China has been at the forefront of cultivating means of public diplomacy in their new spheres of influence as it positions itself on the global centre stage. However, the exist...Under the special background of China, the cooperative innovation between different government-industry-university-research institutes plays an increasingly important role in the agricultural field. However, the existing literature has paid little attention to it. Considering the cooperation patents, published in the agriculture field stemming from the Full-text Database of China Patents as the study object, the spatial and institutional attribute of the authors as the data source, and by combining the social network and spatial econometrics analysis, this paper analyzes the structure evolution characteristics of cooperative innovation networks of agricultural government-industry-university-research institute in the city level of China in 1985–2014, based on the triple helix theory, with the influence factors discussed. This shows that, 1) since 1985, China's agricultural innovation level has been substantially increased, but the development degree of the cooperative innovation network is low, and the patent cooperation mainly relies on authors in the same unit; 2) enterprises play a leading role in the agricultural cooperative innovation. The effect of the government and hybrid organizations driven by the government is not obvious; 3) the cooperative innovation in the province and city dominates, and a multi-pole pattern has been formed. The cooperative innovation network structure evolves from a single helix empty core and double helix multi core to a double helix hierarchical network; 4) the city's science, education funding and personnel investment are key factors determining the agricultural cooperative innovation, while the agricultural development of the city presents slight negative impacts on it. The spatial mismatch of supply and demand is present in the technical cooperative innovation of China's agriculture. Therefore, the science enhancement and education investment to big agricultural provinces should be promptly implemented.展开更多
With the frequent fluctuations of international crude oil prices and China's increasing dependence on foreign oil in recent years, the volatility of international oil prices has significantly influenced China domesti...With the frequent fluctuations of international crude oil prices and China's increasing dependence on foreign oil in recent years, the volatility of international oil prices has significantly influenced China domestic refined oil price. This paper aims to investigate the transmission and feedback mechanism between international crude oil prices and China's refined oil prices for the time span from January 2011 to November 2015 by using the Granger causality test, vector autoregression model, impulse response function and variance decomposition methods. It is demonstrated that variation of international crude oil prices can cause China domestic refined oil price to change with a weak feedback effect. Moreover, international crude oil prices and China domestic refined oil prices are affected by their lag terms in positive and negative directions in different degrees. Besides, an international crude oil price shock has a signif- icant positive impact on domestic refined oil prices while the impulse response of the international crude oil price variable to the domestic refined oil price shock is negatively insignificant. Furthermore, international crude oil prices and domestic refined oil prices have strong historical inheri- tance. According to the variance decomposition analysis, the international crude oil price is significantly affected by its own disturbance influence, and a domestic refined oil price shock has a slight impact on international crude oil price changes. The domestic refined oil price variance is mainly caused by international crude oil price disturbance, while the domestic refined oil price is slightly affected by its own disturbance. An operational ocean circulation-surface wave coupled forecasting system for the seas off China and adjacent areas(OCFS-C) is developed based on parallelized circulation and wave models. It has been in operation sin...An operational ocean circulation-surface wave coupled forecasting system for the seas off China and adjacent areas(OCFS-C) is developed based on parallelized circulation and wave models. It has been in operation since November 1, 2007. In this paper we comprehensively present the simulation and verification of the system, whose distinguishing feature is that the wave-induced mixing is coupled in the circulation model. In particular, with nested technique the resolution in the China's seas has been updated to(1/24)° from the global model with(1/2)°resolution. Besides, daily remote sensing sea surface temperature(SST) data have been assimilated into the model to generate a hot restart field for OCFS-C. Moreover, inter-comparisons between forecasting and independent observational data are performed to evaluate the effectiveness of OCFS-C in upper-ocean quantities predictions, including SST, mixed layer depth(MLD) and subsurface temperature. Except in conventional statistical metrics, non-dimensional skill scores(SS) is also used to evaluate forecast skill. Observations from buoys and Argo profiles are used for lead time and real time validations, which give a large SS value(more than 0.90). Besides, prediction skill for the seasonal variation of SST is confirmed. Comparisons of subsurface temperatures with Argo profiles data indicate that OCFS-C has low skill in predicting subsurface temperatures between 100 m and 150 m. Nevertheless, inter-comparisons of MLD reveal that the MLD from model is shallower than that from Argo profiles by about 12 m, i.e., OCFS-C is successful and steady in MLD predictions. Validation of 1-d, 2-d and 3-d forecasting SST shows that our operational ocean circulation-surface wave coupled forecasting model has reasonable accuracy in the upper ocean.展开更多

