This paper depicts the definition,elements and connotation of the culture of innovation in agricultural research institutes,and points out that the culture of innovation consists of conceptual culture,institutional culture,behaviour culture,and park culture.Through analysing the characteristics of the culture of innovation in agricultural research institutes,it has the following characteristics:stability,openness,systematicness,self-awareness,uniqueness.According to the general law of cultural development,we divide the development of the culture of innovation into cultural diagnosis of institutes,publicity and guidance,content building of the culture of innovation,solidifying and deepening of the culture of innovation,and points out the building path of the culture of innovation in agricultural research institutes.Finally this paper proposes the countermeasures and suggestions as follows:the building of the culture of innovation in agricultural research institutes should be combined with long-term development strategy;the building of the culture of innovation in agricultural research institutes should be combined with service and technology innovation;the building of the culture of innovation in agricultural research institutes should be combined with implementation of various kinds of specific work.

Academic Research in China on National Human Rights Institutions

I. Symposium on National Human Rights Institutions and Research Topics Academic research in the Chinese mainland on national human rights institutions started in February 2003. From October 16-17, 2004, the China University of Political Science and Law organized an international sympo- sium in Qingdao, Shandong Province, on research about national human rights protection institutions, inviting experts from Australia, South Africa and Canada to brief the symposium on related information concerning the Asia-Pacific region and South Africa as well as to provide information about Canada＇s National Human Rights Commission. Chinese participants also discussed the possibility of establishing a national human rights organization in China.

The Knowledge Management Research of Agricultural Scientific Research Institution

Based on the perception of knowledge management from experts specializing in different fields,and experts at home and abroad,the knowledge management of agricultural scientific research institution can build new platform,offer new approach for realization of explicit or tacit knowledge,and promote resilience and innovative ability of scientific research institution.The thesis has introduced functions of knowledge management research of agricultural science.First,it can transform the tacit knowledge into explicit knowledge.Second,it can make all the scientific personnel share knowledge.Third,it is beneficial to the development of prototype system of knowledge management.Fourth,it mainly researches the realization of knowledge management system.Fifth,it can manage the external knowledge via competitive intelligence.Sixth,it can foster talents of knowledge management for agricultural scientific research institution.Seventh,it offers the decision-making service for leaders to manage scientific program.The thesis also discusses the content of knowledge management of agricultural scientific research institution as follows:production and innovation of knowledge;attainment and organizing of knowledge;dissemination and share of knowledge;management of human resources and the construction and management of infrastructure.We have put forward corresponding countermeasures to further reinforce the knowledge management research of agricultural scientific research institution.

2011—2022年我国妇幼保健机构申请和获得国家自然科学基金项目资助情况分析

目的 分析2011—2022年我国妇幼保健机构申请和获得国家自然科学基金(National Natural Science Foundation of China,NSFC)项目资助情况,为妇幼保健机构科研能力建设提供参考。方法 运用NSFC大数据知识管理服务平台和全国妇幼保健机构监测数据,分析NSFC项目申请、获资助、负责人等基本情况,比较获资助和未获资助机构在人力资源和承担科研课题项目上的差异性。结果 2011—2022年我国35家妇幼保健机构作为NSFC依托单位共申请项目861项,获资助率为10.57%;青年科学基金、面上项目、地区科学基金为主要申请和获资助类型,获资助率分别为7.27%、5.34%和15.21%,存在类别间和地区间差异。55.8%的项目负责人在首次获资助前参与过NSFC项目,且78.13%为高等院校牵头项目;项目负责人中,高级职称占58.25%、博士研究生学历占62.64%;获资助机构承担或独立承担科研课题项目数多于未获资助机构,差异有统计学意义(P <0.05)。结论 我国妇幼保健机构科研能力仍相对薄弱,人才储备和科研基础是项目申请成功的有利因素,妇幼保健机构应加强科研人才的引进与培养,以需求为牵引,关注政策导向,聚焦学术前沿,注重学科交叉,增强合作,推动科研创新能力提升,助力妇幼保健机构可持续、高质量地发展。

基于自评价报告的国家重点研发计划项目实施成效与机制研究

2016年启动的国家重点研发计划,是我国中央财政科技计划布局架构改革的重大战略举措,肩负着为其他四类计划优化整合“架桥铺路”的重要使命。经过约5年项目执行期,近年来部分项目已完成结题验收。以国家重点研发计划“战略性先进电子材料”重点专项中2022年结题验收的43个项目为调查对象,以各项目综合绩效自评价报告为调查素材,综合国家重点研发计划的组织管理创新以及自评价报告的内容结构特点,制定针对性的结题项目实施成效统计方案,从中归纳国家重点研发计划的实施成效特征与作用机制,为专业机构进一步提升国家重点研发计划管理服务水平提出建议参考。

