This article summarizes a series of valuable accomplishments of China's government in promoting economic development, reducing poverty, maintaining social stability, and increasing people's prosperity since 1949. It summarizes the economic analysis framework of development governance in mainstream economics, and further analyzes the connotations and extensions of the conceptual framework. This paper also summarizes some of the core economic characteristics embodied in China's Reform and Development Governance since the reform, and further explores the necessity and direction of its future modernization and its impacts on different countries and regions in the world.

Analysis on the Development Trend of Contemporary Local Governance Mode from the perspective of Economic Policy and Environmental Capacity Optimization

An Analysis of China's Overall Price Trend During the 12th Five-year Plan Period and Suggestions

In this paper,the author first summarizes China’s price operation situation and characteristics since the 1990s,and thenanalyzes inflation shaping factors and types.Based on that,the author raises six inflation early-warning indexes andfully dissects influencing factors of the overall price trend and inflation risks during the 12th Five-year Plan period.Afterthat,the author explains some aspects of price fluctuation that warrants attention during the 12th Five-year Plan period.Finally,the author puts forward policies and suggestions for stabilizing the overall price during the transformation of theeconomic development mode based on our actual situation.

新质生产力与基本经济模态转换

创新驱动发展战略实施是否促进了经济发展方式转变:基于中国省级面板数据的实证研究

党的十八大作出实施创新驱动发展战略的重大部署,地方政府结合自身特点出台实施方案。本文以中国内地省级行政单位为研究对象,构建了包括经济结构调整、科技发展、社会发展和资源环境可持续发展在内的衡量经济发展方式转变水平的指标体系,以此对各省经济发展方式转变情况进行测评,并利用30个省级行政单位2006—2022年的面板数据,检验创新驱动发展战略实施对地区经济发展方式转变水平的影响。结果表明,创新驱动发展战略实施不仅能显著改善地区经济发展方式转变水平,且对经济发展方式转变四个维度均有显著促进作用。

四川省域经济高质量发展的时空演化特征

基于习近平新时代中国特色社会主义思想关于经济高质量发展的核心观点,构建新时代区域经济高质量发展测度体系。运用熵值法对四川及其市域2012—2020年经济高质量发展水平进行测度,然后利用变异系数法、空间自相关法等分析其区域差异及动态演进。研究发现:四川省域经济高质量发展水平综合得分从2012年的0.302增加到2020年的0.519,21个市域经济高质量发展水平均有明显提升。人民生活幸福维度上升明显且得分最高,生态环境优美维度先缓慢上升后大幅提升;经济增长稳定维度在波动中稍有升;对外开放深化维度稳中有升;区域协调融合和创新驱动发展维度整体处于较低水平;空间分异明显,呈现出以成都平原经济区为核心向外辐射的梯度发展趋势;全局呈现出空间集聚的阶段性特征,局部空间上形成高低不同类别的集聚模式,存在由低值向高值转化特征。最后提出促进四川省域经济高质量发展的对策建议。

“Double Surplus,” Capability Gaps and Innovation: A Macro- and a Micro-perspective on the Transformation of the Chinese Mode of Economic Development

In order to deploy the crucial levers in the transformation of the Chinese mode of economic development, it is necessary to identify the nature and reasons for the economy＇s existing mode of operation. The paradox of China＇s ＂double surplus＂ in the international balance of payments reflects the substantive issue of the appearance of a capability gap in Chinese economic development, which, interacting with dependence on FDI, hinders industry upgrading. As a result, the extensive mode of development has persisted and even worsened, rendering the Chinese economy more vulnerable to external shocks. At the historic juncture when the international economic environment is undergoing dramatic changes, the Chinese economy is likely to suffer severe setbacks due to its capability gap and dependence on FDI unless there is substantial development in its technological and organizational capacities and institution-building. Therefore, the critical variable in transforming the Chinese mode of economic development is capability growth.

