Spatiotemporal Differences and Classification Regulation of Urbanization Impact on Agricultural Development in Shrinking Areas:A Case Study of 15 Shrinking Cities in Three Provinces of Northeast China

Studying the impact of urbanization on agricultural development in shrinking areas is important for maintaining food security and promoted agricultural development in China.Based on the measurement results of the shrinking cities in the three provinces of Northeast China,this paper selects 15 shrinking cities as the research object,and constructs a multi-dimensional index system to explore the impact of the urbanization level of the shrinking areas on the agricultural development in the region since 2007–2019,analyzes the influencing factors and their differences by using the geographically-weighted regression model and Geodetector,and proposes a targeted regulation strategy.The results show that:1)overall,there is a negative correlation between the urbanization level and the agricultural development level in the contracted areas of the three northeastern provinces.The urbanization level in these areas has a certain negative impact on the overall level of agricultural development;2)regarding the time dimension,the impact of urbanization level on the agricultural development level in the contracted areas of the three northeastern provinces gradually increases over time;3)regarding the spatial pattern,the overall impact of shrinking urbanization levels in the three provinces of Northeast China on the agricultural development shows a significant distribution pattern of high in the east and low in the west;4)the total population and natural population growth rate at the end of the year were the main factors influencing a certain level of urbanization on agricultural development in the shrinking cities while population density and the urban fixed asset investment rate were the secondary factors;and 5)the main reasons why the level of agricultural development in different cities was affected by the level of urbanization were different.However,they can be categorized into areas of population loss and spatial construction,which can be further divided into area of population loss in the northeast,areas of negative population growth in the west,and areas of urban spatial change in the south.According to the causes of the impact,this paper adopted targeted regulation strategies and formulated relevant policies and solutions that cater to local conditions. 展开更多

Stakeholders in the field of food safety management in China can be classified into three categories, government, food producers (farmers and enterprises), and the third-party regulatory bodies. The third-party regulation has experienced rapid development in past twenty years, and recently received considerable attention from consumers and the central government. This paper provides a review about the development, problems and future trend of the third-party regulation on food safety in China. To be specific, five forms of the third-party regulation are assessed, including media exposure, the third-party certification, regulation by consumer associations, social movements promoted by non-governmental organiza- tions (NGOs), and regulation by industry associations. The study concludes that media and consumer associations are the major players in the third-party regulation and are highly repudiated among customers. The food certification industry has developed rapidly, but is now facing crises of confidence among consumers because of its lack of self-regulation. NGOs and industry associations still remain in the early development stages of food safety management, and therefore, are of little importance in current regulatory bodies. 展开更多

China's land institution can be defined broadly or narrowly. By examining the broad definition of the land institution, we found that there were prerequisite, complementary, and substitutional relationships among ... China's land institution can be defined broadly or narrowly. By examining the broad definition of the land institution, we found that there were prerequisite, complementary, and substitutional relationships among the various systems. These relationships were verified through discussion of the structural evolution of each system. Based on these relationships, three methods for quantification were used to measure the regulation intensity and intra-provincial differences in each system among 31 provinces, municipalities, and autonomous regions in China in 2014. The statistics analysis shows that provinces used to pursue outstanding performances in land institution but few provinces could outperform the other provinces in all types of systems. The statistics results also indicate that the provinces which executed land institution earlier often hold significant advantages in institutional innovations but it is still not clear whether they can maintain the advantages. This study recommends that the Chinese government should improve the overall framework of regional land institution based on land systems' relationships and evolutionary patterns. Furthermore, the government should optimize the spatial distribution of regional land institution based on the intra-provincial differences in land-regulation intensity. 展开更多

This article analyzes the problems of spatial planning and regional strategy caused by the wrongly-set primary goal of economic development; it states that the three-fold objective of competitiveness, sustainability, and welfare fairness shall be the principal for China to implement the spatial regulation in the new era; it discusses about theoretical thoughts and technology framework of conducting the ′Major Function Oriented Zone′ based on their different major functions that each region plays in urbanization and industrialization, ecological constructions, grain productions, and protection of natural and cultural heritages; it introduces the new concept of ′Major Function Oriented Zone′ that include the major functions category, the stereo regional equilibrium mode, the two-level zoning specification, and the territorial development intensity; it offers a zoning scheme that defines development-optimized and development-prioritized zones as regions with massive urbanization and industrialization, development-restricted zones as ecological constructing or grain producing regions, development-prohibited zones as natural and cultural heritage protecting regions; and finally it addresses the main obstacle for implementing ′Major Function Oriented Zone′, which is the institutional arrangement of the supreme goal of high GDP growth rate that is currently being implemented. 展开更多

Land use and cover change(LUCC) is one of the important causes of the Earth’s carbon cycle imbalances resulting from failure in optimizing land use. The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction. 展开更多

