Moderating effect of corporate financialization on the impact of climate policy on corporate green innovation:Evidence from China

With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between climate policy and green innovation in the corporate financialization context.Using Chinese-listed company data from 2008 to 2020,our analysis reveals a favorable correlation between China’s carbon emission trading policy(CCTP)and advancements in green innovation.Furthermore,we find that the level of corporate financialization moderates this correlation,diminishing the driving effect of CCTP on green innovation.Additionally,results of heterogeneity analysis show that this moderating consequence is more evident in non-state owned and low-digitization enterprises compared with state-owned and high-digitization ones.Our findings contribute to the existing literature by clarifying the interaction between CCTP,green innovation,and corporate financialization.Our research provides valuable insights for policymakers and stakeholders seeking to strengthen climate policies and encourages green innovation in different types of businesses.

Evolution Characteristics of Government-Industry-University-Research Cooperative Innovation Network for China＇s Agriculture and Influ- encing Factors： Illustrated According to Agricultural Patent Case

Under the special background of China, the cooperative innovation between different government-industry-university-research institutes plays an increasingly important role in the agricultural field. However, the existing literature has paid little attention to it. Considering the cooperation patents, published in the agriculture field stemming from the Full-text Database of China Patents as the study object, the spatial and institutional attribute of the authors as the data source, and by combining the social network and spatial econometrics analysis, this paper analyzes the structure evolution characteristics of cooperative innovation networks of agricultural government-industry-university-research institute in the city level of China in 1985–2014, based on the triple helix theory, with the influence factors discussed. This shows that, 1) since 1985, China's agricultural innovation level has been substantially increased, but the development degree of the cooperative innovation network is low, and the patent cooperation mainly relies on authors in the same unit; 2) enterprises play a leading role in the agricultural cooperative innovation. The effect of the government and hybrid organizations driven by the government is not obvious; 3) the cooperative innovation in the province and city dominates, and a multi-pole pattern has been formed. The cooperative innovation network structure evolves from a single helix empty core and double helix multi core to a double helix hierarchical network; 4) the city's science, education funding and personnel investment are key factors determining the agricultural cooperative innovation, while the agricultural development of the city presents slight negative impacts on it. The spatial mismatch of supply and demand is present in the technical cooperative innovation of China's agriculture. Therefore, the science enhancement and education investment to big agricultural provinces should be promptly implemented.

With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world＇s oil and gas resources are unevenly distributed; global world＇s oil prices remain high; and over 70 percent of China＇s imported oil has to be shipped through the Malacca Strait. There are various ways to ensure China＇s oil security today, and the practical and feasible strategic option is to increase the discovery and production of domestic oil, raise energy efficiency and develop petroleum substitutes. Scientific and technological innovation is crucial both in new oil reserves discovery and production, energy conservation, and in the development of petroleum substitutes, establishment of a strategic oil reserve system and for environment protection. This indicates that China should take effective measures in investment strategy, fiscal policies, financing instruments, intellectual property protection, fostering talents and professionals, so as to establish its own scientific and technological innovation system in the petroleum industry and be better able to ensure oil security.

Does Industry-University-Research Cooperation Matter? An Analysis of Its Coupling Effect on Regional Innovation and Economic Development

The dislocation between regional innovation and economic development directly influences the economic effect of regional innovation. However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth.

国家知识产权战略对高技术产业创新效率的影响——基于时间断点回归设计

在我国从知识产权大国向知识产权强国迈进的关键时期,探究实行国家知识产权战略对高技术产业创新效率的影响,既是推动高技术产业升级的有效手段,也是改革完善知识产权保护与管理制度的内在需求。基于2000—2019年中国28个省市地区高技术产业创新数据,运用时间断点回归方法检验中国实施国家知识产权战略对高技术产业创新效率的影响。研究表明:国家知识产权战略的实施在整体上显著促进高技术产业创新效率提升。区域异质性分析发现,战略实施显著提升了东、西部地区高技术产业的创新效率,但对中部地区创新效率的提升作用不显著。研究结论为优化知识产权政策设计、提高高技术产业的创新能力提供了经验证据。未来应进一步健全知识产权制度体系,并结合区域差异因地制宜制定知识产权政策。

Upgrading of Technological Capability and Innovation Policy Transformation in China under a New Situation

