Present Situation and Thinking of the Evaluation and Management of Biomedical Projects in Shenzhen Industrial Park of Shenzhen-Hong Kong Cooperation Zone

Objective To put forward some suggestions for the improvement of the evaluation system of Shenzhen Industrial Park of Shenzhen-Hong Kong Innovation Cooperation Zone by studying the scientific research project evaluation and management system of Japan Agency for Medical Research and Development(AMED).Methods Through literature review,lessons were drawn from the review and management policies and methods of biomedical projects implemented by Japan AMED.Then some reference was provided to the review and management of the projects in Shenzhen Industrial Park.Results and Conclusion A basic review framework has been set up in Shenzhen Industrial Park,which consists of scientific research management institution of Shenzhen Industrial Park,Third-Party Review Institution and Science Committee.However,there are three problems in this system:unclear selection criteria of review experts,insufficient supervision and lack of project evaluation standards.These problems can be solved by establishing an expert think tank,setting up graded project supervisors to have the dynamic monitoring,and developing a general evaluation scale for evaluating scientific research projects in Shenzhen Industrial Park.

EFFECTIVENESS OF REGIONAL TOURISM INTEGRATION—Case of Quadrangle Economic Cooperation Zone in Great Mekong Region

The Quadrangle Economic Cooperation Zone in Great Mekong Region, where the Golden Triangle is located, is composed with the border areas of China, Laos, Thailand and Myanmar. The poorest and inaccessible remote Golden Triangle now faces the opportunity to develop and participate in the global economic system. Not only has the traditional border tourism between two countries in this region been growing rapidly and various tourism products cross the regions also have been developed. The article attempts to explore the multiplier effects of tourism on regional cooperation. These consequences of tourism cooperation take effect through the infrastructure improvement, facilitation of the flee movement, improvement of communication and promotion of the alternative economy. The study also points out the unexpected negative consequences to limit its role as a regional cooperative engine due to the lack of consideration of the dual economic and social structure in tourism development. The special attention should be drawn to consider the limited benefits for the marginalized community, the high transaction of the social costs related with the drug tourism and sex tourism. The paper calls for more rigorous cooperative regional plans and policies to the complexity of tourism development in this region.

REGIONAL TOURISM COOPERATION IN TRIANGLE ZONE OF LIAONING PROVINCE

Strengthening the regional tourism cooperation is the requirement of both tourism development and tourist competition drive. On the one hand, resources, products, market and infrastructure in tourism are characteristics of half-public goods, which are the externalities. On the other hand, tourism competition has evolved from individual scenic spot, or finn competition to regional competition, which also requires urgent regional tourism cooperation. In recent years, the regional economic cooperation has been becoming popular in the world. The triangle tourism zone of Liaoning Province, constituted by Shenyang, Dalian and Dandong, is the core region of Liaoning tourism system. This regional tourism cooperation has been raised for a long time, but has not made substantial progress as yet. In recent years, the strategic cooperation among them has been becoming urgent, along with the change of tourism competition models, as well as the desire for building a Northeast Asia tourist economy circle. Based on literature, this paper establishes a conceptual frame of regional tourism cooperation and applies it in the analysis of the strategic tourism cooperation of Liaoning Province＇s golden triangle zone. This paper firstly examines both qualifications and motives concerning with cooperation among the three cities, and believes that the biggest difficulties involve traditional ideas, administrative institutions, communications, economic performances, time constraints, and more overlap among their tourist markets. Then this paper continues to construct a cooperating mechanism, including participant arrangements, construction of operating mechanism and construction of assisting mechanism. At last, this paper proposes approaches to the strategic cooperation such as introducing Xiuyan County, strategic integration and developing differentiated and complemented tourism products.

