China’s alfalfa market and imports: Development, trends, and potential impacts of the U.S.-China trade dispute and retaliations

This study examines the development and trends of China’s alfalfa market and imports, identifies key factors for the rapid increase in China’s alfalfa imports, and discusses potential impacts of the U.S.-China trade dispute and retaliations on the alfalfa markets and trade in both nations. China’s rapid transition toward larger-scale commercial dairy production, with enhanced feed and cost management as well as quality and safety control, and its limited resources for high-quality alfalfa production are key factors for the dramatic increase in its alfalfa imports, from 19 601 metric tons in 2008 to 1.38 million metric tons(mmt) in 2018. While the United States dominated China’s alfalfa imports with an average share of 97.01% from 2007 to 2017, the share dropped to 83.76% in 2018 and 63.28% in January 2019 due to the trade dispute and retaliations started in 2018. China will likely remain a large importer of alfalfa because of both its growing demand and the comparative advantages of imported alfalfa in quality and price, but the imports from the United States will be highly affected by the ongoing trade dispute and negotiations. China is also expected to make more efforts to reduce its dependence on U.S. alfalfa through increased investment in domestic alfalfa production and identification of alternative sources of alfalfa and other hay imports.

Do National Standards Impact Foreign Trade？ Evidence from China＇s Foreign Trade and Sino-US Bilateral Trade

This paper investigates the impact of standards on China＇s trade volume with the rest of the world and its bilateral trade flows with the US, from panel data covering 33 ICS classified technology sectors between 1990-2010. Results show that China＇s country specific voluntary standards promote China＇s foreign trade and the impact on exports is larger than on imports. China＇s internationally harmonized voluntary standards have the strongest positive impact, especially on imports. China＇s country specific mandatory standards increase imports while decreasing exports. China＇s internationally harmonized mandatory standards are favorable for China＇s foreign trade development. China＇s country specific voluntary standards and internationally harmonized standards contribute to promoting China＇s trade surplus with the US.

《中国英语能力等级量表》研究系统性回顾:2007—2022年

《中国英语能力等级量表》(以下简称《量表》)自颁布以来,引起了国内外学者的广泛关注。对《量表》研究开展系统性回顾,有助于厘清其发展脉络,探索未来研究方向。本文结合文献计量手段和系统性文献综述方法,析取了国内2007—2022年间发表的114篇《量表》相关的期刊论文,并从发展趋势、研究类型及主要话题三个方面进行编码和剖析。本文发现:1)相关研究数量整体呈波浪式增长趋势;2)研究类型前期以非材料性研究为主,后期实证研究逐渐占据重要地位;3)研究主题分布广泛,以本体研究和应用研究为主,本体研究在数量上超过应用研究,但应用研究近年来呈逐渐攀升的趋势。本文进而分析了相关研究存在的不足,并对未来研究方向进行了展望。

关于教育标准化改革中若干基础性问题的思考

党的十八大以来,国家标准化改革相关政策密集出台,标准化战略不断加强。2017年,《中华人民共和国标准化法》颁布,为教育标准化改革提出了新的更高的要求。教育标准的概念、范围与分类等问题是教育标准化的基础性问题,也是教育标准化改革与管理的基础。教育标准的本质属性是规范,表现形式是文件。教育标准的范围,从技术要求的视角来看,教育领域需要统一的技术要求,涉及各级各类教育,包括学校设立与建设、学校运行和管理、学科专业和课程体系、教师队伍建设、教育质量、教育装备、教育信息化、教育学督导、语言文字等方面。教育标准的分类即《中华人民共和国标准化法》范畴下的国家、行业、地方、团体、企业五类教育标准,而行政部门制定的教育标准类文件虽然不属于《中华人民共和国标准化法》规定的标准范畴,但也是具有教育标准功能的"准标准",是完整的教育标准体系的重要组成部分。