Countries worldwide are actively pushing their innovation frontiers into the profound globalized innovation networks.China is entering into a new phase that experiences the profound transformation of the innovation systems and supporting policies,together with facing the accelerated technological innovation and emerging de-globalization trends.Improving the institution of innovation-driven development,as well as the quality and efficiency of innovation,are beneficial for China to integrate into the global innovation network and move towards the technological frontiers.This study analyzes the phases of the ongoing industrial innovation in China from the techno-economic perspective and proposes a multiplefactor framework to explore indigenous technological innovations.We suggest that the factors impacting technological upgrading and innovation capability are technological gaps,complexities of industrial ecology,the density of capital,and market need complexities under open competition conditions.These factors are necessary but not sufficient conditions for the success of cultivating the capability of technological innovations.The government must fulfill its roles adequately and effectively and pay more attention to the limits and focus of innovation policies.We propose that China’s innovation policies need to be flexible towards the changing world’s opportunities and challenges.China needs to boost its strengths towards an initiative and exploring role in the global innovation scene.Solid fundamental research and applications urgently need to support the layout of the upgrading of technological capabilities that bundled by greater openness and inclusiveness.Meanwhile,policies need to be transformed to guarantee equal benefits and greater tolerance to deliver an innovation-friendly system.

基于CRITIC和TOPSIS的区域工业科技创新能力评价研究

为有效评价区域工业科技创新能力,构建了融合绝对值指标和平均值指标的评价指标体系。以28个地区为研究对象,基于目前最新的2014-2017年数据,使用基于指标相关性的权重确定法(CRITIC)确定指标权重,运用逼近理想解排序法(TOPSIS)从"静态"和"动态"两个视角评价,识别出各地区工业科技创新能力的现状和发展。研究发现,技术引进、自主创新、R&D人员和经费、R&D项目活跃度、科技成果转化始终是影响各地区工业科技创新能力提升的重要因素。"静态"评价结果显示,中国工业科技创新能力总体一般,地区间差异较大,"很强"和"较强"的地区只有广东、江苏、上海、北京、浙江和山东6个省市。"动态"评价结果显示,工业科技创新能力发展存在明显的区域依存,强弱格局比较稳定,短期内难以改变。研究成果表明,该指标体系和模型能够有效评价区域工业科技创新能力。最后,结合重要影响因素,给出提升工业科技创新能力的建议。

新质生产力背景下中国绿色创新能力评价——基于绿色技术创新能力、绿色技术创新辐射力和绿色创新制度支撑力的“三力”评价体系研究

新质生产力本身就是绿色生产力,加快提升绿色创新能力是培育新质生产力的内在要求。绿色创新兼具绿色技术和绿色制度创新的双重内涵,为绿色新质生产力的形成提供技术支撑与制度保障,深刻体现了生产力与生产关系的辩证统一属性。论文创新构建了一个包含绿色技术创新能力、绿色技术创新辐射力、绿色创新制度支撑力等在内的中国绿色创新能力“三力”评价体系,并选择中国2006—2021年的绿色专利头部百城开展特征分析。研究发现,各城市绿色创新水平普遍提升,绿色创新指数呈现从“中心—外围”向均衡发展格局演变趋势。主要构成指标呈现一些典型特征,如创新结构的绿色化转型深入推进,绿色创新逐步从“数量型”向“质量型”转变等。最后,从提升绿色技术研发投入水平、发挥中心城市辐射带动作用、构建绿色技术协同创新机制、积极培育绿色技术交易市场等方面提出对策建议。

基于SEM的科技型中小企业技术创新能力评价

论文以科技型中小企业为研究对象,首先,根据科技型中小企业的特性,构建以创新投入能力、创新产出能力、外部资源获取能力为一级指标的技术创新能力评价指标体系,并通过问卷调查确定14个观测变量;其次,构建基于SEM的技术创新能力评价模型,并运用AMOS软件进行验证性因子分析和路径分析,通过归一化系数得到指标权重;最后,对科技型中小企业技术创新能力各指标进行测量,在此基础上对湖南省科技型中小企业的创新能力进行综合评价,得出该类企业当前整体技术创新能力一般。研究结论对提高我国中小企业创新能力具有一定的指导价值和决策参考。论文研究为我国中小企业的创新能力的评价提供了一种新思路、新方法。