A Multi-UCAV cooperative occupation method based on weapon engagement zones for beyond-visual-range air combat

Recent advances in on-board radar and missile capabilities,combined with individual payload limitations,have led to increased interest in the use of unmanned combat aerial vehicles(UCAVs)for cooperative occupation during beyond-visual-range(BVR)air combat.However,prior research on occupational decision-making in BVR air combat has mostly been limited to one-on-one scenarios.As such,this study presents a practical cooperative occupation decision-making methodology for use with multiple UCAVs.The weapon engagement zone(WEZ)and combat geometry were first used to develop an advantage function for situational assessment of one-on-one engagement.An encircling advantage function was then designed to represent the cooperation of UCAVs,thereby establishing a cooperative occupation model.The corresponding objective function was derived from the one-on-one engagement advantage function and the encircling advantage function.The resulting model exhibited similarities to a mixed-integer nonlinear programming(MINLP)problem.As such,an improved discrete particle swarm optimization(DPSO)algorithm was used to identify a solution.The occupation process was then converted into a formation switching task as part of the cooperative occupation model.A series of simulations were conducted to verify occupational solutions in varying situations,including two-on-two engagement.Simulated results showed these solutions varied with initial conditions and weighting coefficients.This occupation process,based on formation switching,effectively demonstrates the viability of the proposed technique.These cooperative occupation results could provide a theoretical framework for subsequent research in cooperative BVR air combat.

“一带一路”沿线境外经贸合作区对东道国经济增长的影响及机制研究

境外经贸合作区是共建“一带一路”倡议的重要承接点,也是推动我国企业高质量“走出去”的重要平台,如何评估合作区建设对考察我国“一带一路”倡议成效与境外经贸合作区的实践效果具有重要参考价值。基于60个“一带一路”沿线国家的样本数据,通过渐进性双重差分法,可对境外经贸合作区对东道国经济增长的影响和内在机制进行实证分析,并对东道国经济特征和合作区类型进行异质性分析。研究结果表明:第一,境外经贸合作区的建立可以显著促进东道国的经济增长。其中,外商投资流入和贸易规模发挥了部分中介作用。第二,境外经贸合作区在促进东道国的经济增长方面具有异质性,对收入水平较低、营商制度较差的国家具有更强的经济助推作用。

黑龙江与俄远东地区对外经贸合作现状分析

黑龙江省与俄罗斯远东地区开展经贸合作有着天然的区位优势,目前两地的对外经贸合作现状呈现经贸合作依赖于中俄两国政府推动、主要以一般贸易和边境小额贸易方式为主、双方投资合作进程缓慢等特点;可以通过建立沟通机制、加强俄语经贸人才的培养等措施,以进一步加强两地经贸的合作。

禁飞区约束的CSTBC无人机中继通信系统航迹优化

中继无人机的飞行路径对无人机中继通信系统的链路传输可靠性具有重要影响。为提高无人机中继通信系统链路传输的可靠性,提出协作空时分组编码(CSTBC)无人机中继通信方案,并以链路中断概率最小化准则为基础,提出中继无人机的航迹优化方法;理论分析给出系统遍历容量和分集增益;为保障中继无人机飞行安全,并获取信道的分集增益,提出无人机禁飞区规避方法。结果表明:协作空时分组编码无人机中继通信系统可充分获取信道的分集增益,改善无人机中继通信系统链路传输的可靠性。

中国境外经贸合作区规划编制体系研究--基于全生命周期的视角

中国境外经贸合作区是落实“一带一路”倡议的重要载体,在积极稳健的发展态势之下,合作区“走出去”也存在一定的不足,既有所在国投资环境方面的,也有我国顶层设计方面的,当然还有合作区自身存在的问题。为了合作区更好地“走出去”,亟待完善顶层设计,明确合作区重点发展区域、产业方向和配套政策,制定合作区规划标准,发挥顶层设计的统筹、引领、前瞻的作用。文章从全生命周期视角,基于合作区不同阶段的问题,探讨了探索合作区规划编制体系的必要性;针对不同阶段的主要矛盾、作用对象,提出了合作区从诞生到深度开发过程中,前期研究类、总体指导类、空间建设类和阶段评估类4种类型规划所组成的规划体系,明确了规划的内容、达到的目的,从而前置性地解决相应问题,降低合作区“走出去”风险,提升合作开发效率。

中越德天(板约)瀑布跨境旅游合作区建设:经验、问题与对策

为进一步提高边境地区的对外开放水平,我国积极探索建立跨境旅游合作区。中越德天(板约)瀑布跨境旅游合作区经多年建设,成功试运营并积累了一定的建设经验,包括建立境内外协调工作机制、创新非口岸边境旅游模式、便利化游客的通关程序、构建合作区安全旅游环境、提升旅游服务质量及建立跨境旅游合作友城关系等。然而,该合作区仍存在相关的发展问题。基于此,文章提出创新跨境旅游合作区的支持政策、加强基础设施建设、丰富高品质的旅游业态和线路、提升旅游市场营销能力、加强文旅人才队伍建设及持续强化旅游安全保障等推进对策,以加快推动中越跨境旅游的发展,为国内其他区域的跨境旅游合作区建设提供有价值的参考和经验。