Recent Transition in Transportation Environment in Jakarta Metropolitan Area Over Years

The Jakarta metropolitan area of Indonesia with more than 24 million populations is the capital region of one of the emerging countries.Along with economic development,the number of motorized trips,especially,use of motorcycles has been rapidly increasing.Two surveys that were conducted in 2002 and 2010,Household Travel Survey(HTS)and Commuter Travel Survey(CTS),revealed significant alteration in,for example,transportation pattern,income,mode share,mode choice,and so on in Jakarta metropolitan area.Number of population as well as number of registered vehicle is increasing.Existence of BRT also indicated changes in mode choice before and after the introduction of the BRT system in 2004.The characteristics of these preferences were also identified.

促进新疆经济高质量发展的路径研究

高质量发展是对我国经济发展进入新时代、经济发展方式发生深刻转变这一时代课题作出的有力回应。新疆作为少数民族聚集地区,同时又肩负着向西开放的重要使命,其经济发展水平影响着民族工作开展、社会长治久安。因此,新疆如何深入贯彻新发展理念,实现经济高质量发展十分重要。本文在总结新疆经济发展取得的成绩的基础上,深入分析新疆进一步推进经济高质量发展面临的挑战与存在的短板并提出更深入实现新疆经济高质量发展的对策。

中国各地区就业质量测算与评价

基于公开出版的官方的统计年鉴数据,本文构建了一个包括了6个维度指标、20个二级指标和50个三级指标的就业质量评价指标体系,使用主成分分析法对中国大陆30个省份的就业质量状况进行了测算。结果表明,在2007年、2008年这两个年份,除少数经济发达省份外,全国就业质量的总体水平不高,大部分省份的就业质量指数较低;地区间就业质量差异明显,发展不协调;随着经济发展,地区间就业质量差异逐步缩小。由于就业环境改善是提高就业质量的基础,所以实现经济发展向高就业、高报酬、高消费型发展方式的转变,加快中西部地区经济发展,逐步缩小地区间经济发展水平的差异,是缩小就业质量差异的根本途径。同时,还应加强人力资本投资;切实保障劳动者权益,促进三方协商机制的实施;必须通过完善相关制度建立地区间、城乡间高效一体的劳动力市场,这是实现平等就业,促进和谐发展的必然选择。

基于生态购买的西部经济与生态良性互动发展模式研究

在西部发展中,应建立经济发展与生态重建互动发展模式,通过实行“生态购买”的利益驱动机制,建立起生态补偿机制和生态购买的市场激励机制、投资融资机制、组织管理机制、保障制裁机制,实现区域制度与政策、组织管理和技术创新,走市场化的生态建设产业化道路,实现生态建设企业化、金融化等政策;通过实施生态购买工程,“以土地换环境”,使生态环境自然恢复,实现生态系统的良性循环;通过生态购买和生态补偿机制的结合,实现两者优势互补、相互促进,走生态经济化和经济生态化道路;通过生态建设致富,最终实现生态建设与经济发展“双赢”的良性互动发展。

经济发展方式转变与区域弹性构建——基于DEA理论的评估方法研究

我国每年因各类突发事件造成的经济损失占GDP总量的5%以上,同时对社会的稳定和发展带来巨大冲击和损害。科学评估区域应急能力,加强区域应急弹性建设是提高政府社会管理能力的重要路径。DEA方法能够避免设定先验的评价指标权重,而且还能对投入冗余及产出不足进行分析。本文构建基于DEA理论的区域弹性评估模型,并通过实证分析,测度中国大陆各省区2001—2009年的"区域弹性指数"。研究发现,单纯的经济增长并不能带来区域弹性的优化,更重要的是实施经济发展方式的快速转变,调整经济结构、加强科技创新、注重生态资源合理开发和环境保护,对区域弹性的提高具有正外部效应。

黄土高原生态脆弱贫困区生态经济发展模式研究——以甘肃省定西地区为例

本文对黄土高原丘陵沟壑区定西地区生态脆弱与贫困的双重矛盾进行了定性与定量相结合的分析 ,研究表明定西地区“脆弱—贫困”恶性循环是自然与人文要素长期作用的结果 ,近几十年又以人为因素的作用为主。在总结定西地区解放以来一手抓生态环境建设 ,一手抓扶贫攻坚 ,整体解决温饱的成功经验基础上 ,提出了黄土高原生态脆弱的贫困地区生态经济发展模式 ;实践证明 ,生态经济发展模式是黄土高原生态脆弱的贫困地区打破“脆弱—贫困”恶性循环 。