In the first period (1904-1949), English education was conducted separately in government-managed educational institutions and in institutions sponsored by church-related organizations; English education was well-knit with both general education and specialty education; and self-motivating learning was encouraged. In the second period (1950-1966), almost everything was tinted with a shady color of politics: A halt was addressed drastically to EEC (English education in China) in 1952. In the gradual recovery that started four years later, the second format was sawed and hammered, showing the following features: All non-government-mamaged institutions vanished from the stage; English was taught solely as a language or a system of verbal parts, almost deprived of all cultural loading. The third period (1978 onwards) has witnessed a barrier-free and rapid development of over three decades, resulting in the unprecedented pervasion of EECU. Yet in the third tbrmat, learners' efforts have turned wholly test-oriented, degenerating into the saddening disintegrity of learning as a process into isolated charges to the target of a test at a time; the ignorant reduction of the learning methods to "Vocabulary Booklets Plus Collections of Test Papers". In response to China's strengthening military power and capability, India, one of the most potential competitors for regional hegemony, is at a crossroads. How has India perceived China's remarkable military build-up? And, based on India's perception, how has it responded? This article argues that, relying on the logic of neorealism, India has seen China's military build-up as a significant threat to its national interest and security. This study used a calibrated multi-altimeter SWH dataset to investigate the wave climate ...Studies of offshore wave climate based on satellite altimeter significant wave height(SWH) have widespread application value. This study used a calibrated multi-altimeter SWH dataset to investigate the wave climate characteristics in the offshore areas of China. First, the SWH measurements from 28 buoys located in China's coastal seas were compared with an Ifremer calibrated altimeter SWH dataset. Although the altimeter dataset tended to slightly overestimate SWH, it was in good agreement with the in situ data in general. The correlation coefficient was 0.97 and the root-mean-square(RMS) of differences was 0.30 m. The validation results showed a slight difference in different areas. The correlation coefficient was the maximum(0.97) and the RMS difference was the minimum(0.28 m) in the area from the East China Sea to the north of the South China Sea.The correlation coefficient of approximately 0.95 was relatively low in the seas off the Changjiang(Yangtze River) Estuary. The RMS difference was the maximum(0.32 m) in the seas off the Changjiang Estuary and was0.30 m in the Bohai Sea and the Yellow Sea. Based on the above evidence, it is confirmed that the multialtimeter wave data are reliable in China's offshore areas. Then, the characteristics of the wave field, including the frequency of huge waves and the multi-year return SWH in China's offshore seas were analyzed using the23-year altimeter wave dataset. The 23-year mean SWH generally ranged from 0.6-2.2 m. The greatest SWH appeared in the southeast of the China East Sea, the Taiwan Strait and the northeast of the South China Sea.Obvious seasonal variation of SWH was found in most areas; SWH was greater in winter and autumn than in summer and spring. Extreme waves greater than 4 m in height mainly occurred in the following areas: the southeast of the East China Sea, the south of the Ryukyu Islands, the east of Taiwan-Luzon Island, and the Dongsha Islands extending to the Zhongsha Islands, and the frequency of extreme waves was 3%-6%. Extreme waves occurred most frequently in autumn and rarely in spring. The 100-year return wave height was greatest from the northwest Pacific seas extending to southeast of the Ryukyu Islands(9-12 m), and the northeast of the South China Sea and the East China Sea had the second largest wave heights(7-11 m). For inshore areas, the100-year return wave height was the greatest in the waters off the east coast of Guangdong Province and the south coast of Zhejiang Province(7-8 m), whereas it was at a minimum in the area from the Changjiang Estuary to the Bohai Sea(4-6 m). An investigation of sampling effects indicates that when using the 1°×1°grid dataset, although the combination of nine altimeters obviously enhanced the time and space coverage of sampling, the accuracy of statistical results, particularly extreme values obtained from the dataset, still suffered from undersampling problems because the time sampling percent in each 1°×1°grid cell was always less than33%.展开更多

