百年未有之大变局、新冠肺炎疫情大流行和俄乌冲突三者叠加影响,使得本已受到严重挑战的全球多边治理机制的合法性和权威更是遭受冲击,全球治理责任赤字、能力赤字、合法性赤字增加。作为一个新兴大国,中国应积极参与和引领全球治理。中国具备了一定的实力基础,外交理念契合人类对世界持久和平和普遍发展的价值追求,同时国际合作实践引领塑造了新型全球治理。中国引领全球治理,需要稳定与世界的关系,为国际社会多做贡献并促进自身稳定发展。中国引领全球治理有其必然性。这是中国的大国地位需求,是中国的大国责任使然,是中国的大国利益决定,也是中国的大国理想追求。

基于SPAN系统的中国国债期货保证金水平研究

本文基于我国国债期货真实数据,依据SPAN保证金分析系统的方法,采用GARCH-VaR建模,给出了合理设置我国国债期货保证金水平的规范性分析。实证结果表明,我国国债期货合约所需保证金应在0.6%左右,低于现行最低交易保证金2%的要求,长期而言应降低保证金水平,提高投资者资金利用效率。

“一带一路”背景下中国参与全球卫生治理机制研究

由于当前全球卫生治理存在国际法缺位、世卫组织领导不彰、公共产品供给不足等困境,导致全球卫生治理体系难以有效运行,不足以应对全球范围内频频发生的公共卫生危机。而人类命运共同体理念可作为全球卫生治理的思想基础,全球卫生治理亦是构建人类命运共同体的具体实践.中国具备国内卫生治理和参与国际卫生援助的实践的成功经验。因此,在当前“一带一路”背景下,中国在全球卫生治理方面也应有更大的作为和担当。在实现路径上,可通过完善对外卫生援助制度、与其他治理主体规范合作、完善全球卫生法律制度、合理分配区域公共卫生资源等方式积极参与全球卫生治理。
