Pioneering a New Realm of Human Rights Civilization in the Chinese Path to Modernization——An Overview of the Symposium on“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

Study on the Construction of Eco-security System in China under the Ecological Civilization Concept——Based on the Ecological Civilization Construction in Qingzhen City of Guizhou Province

The construction of eco-security system was a complicated systematic project, included the comprehensive construction and collaborative propulsion of eco-environment system, eco-economy system, eco-culture system, eco-society system and eco-law system. The comprehensive, coordinated and sustainable development of ecology, economy and society only could be achieved under the guidance of ecological civilization concept by the integrated consideration, comprehensive planning and multi-coordination.

Strategies for Prioritizing Ecological Construction with Consideration of Agricultural Industry Development in Northern China’s Agro- pastoral Ecotone : A Perspective of Opportunity Cost

In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.

国家形象代表一国的文化软实力,是主权国家参与国际事务的重要资源。绿色发展作为中国式现代化的显著特征,具有深层次的利益相关性、差异包容性和传播直观性,是推动建构生态优先、高质量发展、绿水青山东方大国形象的关键着力点。但实践中我国国家形象的建构仍面临着实现“双碳”目标的艰巨性、全球能源危机持续发酵、“中国环境威胁论”的舆论渲染、“共同但有区别的责任”分配失衡等现实挑战。为此,应在中国国家形象建构中充分激活绿色发展动能,着力塑造绿色发展形象标杆、发挥多元主体行动合力、创新立体传播技术手段、打造积极作为的国际角色,为地球增添更多“中国绿”,进而把握未来发展主动权。

新质生产力推动美丽中国建设的逻辑理路、现实梗阻与基本途径

美丽中国建设是我国现代化进程中的顶层设计和战略导向,是生态文明建设的高阶形态和终极目标。新质生产力作为一种蕴含新动能、呈现新业态的绿色生产力,有助于促进产业绿色转型、提升生态治理效率、带动生活方式转变、加强区域协同发展,从而推动美丽中国建设。从逻辑理路来看,新质生产力是马克思生产力理论在美丽中国建设中的最新运用,是中国共产党对生产力绿色发展的全新探索,也是推动美丽中国建设实现生态化转型的重要力量。当前,新质生产力在赋能美丽中国建设过程中,仍因生态技术创新滞后、绿色低碳产业发展乏力、绿色消费体系不健全、社会治理协同不足等现实问题而面临梗阻。因此,要充分发挥新质生产力在科技创新、产业优化、消费变革、社会治理等方面的重要作用。以高品质生态环境支撑高质量发展,勾勒天更蓝、山更绿、水更清、生态环境更美好的美丽中国图景。

俄罗斯学者对于中国新时代生态文明建设的认知

在长期的社会实践基础上,中国逐步形成了一套具有中国特色且行之有效的生态文明建设机制,已成为中国满足人民群众在环境领域美好需要的重要手段。但由于政治认同、知识结构以及认知立场的差异,俄罗斯学者对于中国的生态文明建设形成了不同的认知观点。总体可以分为是什么、具体举措及影响三个方面,其中有系统性的研究、形成原因的梳理,也有不同层面的偏差与误解。中国应该从提升生态文明机制的辨识度、建立交流机制及优化国际传播机制三个层面强化生态文明建设的国际意义。

海外学者关于习近平生态文明思想的认知与评价

当前,海外学者对习近平生态文明思想的研究方兴未艾。借助文献研究方法梳理当前海外学者关于习近平生态文明思想的研究成果,发现当前海外学者关于习近平生态文明思想的认知主要集中在时代背景、生成基础、核心要义、鲜明特征、现实价值等方面。多数海外学者认为,习近平生态文明思想有着强烈的问题导向、深刻的生成逻辑、丰富的思想内容、显著的思想特质、深远的现实价值;但也有一些海外学者对习近平生态文明思想存在认知肤浅甚至误解的问题。因此,为增强海外学者对习近平生态文明思想的深度认同,需要加大对习近平生态文明思想话语体系、当代中国生态文明建设成就、习近平生态文明思想世界意蕴与世界影响、习近平生态文明思想对外传播方式等方面的深度研究,增强借助国际话语表达范式讲好习近平生态文明思想的能力,进一步拓宽海外学者了解习近平生态文明思想的途径和渠道。

论党的二十大报告中的社会主义生态文明观及其当代价值

习近平生态文明思想对中国传统生态观的创新性发展

习近平生态文明思想根植于中华优秀传统文化,是新时代中国生态文明建设的根本遵循和行动指南。习近平生态文明思想基于生态自然观维度、生态价值观维度以及生态文明观维度对中国传统生态智慧进行了创新性发展。具体而言,在中国传统的“天人合一”“道法自然”命题基础上,科学提出“促进人与自然和谐共生”的基本要求;在“万物并育而不相害,道并行而不相悖”的背景下,创造性构建“生命共同体”的价值取向;本着“革故鼎新”“民为邦本”的原则,明确提出建设美丽中国的宏伟目标。习近平生态文明思想在进一步研究人与自然的关系,找到人与自然和谐相处的合理方式,以及建设一个清洁美丽的新世界等方面提供了明确的理论指导和具体的实践举措。