To pursue its "harmonious society" objective without disrupting its path to development major overhauls are necessary in education, health, social security and above all in public services, particularly in electricity. China's electricity industry is at the crossroads. To meet the challenges, new models of regulation should be developed and applied. This paper examines the current state of the Chinese electricity industry and the burden it imposes on its public finances. It also reviews and critically examines the existing FIT (Europe) and RPS (USA) models of regulation and of promotion of renewable energies and advances on whether they are advantageous for China. It is argued that the electricity industry has already undergone important reforms but cross subsidies still exist, equivalent to 1.5% of China's GDP. Drastic rate rebalancing policies will create sustainability problems and a deterioration of China's public finances. To avoid such negative results, China has to further reform its electricity industry gradually and use wisely FIT-type programs to bring renewables into the grid and fulfill the Kyoto Protocol展开更多

By first adopting urban-biased policies and promoting industrialization, China has created new sources of economic growth and urban employment opportunities to absorb the surplus rural workforce. A single product cost function is normally considered inadequate and yield distorted results. Both quadratic and single product cost functions have been applied to university data from China's Ministry of Education (MOE). China's rapidly progressed economic growth leading to a dramatic increase in China's energy demand in recent years. The Middle East countries play a critical role in the international energy markets. Stable relations with the Middle East countries become increasingly important for Chinese energy security, and the continued development. The protection of these relations lies at the core of the Belt and Road Initiative. Within The Belt and Road Initiative, Chinese Middle East energy policy proceeds according to the energy cooperation framework known as "1+2+3", which seeks to build a reliable China-Arab strategic cooperative relationship based on long-term friendship. To avoid over dependence on the energy resources of the Middle East, China will also continue to search for other overseas energy sources and protect transportation channels. Despite risks and challenges associated with energy imports from the Middle East, China has cultivated strong relations with states in the region and will develop these economic ties further in the coming years.展开更多

It is very important and necessary to research on how to adapt CLT flexibly and appropriately to China's context if most Chinese English learners are to gain a good grasp of oral English, and if specialist learning is to be achieved by those who need English for business and academic purposes. Therefore this essay is structured as follows: First, analyzing the different types of English teaching methods in China and then focusing on the CLT Method. By analyzing and contrasting these English teaching methods, the need to change the current English teaching methods in China will be discovered. Finally, it explains the problems of adopting the more modem CLT Approach and gives suggestions on how it may best be adapted to the Chinese context.
文摘In the present paper, a comparison is made of the three formats in the history of EECU (English education in China's universities). In the first period (1904-1949), English education was conducted separately in government-managed educational institutions and in institutions sponsored by church-related organizations; English education was well-knit with both general education and specialty education; and self-motivating learning was encouraged. In the second period (1950-1966), almost everything was tinted with a shady color of politics: A halt was addressed drastically to EEC (English education in China) in 1952. In the gradual recovery that started four years later, the second format was sawed and hammered, showing the following features: All non-government-mamaged institutions vanished from the stage; English was taught solely as a language or a system of verbal parts, almost deprived of all cultural loading. The third period (1978 onwards) has witnessed a barrier-free and rapid development of over three decades, resulting in the unprecedented pervasion of EECU. Yet in the third tbrmat, learners' efforts have turned wholly test-oriented, degenerating into the saddening disintegrity of learning as a process into isolated charges to the target of a test at a time; the ignorant reduction of the learning methods to "Vocabulary Booklets Plus Collections of Test Papers". Such a comparison not only provides a multi-dimensional perspective of EECU and a better understanding of it, but also offers some important experiences and lessons for the search of an effective solution to the pervasive problem of"Time-Consumingness and Low-Efficiency".