社会智库在政府跨部门协同中的作用机制研究

[目的/意义]跨部门协同是政府应对社会风险多样性和公共事务复杂性的重要治理思路,而社会智库嵌入既能保障协同政策制定的科学性,又能避免政策执行偏差。[方法/过程]基于结构与过程维度,探讨了政府跨部门协同面临的双重障碍,以中国(海南)改革发展研究院为案例,分析了结构协同中社会智库的组织结构设计保障者、制度设计推动者和协同模式引导者作用,过程协同中也发挥着助推政策问题形成、影响政策制定、辅助政策执行及参与政策评估的作用。[结果/结论]大多数社会智库因体制外身份或较低影响力而难以介入政府跨部门协同,需以法律形式将其作为跨部门协同的法定参与主体。要通过培养共识,形成意识层面的认同,提升社会智库作用发挥的外源动力;通过能力建设,提升社会智库内生动力。

基于国家自然科学基金申报情况分析新形势下神经外科中心基础研究发展

本文基于北京市神经外科研究所在“十三五”期间国家自然科学基金面上项目、重点项目、青年科学基金项目三类主要项目类型的申报与获批情况,分析其基础研究竞争力变化。结果发现,北京市神经外科研究所的基础研究竞争力总体呈现平稳增长态势。通过对“十四五”期间国家自然科学基金的一系列政策调整与研究发展导向进行分析,探索新形势下神经外科中心基础研究可持续发展的科学模式。本文提出,新形势下神经外科中心应注重促进基础研究向临床应用转化、促进多学科交叉融合、打通基础研究与临床转化障碍,提高国家自然科学基金申报数量和项目质量,获得基础研究竞争力的长期、可持续的良性增长。

国内外转化医学研究机构的特色分析

目的了解国内外转化医学研究机构的现状,对国内外转化医学研究机构的共性和特色进行分析,发现问题,为中国转化医学研究机构的发展提供参考和依据。方法分别选取美国、英国转化医学研究领域比较出色的7家机构和中国7家有代表性的研究机构进行分析,比较总结各自的共性和特色优势,找出国内研究机构的差距。结果美国和英国的转化医学研究机构已经取得诸多实质性成果,他们主要是采取了一系列行之有效的措施;而中国的研究机构成立时间较为短暂,虽然各自取得一定的成绩,但还存在缺乏一盘棋规划,专项基金资助等诸多问题。结论中国的转化医学机构应该实行全国统一规划,建立以政府为主导、高校为主体、社会各部门积极配合的集合体系。

大型科研院所的综合竞争力评价研究

大型科研院所的竞争环境在转制后发生了质的变化,如何科学评价其综合竞争力具有重要的理论意义和实践价值。本文构建了大型科研院所的竞争力评价指标体系,设计了兼顾“功能性”和“协调性”的综合性评价方法,最后运用于煤炭科学研究总院下辖某分院的综合竞争力评价,并根据评价结果对其市场竞争态势进行了分析。

“中国思想库”:涵义、分类与研究展望

本文根据中国国情提出了“中国思想库”的概念并对其类型进行了深入研究。为了便于刚刚起步的中国思想库研究的顺利进行,本文在最后规划了亟待我们开展的一系列基础性工作。

当前中国体育学科发展的出路

体育学科发展的一般规律和国际经验,为中国体育学科摆脱目前困境提供了启示和借鉴。中国体育学科要获得提升,必须借鉴欧美体育学科管理和体育职业管理的经验;建立学术组织的巨大网络,建立多元化研究机构,创新体育教学体系,建设支撑中国体育学科发展的信息中心,优化书刊出版;确立学科的根本地位,树立学理的规范体系,发挥学术研究的引领作用。

中国渔业科研机构的国际科技竞争力比较与分析

通过构建渔业科技竞争力评价指标体系,运用层次分析法将中国具有代表性的渔业科研机构与14个重要渔业国家的16所渔业科研机构进行科技竞争力分析与比较。结果显示,中国渔业科研机构的资源投入竞争力位于世界渔业科研机构前列,主要体现在研究人员数量得分以及研究总经费得分较高;科研成果竞争力居中等偏下,主要体现在高水平学术论文量得分偏低,篇均被引频次得分偏低等方面;渔业机构科研综合竞争力位居中上水平。结果提示,语言问题是影响中国渔业科技竞争力的因素之一,但不是主要因素,而整体原始创新能力与水平的不足才是主要影响因素。
