Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordina...Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles.展开更多

The status of domestic scientific & technical innovation is analysed. A series of emergent managerial problems caused by the system ISTI (SISTI) are pointed out. Because of Hall three dimensions structure's enlightenment, a three dimensional logical net diagram in which the system integration of innovation based on problem in real world but not on disciplinary logic is drawn. The intelligent group' s need span is greater under the conditions of relatively low material level than common groups who have lower degree of education. The SISTI is composed by multi-rule and intelligent multi-agent behavior. It is concluded that the logical relationships of integrated technology which based on the author's experience and observation must be considerded for a valid management of SISTI.展开更多

However, the world's oil and gas resou...With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world's oil and gas resources are unevenly distributed; global world's oil prices remain high; and over 70 percent of China's imported oil has to be shipped through the Malacca Strait. There are various ways to ensure China's oil security today, and the practical and feasible strategic option is to increase the discovery and production of domestic oil, raise energy efficiency and develop petroleum substitutes. Scientific and technological innovation is crucial both in new oil reserves discovery and production, energy conservation, and in the development of petroleum substitutes, establishment of a strategic oil reserve system and for environment protection. This indicates that China should take effective measures in investment strategy, fiscal policies, financing instruments, intellectual property protection, fostering talents and professionals, so as to establish its own scientific and technological innovation system in the petroleum industry and be better able to ensure oil security.展开更多

It concludes that China’s NIS has evolved from weak to strong, from a follower groping its way onto the track of independent innovation with Chinese characteristics. China’s innovation system has experienced a trajectory from “introduction and imitation of complete sets of technology” to “market for technology and imitative innovation,” to “integrated and secondary innovation” and on to “integrated, secondary, collaborative and original innovation combined.” The path of independent innovation with Chinese characteristics is a natural choice of economic, societal, and technological development in the new era.展开更多

Science diplomacy is attracting increasing attention in the international relations literature.This study investigates how Chinese scientists understand this term and explores China’s dynamic praxis in Arctic climate...Science diplomacy is attracting increasing attention in the international relations literature.This study investigates how Chinese scientists understand this term and explores China’s dynamic praxis in Arctic climate governance.It conducts a theoretical and practical examination of science diplomacy in terms of three dimensions—science in diplomacy,diplomacy for science,and science for diplomacy—thus achieving a high degree of consistency.A multi-method approach,combining qualitative and quantitative research methodologies and involving the adoption of a literature review,participant interviews,and questionnaires,is adopted.Data were collected from interviews with 16 Chinese scientists involved in Arctic climate governance and from 130 valid questionnaires collected from Chinese natural scientists working in the climate change field.Drawing on qualitative and quantitative findings,the study reveals that the three-dimensional framework of science diplomacy can provide insight into Chinese scientists’understandings of the topic.In contrast to the participants’vague theoretical responses,the outlines of China’s Arctic climate governance can be clearly identified within this framework.The study concludes by underlining the tension between theory and practice in terms of science diplomacy and highlighting the emerging challenges for China in developing its Arctic science diplomacy against the background of the COVID-19 pandemic and Russia-Ukraine conflict.Moreover,it is suggested that,to further develop China’s Arctic science diplomacy,it is vital to take account of the deficiencies in China’s science diplomacy.The study’s empirical results contribute to an understanding of the dynamic nature of science diplomacy in the Chinese context.展开更多