文摘Since the 1990s, the rise of China has become realized. China has shown dramatic economic, and expanded its political influences at both regional and international levels. More importantly, it has accelerated its military build-up since the 1990s, and widened a gap between military capabilities of China and those of neighboring countries. In response to China's strengthening military power and capability, India, one of the most potential competitors for regional hegemony, is at a crossroads. How has India perceived China's remarkable military build-up? And, based on India's perception, how has it responded? This article argues that, relying on the logic of neorealism, India has seen China's military build-up as a significant threat to its national interest and security. After exploring India's strategies in response to China's strengthening military power, empirical analysis reveals that, facing a threat from China's growing military power, India's response could be characterized as internal and external balancing against China.

文摘Studies of offshore wave climate based on satellite altimeter significant wave height(SWH) have widespread application value. This study used a calibrated multi-altimeter SWH dataset to investigate the wave climate characteristics in the offshore areas of China. First, the SWH measurements from 28 buoys located in China's coastal seas were compared with an Ifremer calibrated altimeter SWH dataset. Although the altimeter dataset tended to slightly overestimate SWH, it was in good agreement with the in situ data in general. The correlation coefficient was 0.97 and the root-mean-square(RMS) of differences was 0.30 m. The validation results showed a slight difference in different areas. The correlation coefficient was the maximum(0.97) and the RMS difference was the minimum(0.28 m) in the area from the East China Sea to the north of the South China Sea.The correlation coefficient of approximately 0.95 was relatively low in the seas off the Changjiang(Yangtze River) Estuary. The RMS difference was the maximum(0.32 m) in the seas off the Changjiang Estuary and was0.30 m in the Bohai Sea and the Yellow Sea. Based on the above evidence, it is confirmed that the multialtimeter wave data are reliable in China's offshore areas. Then, the characteristics of the wave field, including the frequency of huge waves and the multi-year return SWH in China's offshore seas were analyzed using the23-year altimeter wave dataset. The 23-year mean SWH generally ranged from 0.6-2.2 m. The greatest SWH appeared in the southeast of the China East Sea, the Taiwan Strait and the northeast of the South China Sea.Obvious seasonal variation of SWH was found in most areas; SWH was greater in winter and autumn than in summer and spring. Extreme waves greater than 4 m in height mainly occurred in the following areas: the southeast of the East China Sea, the south of the Ryukyu Islands, the east of Taiwan-Luzon Island, and the Dongsha Islands extending to the Zhongsha Islands, and the frequency of extreme waves was 3%-6%. Extreme waves occurred most frequently in autumn and rarely in spring. The 100-year return wave height was greatest from the northwest Pacific seas extending to southeast of the Ryukyu Islands(9-12 m), and the northeast of the South China Sea and the East China Sea had the second largest wave heights(7-11 m). For inshore areas, the100-year return wave height was the greatest in the waters off the east coast of Guangdong Province and the south coast of Zhejiang Province(7-8 m), whereas it was at a minimum in the area from the Changjiang Estuary to the Bohai Sea(4-6 m). An investigation of sampling effects indicates that when using the 1°×1°grid dataset, although the combination of nine altimeters obviously enhanced the time and space coverage of sampling, the accuracy of statistical results, particularly extreme values obtained from the dataset, still suffered from undersampling problems because the time sampling percent in each 1°×1°grid cell was always less than33%.
