Central Asia’s pivotal geographical position allowed it to play an essential role in relations among nations of Eurasia in the Middle Ages,as the bridge between China and Europe.Yet,during the Russian and then the Soviet rule on Central Asia,the region’s republics had no independent position in international community as foreign relations were formed and managed by central government in Moscow.The collapse of the Union of Soviet in 1991 made salient the geopolitical,economic,and cultural importance of the five former Soviet Central Asian republics.Accordingly,the republics reemerged as independent actors in the global interstate system and could play a role in international affairs during the last three decades.This paper aims to compare Central Asia’s foreign relations in the Soviet and Post-Soviet era. 展开更多

This study delves into the bilateral relations between Iran and Turkmenistan,focusing on the multidimensional impacts of cross-border ethnic groups,cultural diplomacy,and energy cooperation.The research reveals that despite challenges in security cooperation,such as regional political ideological differences and uneven power distribution,Iran has adopted diverse strategies to enhance cultural identity,social cohesion,and promote economic cooperation.Iran actively seeks to repair relations with Turkmenistan by emphasizing shared historical and cultural backgrounds,particularly the presence of cross-border Turkmen ethnic groups.Specific measures include developing cultural tourism,organizing cultural weeks,and establishing commemorative days.In the economic sphere,the two countries have signed significant natural gas supply agreements,strengthening energy cooperation.Iranian leaders often emphasize“blood ties”and deep cultural connections in diplomatic statements,combining cultural diplomacy with practical economic cooperation.The study’s findings indicate that Iran’s initiatives have led to the reorganization of national space and social reconstruction in border regions,promoting changes in public policy.By integrating cultural identity,historical connections,and economic interests,Iran has adopted a sophisticated diplomatic approach,laying the foundation for more stable and enduring bilateral relations while contributing to regional stability and sustainable development. 展开更多

This paper makes a comparative study of the value orientations of foreign language education poli-cies in Chinese Mainland and the United States in the 21 st century and finds that both China and the United States have regardedtheir national interests as the essential value orientation of their foreign language education policies. To be specific,the core valueorientation of foreign language education policies in China is to enhance its cultural soft power.In contrast,the core value orienta-tion of foreign language education policies in the United States is to safeguard its national security. Through the comparison of thedifferent value orientations of foreign language education policies of the two countries, the paper provides some reference for the for-eign language education policy-making in Chinese Mainland. 展开更多

Similar to other countries in the world,there is a linkage between domestic and international actor forces involved in the formulation of Ethiopian foreign policy,since 1991.Obviously,this is due to the fact that foreign policy and domestic politics are interdependent and could spill over into each other.As the goal of every country’s foreign policy is promoting national interest,Ethiopian foreign policy among other things achieving economic development through economic diplomacy.This study aimed to explore determinants of Ethiopian foreign policy in the post 1991.Methodologically,it employed secondary source of data collection and data analysis.The result of this study would shade light on the set of factors that determine Ethiopian foreign policy with the change of global world order from bipolar to multi polar system.It highlighted the challenges and opportunities faced in realizing policy goals by taking into account certain bilateral relations Ethiopia has as case study.The change of global political order witnessed within the end of Cold war has also implications on the Ethiopian foreign policy.As a result of New World Order system,Ethiopian foreign policy orientation is changed from purely stubborn Marxist ideology,to flexible developmental state with numerous alliances,paying great emphasis for economic development,at the expense of security issue. 展开更多

本文从一个全新的法理视角来阐释从党的十八届四中全会《中共中央关于全面推进依法治国若干重大问题的决定》(以下简称《决定》)提出的“加强涉外法律工作”到党的十九届四中全会《中共中央关于坚持和完善中国特色社会主义制度推进国家... 本文从一个全新的法理视角来阐释从党的十八届四中全会《中共中央关于全面推进依法治国若干重大问题的决定》(以下简称《决定》)提出的“加强涉外法律工作”到党的十九届四中全会《中共中央关于坚持和完善中国特色社会主义制度推进国家治理体系和治理能力现代化若干重大问题的决定》(以下简称《决定》)确定的“加强涉外法治工作”政策术语演变背后的法理依据,并对作为习近平法治思想核心要义之一的“坚持统筹国内法治和涉外法治”的法理内涵进行了创新意义上的解读,其基本分析方法就是打破了传统法理学使用的法律关系概念的逻辑界限,用法理内涵和外延更加丰富的法治关系的概念来分析“统筹”国内法治和涉外法治关系中的各种法律问题,主张应当把制定法规则与法律秩序效果有机结合起来综合性地判断一个主权国家的法治状态,不能仅仅将研究视野停留在制定法规则占优势的传统法理上。本文在分析法治关系概念的建构功能时指出,在涉外法治关系体系中,法治关系的构成要素至少应当分为九个方面,包括法律规则要素、法律关系主体要素、法律关系客体要素、法律关系内容要素(主要是权利义务关系)、法律关系时空要素、法律关系手段要素、法律关系目的要素、法律关系效力要素和法律关系秩序要素。上述九个方面的法治关系构成要素只要其中一个类型的要素中包含“涉外”因素,那么,这种法治关系就具有了“涉外法治关系”的特性,就必须从整体上来协调法律关系中的法律规则与法律秩序之间的价值要求,统筹基于传统法律关系理论形成的“国内法治”与根据法治关系理论产生的“涉外法治”,以具有实效性的“法治”价值来保证涉外法律工作的制度化、规范化,不断提高涉外工作法治化水平。 展开更多
