Discussion on Cultural Integration and Educational Services for International Students from the Perspective of Situational Communication

From the perspective of situational communication,this paper aims to explore how to promote cultural integration and provide better educational services for international students in China.This paper first analyzes the basic assumptions and key factors of situational communication based on international students in China.Secondly,the relationship between situational communication and cultural integration and educational services for international students in China is discussed in depth.Additionally,the role of situational communication in educational services for international students in China,such as promoting cross-cultural communication,solving language barriers,and enhancing mutual understanding,is proposed.Lastly,from the perspective of situational communication,an optimization path of educational services and cultural integration for international students in China is proposed,including the provision of diversified educational resources,the enhancement of cross-cultural communication,and the establishment of an effective communication mechanism.This study expands the perspective of educational services for international students in China,provides a new theoretical framework and practical path,and offers a reference for promoting cultural integration and improving educational services for international students in China.

On China's Foreign Trade Development and Linkage with the Customary Rules of International Trade

Although great differences exist between the trade systems of different countries,internationaltrade must go on in line with the customary international trade rules.As China’s economy developsand the socialist market economic system emerges,China is basically qualified to link up withcustomary international trade rules.In the Ninth Five-Year Plan period,China’s reform of its foreigntrade system aims at setting up a trade system that conforms with international trade practice.Forthe purpose,the author of this article suggests that a neutral trade policy should be adopted inaccordance with the international practice since it does not hinder exports,nor restrict imports toan excessive degree.

The General Agreement on Trade in Services(GATS)of the World Trade Organization(WTO)covers educational trade services.Hence,all the regulations of the GATS have to be followed in the international trade of educational services.Having acceded to the WTO,China is starting to fulfill the rights and obligations as a member by completely respecting international trade,services and intellectual property laws.At the same time,it is also starting to fulfill some of the commitments it made in the GATS,such as expanding activities on trade in educational services.Comprehending the fundamental regulations and China’s commitments is significant towards promoting China’s international trade in educational services.

The power and interest of industrial manufacturers are determined by their status in the relations of production.At the international level,countries see their economic and political status rise only when they climb the ladder in the international division of labor.As the primary production forces,science and technology are the main drivers behind such change.As new technologies give rise to new industries and restructure the international division of labor,developed countries strive to enhance the protection of their intellectual property rights(IPR)and safeguard their monopoly over core technologies.For developed countries,technological prowess holds the key to their supremacy in the global supply chain and international relations.The 19 th CPC National Congress makes clear the overarching goal in the new era is to rejuvenate the Chinese nation and turn China into a strong modern country.As an important material condition for achieving this goal,China must transition from being medium-and low-end links in the international division of labor to becoming high-end links.In this process,China will encounter backlash from developed countries that lead in the international division of labor.The recent China-US tussle over trade in high-tech goods is a case in point,and should be viewed through the lens of the relations of production and the international division of labor.The insights thus achieved will be of great significance to China’s future development.

RCEP背景下中日韩三国生产性服务贸易国际竞争力分析

中日韩三国是RCEP框架内重要经济体,都是东亚制造业大国,生产性服务业发展对结构优化升级具有重要价值。通过2010—2022年间三国的生产性服务贸易国际竞争力的对比分析发现:相对日韩而言,中国生产性服务贸易规模巨大、增长速度快,2020年以来已实现顺差且规模不断增加;电信服务竞争力显著提升,加工服务、其他商业服务具有显性比较优势,运输服务世界占比上升。为进一步培育生产性服务业国际竞争的新优势,促进生产性服务业创新发展,中国在不断扩大高水平制度性对外开放的同时,可通过发展集群式价值网络促进生产性服务业与制造业深度融合,发挥数字经济活力与潜力,推进RCEP服务贸易国际合作,提升生产性服务贸易规模和发展水平,以满足现代产业体系建设的更高需求。

新时期中巴服务贸易合作升级研究——基于产业竞争力视角

2023年是中巴经济走廊启动十周年,当前,走廊已从夯基筑台、立柱架梁进入高质量发展新阶段。面对新的时代背景,中巴亟须寻求发展的新方式和新桥梁以期进一步推动中巴经济合作深化,因此基于UN Comtrade中的相关数据,采用比较优势、竞争优势和互补优势的5个相关指标构建评价指标体系,测度中巴两国服务贸易业的产业竞争力。通过研究发现:中国的维修、运输、通信与其他商业服务具有竞争优势和比较优势;巴基斯坦的保险和政府服务部门具有竞争优势、比较优势。中国对巴基斯坦的维修以及其他商业服务具有很强的互补优势,巴基斯坦对中国的ICT以及政府服务具有较强的互补优势。基于以上结论提出相关建议,大力发展两国的优势服务贸易部门,深化两国互补服务贸易部门的合作,增强两国重点服务贸易部门的国际竞争力,提升两国弱势服务贸易部门的竞争优势,推动两国服务贸易结构优化,充分发挥中巴自贸区的贸易优势。

