Does Industry-University-Research Cooperation Matter? An Analysis of Its Coupling Effect on Regional Innovation and Economic Development

The dislocation between regional innovation and economic development directly influences the economic effect of regional innovation. However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth.

EFFECTIVENESS OF REGIONAL TOURISM INTEGRATION—Case of Quadrangle Economic Cooperation Zone in Great Mekong Region

The Quadrangle Economic Cooperation Zone in Great Mekong Region, where the Golden Triangle is located, is composed with the border areas of China,Laos, Thailand and Myanmar. The poorest and inaccessible remote Golden Triangle now faces the opportunity to develop and participate in the global economic system. Not only has the traditional border tourism between two countries in this region been growing rapidly and various tourism products cross the regions also have been developed. The article attempts to explore the multiplier effects of tourism on regional cooperation. These consequences of tourism cooperation take effect through the infrastructure improvement, facilitation of the free movement, improvement of communication and promotion of the alternative economy. The study also points out the unexpected negative consequences to limit its role as a regional cooperative engine due to the lack of consideration of the dual economic and social structure in tourism development. The special attention should be drawn to consider the limited benefits for the marginalized community, the high transaction of the social costs related with the drug tourism and sex tourism. The paper calls for more rigorous cooperative regional plans and policies to the complexity of tourism development in this region.

Economic cooperation is an important foundation and development area for the Shanghai Cooperation Organization(SCO).Over the past 17 years,the SCO has made significant progress in regional economic cooperation,but it has also encountered many specific difficulties.The expansion of the SCO membership in 2017 brought opportunities to regional economic cooperation.Standing at this new historic starting point,the SCO should make full use of various favorable conditions,work hard to overcome the negative influence of internal and external unfavorable factors,strengthen solidarity and cooperation,solve problems that hinder development,and promote a new level of economic cooperation.

Investigation on the Regional Branding Mode of Modern Agriculture in Guanzhong-Tianshui Economic Zone——From the Perspective of Country-of-origin Image

The theory of the country-of-origin image is discussed and the natural relations between county-of-origin image and the regional brand are explored.The paper points out that the dispersion of agriculture has intensified the natural relations to a large extent.The paper probes into the branding status of agriculture in Guanzhong-Tianshui economic zone and points out the problems of it.In the first place,the agricultural industrial system is complete but there is no unified agricultural regional brand;in the second place,the weak awareness on protecting brand leads to the irrational behaviors on damaging brand.From the perspective of the image of the country of origin,the branding mode of agriculture is established and the countermeasures on improving the competitiveness of agricultural products are put forward.Firstly,the leading role of the government should be fully displayed;secondly,the image protection of original production place and regional brand promotion of the agricultural region should be intensified;thirdly,the functions of local pillar industries in protecting image and regional branding should be fully made use of.

The year 2021 marks the 30th anniversary of the dissolution of the Soviet Union and Russia’s transition from a planned to a market economy.It is also the 25th anniversary of the announcement of a strategic partnership of cooperation between China and Russia and the 20th anniversary of the signing of the China-Russia Treaty of Good Neighborliness and Friendly Cooperation.Therefore,2021 is especially important both in terms of the development of contemporary Russia and the evolution of China-Russia relations.As the transitional economy of a great power,the Russian economy has distinctive characteristics;analysis of its economic transition and development over the past thirty years since the collapse of the Soviet Union,and especially in the period since Putin took office,is of immediate significance for observing the development of the Russian economy.At present,the profound changes the world is undergoing and alterations in the external environment present increasing uncertainties and obstacles to China-Russia economic and trade cooperation.This paper introduces the present state of China-Russia economic and trade cooperation and analyzes the new challenges and opportunities for future bilateral cooperation.

“一带一路”的区域经济合作与自由贸易区战略

人类命运共同体视域下的东北亚经济共同体构建

从实践来看,东北亚各国经济互补,无论是制度合作还是功能合作,都具备一定基础,但总体而言,东北亚地区共同的整体性合作平台缺失。面对全球变局,东北亚亟待在人类命运共同体视域下增进构建“经济共同体”的区域共识,整合并完善既有合作机制,形成区域合力,共同应对外部不利环境的冲击,同时还应依托数字经济等积极因素,激发地区经济发展活力,共同谋求经济复苏与增长。未来基于人类命运共同体视域构建东北亚经济共同体,应该以凝聚“区域共生”理念为基础,通过制度合作、功能合作、地方合作、应急合作的“四重叠加”,打造面向未来的东北亚经济区,具体包括:基于经济链接,凝聚形成东北亚“区域共生”理念;加强“区域意识”,推动东北亚各国的集体认同;深化多层次合作,夯实东北亚经济区建设根基;强化国家发展战略对接,逐步推进东北亚经济区建设。

中日韩自贸区建设实施路径研究

RCEP的签署对中日韩三国自由贸易区的建设和发展起到了助推作用。扩大了三国贸易额度和范围,全面地把三国优势和资源进行整合,促进双边关系共同发展,接下来应当聚焦日韩以及中日韩自贸区建设,避免中日韩三国贸易合作边缘化情况发生。在当前区域经济一体化的发展形势下,三国当前要深化区域合作,积极推动彼此之间贸易关系深入发展。妥善应对贸易问题和政治问题,纯粹从经济角度推进贸易互补,深度挖掘多方能力,在环境保护、金融、文化、以及知识产权等方面开展务实合作,并促进双边贸易关系走上新台阶。