跨境合作区的尺度重构与空间响应--以横琴为例

基于尺度重构理论,搭建尺度重构对空间影响的分析框架,并以横琴为例,从领域空间、制度建构、治理结构多维度协同入手,分析尺度重构不同阶段对空间的影响,探讨尺度不协调带来的空间治理问题以及尺度再重构下横琴空间规划响应的重点。研究认为,横琴空间演化的实质是通过尺度重构的渐进式调整、治理机制的优化来实现国家战略意图。在横琴新区建设时期,其多维度尺度关系相对复杂,存在领域空间模糊化、制度空间配置失衡、治理机制失效等问题;在横琴粤澳深度合作区建设时期,尺度再次上移,对领域空间、制度建构、治理结构进行了系统调整,尝试修正“尺度陷阱”问题。因此,在新一轮尺度重构下,横琴规划应当坚持制度设计的初心,创新空间标准,创建跨界包容共享的优质生活与就业场景,探索构建多元融合的“社会特区”。

“一带一路”中国海外园区研究:进展、挑战与展望

中国海外自由经济区(境外经贸合作区、海外园区)是中国“一带一路”建设的空间载体和对外投资新模式,不仅促进了中国的产业转型与全球产业链重构,也促进了共建“一带一路”国家技术进步以及工业化与城镇化进程。有关海外园区的研究日益受到学术界关注并取得较大进展,但有关其发展演化、面临挑战和未来研究方向仍缺少系统性研究与探讨。作者基于中国知网(CNKI)、科学网(WOS)以及相关国际组织的研究,对共建“一带一路”国家海外园区研究文献进行了系统梳理与回顾。结果表明,现有海外园区的研究主要包括基于类型与案例视角的归纳综合研究、基于文化和制度变迁视角的演绎研究、基于国际贸易和区域经济视角的经济效应研究、基于城市规划视角的规划融合研究以及国外学者和国际经济政治研究与评价。尽管研究内容多样,进展显著,相关研究仍存在中国海外园区建设和发展的理论与机制探索、可持续发展以及如何应对国外学者的关注和质疑等问题。未来海外园区研究应拓宽海外园区研究视角,拓展国内外合作渠道与网络,完善理论框架构建与案例研究,总结归纳出适用于不同地理、社会经济和文化条件下的海外研究一般性结论,服务“一带一路”海外园区高质量发展。

新发展格局下湘赣边区域合作示范区建设成效、现实困境与优化路径

近年来,湘赣边区域合作示范区不断深化拓展合作领域,在合作机制、产业协同、文化旅游、政务服务、生态环境等领域都有不同程度的合作,取得显著成效,但也存在着各县(市、区)经济发展非均衡性扩大、现代产业体系不健全、高科技产业布局偏少、优秀人才流失现象比较严重、跨区域合作机制有待完善等现实困境。未来,应抓住湘赣边区域合作上升为国家战略的契机,推动现代产业集群发展;建立多个区域性中心城市,缩小城市发展差距;持续强化人才引育和服务力度,为湘赣边区域合作提供坚强人才支撑;推进跨区域合作制度和标准对接,推动多领域、多层次的合作共建,最终实现从省际边界区合作共识到合作共建的“湘赣边模式”新跨越。

论横琴粤澳深度合作区规则衔接的示范法路径:以合同法为例

从粤港澳大湾区到横琴粤澳深度合作区,在“一国两制”原则下构建统一营商环境的过程中,民商事法律制度及规则的衔接已经成为区域经济一体化发展的现实需求和必然趋势。在践行法律衔接的过程中,除了灵活使用冲突法规则、加强跨境司法合作等方式外,通过起草示范法来推进不同法域间民商事规则的趋同对国家区域法治的发展具有长远的意义。本文以合同法领域为例,通过梳理、比较及归纳内地与澳门特别行政区法律制度中的“同类项”,探索通过示范法路径实现琴澳民商事规则衔接的可能性。