教育服务贸易国际竞争力的评价标准与测度研究

在百年变局中的世界战略格局和国际关系格局发生重大变革的背景下,教育服务贸易依然是全球大国博弈的重点。本文分别运用国际市场占有率、贸易竞争力指数、显示性比较优势指数、净出口显示性比较优势指数、贡献率指数和MI指数等评价标准对美国、英国、澳大利亚、加拿大和我国的教育服务贸易国际竞争力进行测度。研究表明,应在考虑规模与结构的基础上,建立教育服务贸易国际竞争力的综合性评价标准。

中国内地企业赴港上市中介服务来源地选择研究

本文通过招股说明书搜集1999—2017年为中国内地企业赴港IPO提供中介服务的高级商业服务业(ABS)企业国别及服务频次数据,借鉴贸易引力模型探讨中国内地企业赴港IPO中ABS服务来源地选择的影响因素。研究发现:(1)各国的商业服务业出口比较优势、人均GDP、机场客流量、高等受教育人口比例显著正向影响了该国对中国内地提供ABS服务。(2)各国到中国内地或香港地区的文化距离、到中国香港的地理距离均显著负面影响该国对中国出口的ABS服务流量。(3)由于中国内地高级商业服务业发展基础的提升、政策支持及金融危机带来的机会,中国内地ABS企业的服务在赴港IPO中的市场份额越来越大。

全球教育数字化转型背景下“中国国家智慧教育公共服务平台(国际版)”的价值与发展

作为响应UNESCO和UNICEF“公共数字学习门户倡议”的具体行动,中国国家智慧教育公共服务平台国际版(简称“平台国际版”)是“数字共享”和“数字公共产品”的具象体现,也是打造中国数字教育国际品牌的关键拼图。该文通过价值分析、战略分析和综合对标分析,系统探讨了平台国际版的价值、诉求、优势、现状及挑战,以期提出适应性的平台优化建议。首先,平台国际版的发布与持续迭代标志着中国教育数字化战略迈向集成化、智能化、国际化的新阶段。平台国际版不仅为全球学习者建立了随时随地了解中国的新窗口,更将助力于构建数字教育资源国际传播与应用的新格局。其次,基于全球“公共数字学习门户”诉求的战略分析,平台国际版在文化传播和政务服务方面具有优势,但在资源管理、平台运营和学习支持方面存在劣势。面临市场竞争和文化适应的挑战,但同时也拥有诸多发展机遇。再次,基于与国际上典型数字学习平台的综合对标,平台国际版在可用性、包容性、有用性等方面具有提升空间。最后,为进一步服务全球学习者,平台国际版的持续优化迭代可从平台资源建设、公共服务贯通、多渠道推广和可持续发展等方面切入,有序推进平台的适应性升级,为全球数字学习生态建设贡献中国智慧。

中欧双边贸易与欧洲中文人才需求关系研究

在百年未有之大变局的时代背景下,稳定的中欧经贸关系对于维护中国乃至全球供应链稳定具有重要意义,国际中文教育应为中欧双边贸易发展提供人才支持。文章从语言经济学的角度出发,研究12个欧洲国家对华贸易结构与其中文人才需求的关系。研究发现:欧洲国家在对华出口贸易领域的中文人才需求大于其在对华进口贸易领域的中文人才需求;在对华出口贸易领域,欧洲国家的中文人才需求主要与其对华输出高端工业制成品有关;在对华进口贸易领域,欧洲国家的中文人才需求主要与对华工业制成品进口有关,与低端工业制成品进口有关的中文人才需求不稳定,但与高端工业制成品进口有关的中文人才需求较为稳定。根据上述发现,文章提出如下建议:(1)立足区域国别,推动经贸领域中文教育产品的差异化供给;(2)推进欧洲经贸领域中文教育与欧洲本土中文教学标准的融合;(3)重视欧洲华文教育的经济价值;(4)关注中文在跨国企业语言管理中的作用。
