Strategies for Prioritizing Ecological Construction with Consideration of Agricultural Industry Development in Northern China’s Agro- pastoral Ecotone : A Perspective of Opportunity Cost

In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.

The Construct of the Story Continuation Writing Task: Insights From the China’s Standards of English Language Ability

Although the story continuation writing task(SCWT) has attracted much research attention, few studies have investigated the construct of the task, particularly with respect to which language competence it focuses on. In addition, although some studies have demonstrated that China’s Standards of English Language Ability(CSE) provides comprehensive insights into the development of Chinese learners’ English language proficiency, little research has investigated the relationship between CSE and SCWT. This study drew upon the CSE to develop an SCWT language use inventory to address the above research gaps. A total of 358 high school students were asked to complete the questionnaire, of which 277 valid responses were analyzed. Exploratory factor analysis(EFA) on the CSE-based questionnaire revealed the presence of six factors, namely language correctness, language variety, task planning, connecting-and-generating, selecting-andmining, and organizing. The strategy of connecting-and-generating was the only significant predictor of the learners’ SCWT scores. The paper also discusses the findings relating to the SCWT rating and other integrated writing tasks.

Results of the global shale gas resources show that minable resources of global shale gas are 187 trillion cubic meters （tern）, of which China accounts for 36 tcm （about 20% of the total amount）, which is mainly distributed in the Sichuan Basin, Yangtze Terrace, and Ordos Basin. From 2009 to 2012, China completed an accumulative number of 129 drilling wells related to shale gas, including 46 investigated vertical wells, 55 exploration wells and 28 evaluation wells, with 2012 production ranging from 25 million cubic meters （mcm） to 30 mcm.

The Three-dimensional Model of “ConstructionTranslation-Communication” for the Construction of a Human Rights Discourse System with Chinese Characteristics in the Post-pandemic Era

Human rights have always been the focus of disputes between China and the West. To make a better China story about human rights and enhance China’s international discourse power in the field of human rights, we propose the text construction, translation and communication path of the construction of the human rights discourse system with Chinese characteristics from the cross-disciplinary perspective. Based on the examples of prevention and control of the CoVID-19 pandemic under the concept of putting people first, mainstream diplomatic linguistic data relevant to the fight against the novel coronavirus was collected through the internet. The human rights discourse with Chinese characteristics is constructed through a variety of texts focusing on putting the people first, the right to life, the right to health, the right to information, the right to privacy, the right to work and a sense of a community with a shared future for human beings. The core concepts of human rights have experienced the deepening process of decontextualization, abstraction and theorization to gradually conform to the expression habits of international audiences. The international communication effect is mainly positive in civil society. It shows that the construction of China’s human rights discourse system and the governance of international human rights discourse have achieved preliminary results. To enhance China’s discourse power on human rights, we need to add an interdisciplinary approach.

An analysis of China's CO_2 emission peaking target and pathways

China has set the goal for its CO2 emissions to peak around 2030, which is not only a strategic decision coordinating domestic sustainable development and global climate change mitigation but also an overarching target and a key point of action for China＇s resource conservation, environmental protection, shift in economic development patterns, and CO2 emission reduction to avoid climate change. The development stage where China maps out the CO2 emission peak target is earlier than that of the developed countries. It is a necessity that the non-fossil energy supplies be able to meet all the increased energy demand for achieving CO2 emission peaking. Given that China＇s potential GDP annual increasing rate will be more than 4%, and China＇s total energy demand will continue to increase by approximately 1.0%--1.5% annually around 2030, new and renewable energies will need to increase by 6%-8% annually to meet the desired CO2 emission peak. The share of new and renewable energies in China＇s total primary energy supply will be approximately 20% by 2030. At that time, the energy consumption elasticity will decrease to around 0.3, and the annual decrease in the rate of CO2 intensity will also be higher than 4% to ensure the sustained growth of GDE To achieve the CO2 emission peaking target and substantially promote the low-carbon deve!opment transformation, China needs to actively promote an energy production and consumption revolution, the innovation of advanced energy technologies, the reform of the energy regulatory system and pricing mechanism, and especially the construction of a national carbon emission cap and trade system.