In China, the numerous food scandals and scares that have struck over the past decade have spurred significant food safety regulatory reform, which has been increasingly oriented towards the public-private partnership model adopted by the Europe Union's (EU) food safety regulatory system. This paper analyzes the development of both the EU's and China's food safety regu- latory systems, identifies the current challenges for China and additionally considers the role of public-private partnership. The success of co-regulation in the food regulatory system would bring significant benefits and opportunities for China. Finally, this paper recommends additional measures like training and grants to improve the private's sector effectiveness in co-regulating China's food safety issues. 展开更多

Carbon Budget Dynamics over a Rain-Fed Maize Agricultural Ecosystem in Northeast China and Its Regulation

Based on the eddy-covariance observation data over rain-fed maize agricultural ecosystem during 2005-2011, the dynamics of net ecosystem CO2 exchange (NEE) and its control mechanism were analyzed in the present study. We found that the average carbon budget of non-growing season, growing season and annual were 153.16 - 202.03 g C/m2, &minus;689.36 - &minus;488.17 g C/m2, and &minus;316.96 - &minus;487.33 g C/m2, respectively. Maize carbon content of grain yield was &minus;226.6 - &minus;339.94 g C/m2, accounting for 55.4% of carbon budget in the growing season. From sowing to seven-leaf stage, the carbon budget of this ecosystem was characterized by carbon release, with the rate of 0.028 &plusmn;0.0056 mg CO2 m&minus;2&sdot;s&minus;1. From seven-leaf to mature stage, the carbon budget was characterized by carbon absorption, with the rate of &minus;0.256 &plusmn;0.0693 mg CO2 m&minus;2&sdot;s&minus;1. The key meteorological factors affecting annual carbon budget included daily average temperature (R = &minus;0.81, P = 0.03) and saturated vapor pressure deficit (R = &minus;0.64, P = 0.12). At the same photosynthetically active radiation (PAR) level, CO2 assimilation rate was linearly correlated with leaf area index (P 【0.05), and the slopes increased with PAR, indicating the increase in net ecosystem CO2 exchange in growing season was unlikely to be resulted from the extension of growing season. On the contrary, the carbon sink of rain-fed maize ecosystem in growing season might be decreased by extending the growing season ahead of the sowing date. 展开更多

Can environmental regulations achieve both profitability and profit quality?A natural experiment based on the China Cleaner Production Standards

Numerous studies evaluated the effects of end-of-pipe control environmental regulations(EER).However,few scholars discussed the effects of process management environmental regulations(PER),such as the China Cleaner Production Standards(CCPS)implemented by the country's Ministry of Ecology and Environment.Using data on China's manufacturing enterprises,this paper adopts the CCPS policies as quasi-natural experiments and uses differences-in-differences(DID)methods to analyze their effects on enterprise profitability and profit quality,respectively.The results show that:first,the CCPS significantly improve both profitability and profit quality;that is,the implementation of the environmental regulation policy plays a significant role in improving enterprise profit rates and cash flows.Second,for the profitability mediator effects,the short-term Porter effect of CCPS is not significant but shows the opposite during the lag period and significantly reduces the management cost and wage levels,comprehensively promoting enterprise profitability.Third,for the profit quality meditator effects,environmental regulations improve the enterprises'cash flow by reducing management costs and increasing government subsidies;however,its effect on bank credit subsidies is not significant.Fourth,for the moderator effects,the environmental regulations'effect on enterprises profitability and profit quality depends on the strategic interaction among local governments,the scale and ownership of the enterprise,and regional differences.That is,the strategic interaction weakens the effect of environmental regulations on enterprise performance.Environmental regulations have a stronger influence on profitability and profit quality for large-scale,state-owned,and coastal enterprises. 展开更多

During the transformation, they should be concerned about the network user number and the network quality as well as the value added network information. The low threshold for service provision brings a new breed of service providers, which impacts upon the current regulation policy. To adapt to the development of the NGN, it is a necessity to improve the regulation policy in terms of service operators management, user management, Quality of Service (QoS) assurance, service monitoring, charging, and settlement. Meanwhile, regulatory authorities should establish a new body as quickly as possible to meet the trend of the NGN convergence. The new regulatory body would be responsible for regulating operators who will be awarded full-service licenses, and managing new service providers effectively to guarantee the user’s interests. 展开更多

This paper adopts the comprehensive index method to build environmental regulation intensity index. Based on "Porter Hypothesis", it empirically examines the relationship between environmental regulation intensity and regional technology innovation using the eastern and mid-China region's provincial panel data from 2005 to 2013 and panel data method. The results show that:(1) In the eastern and central regions, the relationship between the intensity of environmental regulation and technological innovation presents a "U" shape, and "Porter Hypothesis" can be verifi ed;(2) The eastern region can break "U" infl ection point earlier than the central region. Therefore, the government should not only strengthen the intensity of environmental regulation, but also pay attention to environmental regulation form, formulate reasonable environmental regulation policy, actively guide the enterprises to seek out technology innovation in order to realize win-win situation of environmental protection and economic development. 展开更多
