Evolution and Governance of the Structure of Marine Economic Networks in China’s Coastal Areas: Based on Sea-related A-share Listed Companies

Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.

Entrepreneurial Spirit for China in the New Era and Strategies for Cultivation

What type of entrepreneurial spirit is needed for China’s new era,and how can we unlock its innovation potential?Answers to these questions will unleash vital forces to drive China’s high-quality economic development.After reviewing the theories,dimensions,features,and limitations of the entrepreneurial spirit in the Western context,we concluded that the entrepreneurial spirit in China’s new era,which is characterized by patriotism,innovation,trustworthiness,adherence to the law,fulfillment of social responsibilities,and a global horizon,has overcome the limitations that come with self-interested entrepreneurship in the context of Western economics.This is a major step forward in the development of theories on entrepreneurial spirit.In the development context of the new era,this paper argues that the entrepreneurial spirit should become an important force at the individual level to implement the new development concept,foster the new development paradigm,and promote high-quality development in the new stage.This paper provides answers to the question of what type of entrepreneurial spirit China’s new era requires.Finally,this paper presents basic strategies for cultivating entrepreneurial spirit in the context of China’s new era,emphasizing the importance to promote the healthy growth of young entrepreneurs,ensure their business autonomy,develop a multi-tiered capital market,implement the factor market reforms,improve the business climate,and accelerate the digital transition.

The Dilemma and Way Out of China’s Participation in the Development of Marine Genetic Resources in ABNJ from the Perspective of BBNJ

The fifth intergovernmental negotiations on marine BBNJ(Biodiversity beyond Areas of National Jurisdiction)concluded in August 2022,in which there are still major differences regarding access to marine genetic resources,management,and technology transfer.China’s participation in the development of marine genetic resources in ABNJ(areas beyond national jurisdiction)has many dilemmas,which are linked to the difficulties faced in advancing the BBNJ negotiations.The following countermeasures are proposed at the institutional and practical levels respectively:clarifying the legal attributes and applicability of the principles of marine genetic resources;establishing mechanisms for access,management,environmental impact assessment and benefit sharing of marine genetic resources;and using the“Blue Partnership”to build a governance mechanism for marine genetic resources to achieve mutual benefits.

Current Situation,Problems and Development Strategies of Marine Ecological Civilization Demonstration Areas in China

Based on analysis of current situation of national marine ecological civilization demonstration areas in China, problems were discussed from aspects of shoreline development, marine disaster waming, marine pollution, etc. Afterwards, some development strategies were proposed to provide references for construction of marine ecological civilization demonstration areas in China, thereby promoting overall construction of marine ecological civilization in China.

Exploration Potential of Marine Source Rocks Oil-Gas Reservoirs in China

So far, more than 150 marine oil-gas fields have been found onshore and offshore about 350. The marine source rocks are mainly Paleozoic and Mesozoic onshore whereas Tertiary offshore. Three genetic categories of oil-gas reservoirs have been defined for the marine reservoirs in China： primary reservoirs, secondary reservoirs and hydrocarbon-regeneration reservoirs. And three exploration prospects have also been suggested： （1） Primary reservoirs prospects, which are chiefly distributed in many Tertiary basins of the South China Sea （SCS）, the Tertiary shelf basins of the East China Sea （ECS） and the Paleozoic of Tarim basin, Sichuan basin and Ordos basin. To explore large-middle-scale even giant oil-gas fields should chiefly be considered in this category reservoirs. These basins are the most hopeful areas to explore marine oil-gas fields in China, among which especially many Tertiary basins of the SCS should be strengthened to explore. （2） Secondary reservoirs prospects, which are mainly distributed in the Paleozoic and Mesozoic of the Tarim basin, Sichuan basin, Qiangtang basin and Chuxiong basin in western China, of which exploration potential is less than that of the primary reservoirs. （3） Hydrocarbon-regeneration reservoirs prospects, which are chiefly distributed in the Bohai Bay basin, North Jiangsu-South Yellow Sea basin, southern North China basin, Jianghan basin, South Poyang basin in eastern China and the Tarim basin in western China, of which source rocks are generally the Paleozoic. And the reservoirs formed by late-stage （always Cenozoic） secondary hydrocarbon generation of the Paleozoic source rocks should mainly be considered to explore, among which middle-small and small oil-gas fields are the chief exploration targets. As a result of higher thermal evolution of Paleozoic and Mesozoic source rocks, the marine reservoirs onshore are mainly gas fields, and so far marine oil fields have only been found in the Tarim basin. No other than establishing corresponding marine oil-gas exploration and development strategy and policy, sufficiently enhancing cognition to the particularity and complexity of China＇s marine petroleum geology, and applying new thoughts, new theories and new technologies, at the same time tackling some key technologies, it is possible to fast and effectually exploit and utilize the potential huge marine oil-gas resources of China.

Since confidence is fading and anxiety is increasing in the US,America’s China policy has become more radical. In the short term, the US has the upper hand and China is in a relatively passive position. In the medium-and long-term, there will be more balance between them. This current strategic gambling between China and the US will be the major issue of international politics in the first half of the 21 st century and the most prominent external challenge China faces. China needs to make strategic adjustments but the gamble may be worthwhile in correcting imbalance in the international order and in the co-evolution of the two countries.

Since the 2008 international financial crisis, international political and economic disorder has become obvious. Major reasons are the decline of US-led Western developed economies' global influence; US and other Western countries inaction or ineffective actions; power diffusion allowing non-state actors to intervene; a global governance short of needed rules; and mainstream economic theory's overemphasis on market roles.
