From the angel of project, it is assumed that alliance members work together to process a project with equipment, labor force and capital. The greatest output of project could be forecasted. Afterwards, on the basis of constructing utility function of profit, resources constraint, resources input risk, synthetically utility function is obtained. With above work, the neural network model is established under the condition of many cooperative members.