文摘China is facing important challenges stemming from increasing rates of urbanization and aging population. To pursue its "harmonious society" objective without disrupting its path to development major overhauls are necessary in education, health, social security and above all in public services, particularly in electricity. China's electricity industry is at the crossroads. To meet the challenges, new models of regulation should be developed and applied. This paper examines the current state of the Chinese electricity industry and the burden it imposes on its public finances. It also reviews and critically examines the existing FIT (Europe) and RPS (USA) models of regulation and of promotion of renewable energies and advances on whether they are advantageous for China. It is argued that the electricity industry has already undergone important reforms but cross subsidies still exist, equivalent to 1.5% of China's GDP. Drastic rate rebalancing policies will create sustainability problems and a deterioration of China's public finances. To avoid such negative results, China has to further reform its electricity industry gradually and use wisely FIT-type programs to bring renewables into the grid and fulfill the Kyoto Protocol

The first is the reform of economic system, the second is the change in the pattern of economic growth, and the third is the adjustment of economic structure. Government is the leading force of China's economic transformation, and repeated reform of government institutions has brought about some changes to government functions. But problems are obvious that lag changes of government functions have become an obstacle in China's economic transformation. This article describes the historical evolution and the reality of China's economic transformation, and analyzes the main reasons of lag changes in government functions, and reveals that the transformation of government functions is the key for successful transformation of China's economy.

文摘As the biggest developing country in the Group of Twenty (G20), China has consistently supported measures to stimulate world economic recovery, called for reform of the international financial system and substantial assistance to developing countries, and opposed protectionism in all forms. Given the stagnation of the G20 process in recent years, China has focused on the Development Agenda in the G20 framework and, in particular, promoted the importance of infrastructure in global economic growth, an area that intersects with development, investment, employment, and assistance to developing countries. By combining her own economic advantage with the great demand for infrastructure financing in the developing world, China expects to help developing countries build their own capacity in economic growth and at the same time provide greater leadership in narrowing the deficit in global economic governance.
文摘This paper makes an appraisal of the successful experience of China, a country with the largest agricultural population in the world, in the reduction of rural poverty. We conclude that it is an indispensible strategy to give priority to the development of urban sectors to promote economic growth and reduce rural poverty, and that the development of low value-added agriculture yields few, if any, benefits in decreasing rural poverty. By first adopting urban-biased policies and promoting industrialization, China has created new sources of economic growth and urban employment opportunities to absorb the surplus rural workforce. Entering labor-intensive industrial sectors for higher incomes has thus become a critical avenue for the rural poor to benefit from economic growth and escape poverty.
文摘Many studies exist in the literature of scale and scope economies in institutions of higher education employing multi-product cost functions of quadratic, constant elasticity substitution (CES), or hybrid translog form. A single product cost function is normally considered inadequate and yield distorted results. Both quadratic and single product cost functions have been applied to university data from China's Ministry of Education (MOE). This study compares those two methods and their statistical results and finds that ray economies of scale from these two cost functions are quite similar though the single product cost function which can not be used to calculate product-specific economies of scale or economies of scope.
文摘The paper analyses the roots of the Belt and Road Initiative as well as China's Middle East Energy Policy in an age of great transformation. China's rapidly progressed economic growth leading to a dramatic increase in China's energy demand in recent years. The Middle East countries play a critical role in the international energy markets. Stable relations with the Middle East countries become increasingly important for Chinese energy security, and the continued development. The protection of these relations lies at the core of the Belt and Road Initiative. Within The Belt and Road Initiative, Chinese Middle East energy policy proceeds according to the energy cooperation framework known as "1+2+3", which seeks to build a reliable China-Arab strategic cooperative relationship based on long-term friendship. To avoid over dependence on the energy resources of the Middle East, China will also continue to search for other overseas energy sources and protect transportation channels. Despite risks and challenges associated with energy imports from the Middle East, China has cultivated strong relations with states in the region and will develop these economic ties further in the coming years.

China and the countries along the Belt and Road continue to promote cooperation, actively use the existing bilateral and multilateral cooperation mechanisms to promote the regional and inter-regional energy cooperation. Countries along the Belt and Road are rich in oil and gas resources; their demand on the diversification of export meet with the diversification demand on imports of consumption countries; and their oil refining and chemical technology as well as construction capacity is weak, which provides a lot of new opportunities in cooperation for Chinese enterprises. However, the energy cooperation of Chinese enterprises are also facing some challenges in the complex environment of energy cooperation, the interference of big powers, non-traditional security threats, and energy policy factors. Finally, the paper puts forward the strategic thinking of China's international energy cooperation under the new situation.
