Ecological Security Assessment in County Area Based on P-S-R Model——A Case Study of Ningwu County,Shanxi Province

To further understand the status quo and change tendency of ecological security in county area, we took the example of Ningwu County, the headstream of Fenhe River, confronting serious eco-environment problem and considerable human impacts. Taking Ningwu as the study area and using variation coefficient method to determine the weights of the indices, we built ecological security pattern based on Pressure-State-Response （P-S-R） Model of Organization for Economic Cooperation and Development. The ecological security status was evaluated by calculating eco-security index （ESI） with socio-economic statistical data of Ningwu during 2001 -2010. The results showed that the situation of eco-security had been improved from heavy alarm to relative safety during 2001 -2010. It reflected that the ecological economic system in Ningwu County tended to be relaxed constantly after experienced a sharp conflict between ecological environment and economic growth. The ecological safety awareness was growing, however, by force of the objective requirements of population growth and economic development, the situation of ecological security was still unstable.

Evidence of China's sea boundary in the South China Sea

According to a series of important historical maps,i.e.,the Location Map of the South China Sea Islands,the Nansha Islands,Zhongsha Islands,Xisha Islands,Yongxing Island and Shidao Island,and Taiping Island（archived by the Territorial Administration Division of the Ministry of Interior of Republic of China in 1946）,and the Administration District Map of the Republic of China published in 1948,the dashed line surrounding the South China Sea Islands represents China＇s sea boundary in the South China Sea at that time.It was both connected with,and an extension of,the land boundary of China.At that time the dashed line was used to represent the waters boundaries while the solid line was used to represent the land boundary—a universal method used in maps that was then recognized internationally.The above observation provides historical and scientific evidence of China＇s sea boundary in the South China Sea that is useful for the international maritime delimitation over the South China Sea area.

Water resource governance in China's regional cooperation

A series of water disputes and conflicts have gradually emerged between China and some neighboring countries after 2000, influencing China's neighborhood relations. China increasingly realizes the importance and urgency of the water resource governance in the regional cooperation, but under complicated geopolitical context, China's water resource governance must serve several important main functions in its regional cooperation. Overall, water resource governance is the demands of crisis management and conflict prevention, and also is a kind of positive factor that promotes sub-regional cooperation. From the perspective of the current situation, China should take more proactive attitude toward the water resource governance, expand the areas and stakeholders of the water resource governance, and thus promote the formulation of water resource governance strategy.
