

数字经济赋能低碳发展:理论逻辑与实践路径

当前,数字经济已成为推动我国经济增长的关键力量,也将是我国低碳发展进程中的动力来源。本文对我国数字经济赋能低碳发展的理论逻辑进行深度剖析,并利用我国212个地级及以上城市2011—2019年的数据,对数字经济影响低碳发展的作用路径进行实证检验。研究结果表明,数字经济能够有效赋能低碳发展,且该结论经过稳健性检验之后依然成立。作用机制分析显示,数字经济能够通过提高资源配置效率和促进产业结构优化升级两条机制赋能城市低碳发展,但数字经济通过增强绿色低碳技术创新水平赋能低碳发展的机制仍需进一步畅通。异质性分析显示,数字经济的赋能效应在环渤海经济圈、长三角经济圈、珠三角经济圈以及大城市发挥得更为充分。空间效应分析显示,数字经济的空间溢出效应能够助力城市间形成低碳发展协同机制。本文为数字经济赋能低碳发展提供理论依据与实证支撑,也为我国从数字经济入手助力实现“双碳”目标提供政策启示。

新质生产力赋能职业教育高质量发展的逻辑理路与实践模式

未来可持续供应链的内涵、发展逻辑及策略研究

政治风云动荡、经济增长乏力、资源消耗量大、环境治理压力大等诸多困境的影响,使可持续发展成为值得研究的重要课题。文章剖析了可持续供应链的内涵,概括了可持续供应链的六大基本特征:低碳、低能耗、少污染、高社会责任、高透明度和可追溯性。采用扎根理论和多案例研究方法,并按照理念萌芽、理念践行和理念再传播三个阶段归纳总结了可持续供应链发展逻辑与价值演化逻辑。从主体、技术、设施和环境四个角度提出未来供应链可持续发展的多主体协同策略、供应链数字化转型策略、韧性供应链体系策略以及政府营造的可持续发展环境策略,以期为新形势下供应链可持续发展提供借鉴。

由分化到平衡:面向共同富裕的乡村治理人才发展逻辑——基于扎根理论的探索性研究

乡村治理人才在促进农村农民共同富裕中发挥着重要作用。既有研究侧重于探讨某类乡村治理人才与共同富裕的关系或其发展问题,缺乏乡村治理人才队伍整体与共同富裕相联系的针对性研究。对重庆的48名乡村治理人才采取半结构化访谈等方式获取原始材料,运用扎根理论探索乡村治理人才发展的内在逻辑及其与共同富裕的联系,逐步编码并提炼出41项初始概念、21项副范畴和5项主范畴,最终确定面向共同富裕的乡村治理人才发展逻辑。该逻辑涵盖了乡村治理人才发展所遵循的“需求—路径—能力—村庄形态”链条及其与村庄发展程度的关系,从而揭示了乡村治理人才在实践发展中的规律及其对共同富裕的影响与联系。乡村治理人才的发展需求集中在人才存量结构与人才保障体系不够完善、人才队伍稳定性不足、专业人才整体缺乏等方面,发展路径以党政机构主导为主体、乡村居民共治为根本、社会力量协同和企业主体参与为重要方式,基于结构、数量、规模、组织化程度、流动性5个维度建构的发展能力面临可持续挑战,乡村治理人才的不同发展需求、发展路径和发展能力的综合作用使村庄发展形塑出人才缺失型、人才流失型、人才稳定型、人才吸引型等不同形态。4种村庄形态与先富型、小康型、帮扶型3类村庄发展程度之间存在互为前提的联结关系。“分化”作为贯穿这一发展逻辑链条中的突出特征,事实上是农村农民共同富裕需解决的重要问题。面向全体人民共同富裕的现代化,从乡村人才振兴角度看,亟待推动人才缺失型、人才流失型村庄向人才稳定型或人才吸引型村庄转化,进而以乡村治理人才队伍的数量和质量平衡促进3类不同发展程度的村庄共同走上富裕道路。在政策选择上可从优化乡村治理人才资源配置、建立健全乡村治理人才引育机制、培养乡村治理专业人才、促进村(社)干部职业化、推动城乡人才自由流动等方面促进乡村治理人才队伍发展壮大。
