Viewing Chinese modernization and Its Requirements for Human Rights Protection from the Perspective of Human Development

Modernization,as a specific stage in the historical development of human society,possesses a multi-layered composite structure,with each layer playing both a promoting and inhibiting role in human development and dignity simultaneously.Chinese modernization is a strategic choice made based on lessons learned from various experiences of modernization processes in other countries,reflecting judgments on the benefits and choices on the values of human development and dignity in modernization.It values the promotion of the free and well-rounded development of all individuals as its standard,demanding the full realization of the positive effects of modernization on human development and the overcoming of its negative effects.Human rights,aiming to promote the free and well-rounded development of every person as the ultimate value goal,are not only an intrinsic structural element of the modernization stage but also a social normative tool that restrains the direction of modernization development,aligning closely with the values pursued by Chinese modernization.Chinese modernization poses dual requirements for human rights protection:on the one hand,it demands the affirmation and promotion of the positive effects of modernization on human development and dignity through human rights standards,and on the other hand,it requires the prevention and mitigation of the negative effects of modernization on human development and dignity through human rights standards.There exists a certain tension between these two dimensions,necessitating an appropriate balance and thereby presenting corresponding requirements for China’s approach to human rights protection.

Pioneering a New Realm of Human Rights Civilization in the Chinese Path to Modernization——An Overview of the Symposium on“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

Chinese Education Modernization:A Case Study on Ideological and Political Theories Teaching in All Courses with Organic Integration of Cultural Literacy and Political Education

Chinese education modernization is integral to Chinese modernization,and is of leading significance to the further advancement of Chinese modernization and the great rejuvenation of the Chinese nation.In this paper,taking ideological and political theories teaching in all courses as an example,an attempt is made to organically integrate cultural literacy and political education under the vision of Chinese education modernization,and“gathers knowledge heritage in the dissemination of value and leads the values in the dissemination of knowledge,”thereby training students into highcaliber talents with good and all-round moral,intellectual,physical,aesthetical,and labor grounding.

The Practical Enlightenment of Chinese Modernization to the Modernization of Ideological and Political Education in Universities

The report approved on The 20th National Congress of The Communist Party of China (CPC) explained deep meaning of Chinese modernization, which provided practical enlightenment and value guidance for the modernization of ideological and political education in universities. The five distinctive characteristics of Chinese modernization, including “huge population”,“common prosperity for all”, “harmony between material and spiritual civilization”, “harmony between humanity and nature”, “following the path of peaceful development”, guided universities to build a more targeted ideological and political education system. In this way, universities can cultivate more talents for modernization cause.

The Institutional Framework of Common Prosperity in the Process of Chinese Modernization

The report to the 20th CPC National Congress makes it clear that achieving common prosperity for all is an essential requirement of Chinese modernization,and that China has come to a historical period when concrete measures can be taken to promote common prosperity with a well-researched and effective system.In the new journey of Chinese modernization,we must correctly understand productive forces and production relations,properly handle the relation between efficiency and fairness,and promote common prosperity with sound systems.Therefore,efforts must be made to create an institutional framework of common prosperity that involves three pillars—socialism with Chinese characteristics as the fundamental system,improving the efficiency and vitality of productive forces as the basic system,and preserving fairness and adjusting productive relations and income distribution as the foundational system.To succeed,we must do the following three things.First,we should uphold the system where the Party leads the country,and all our work and the people run the country.Second,we should improve the basic economic system in which public ownership is the mainstay,the high-level socialist market economy,related systems,to promote high-quality economic development,and auxiliary systems to realize common prosperity with the digital economy.Third,we should perfect the institutional arrangements related to primary,secondary,and tertiary income distribution.

Research on the Chinese Path to Modernization in History,Key Topics,and Outlook:A Cite Space-based Bibliometric Analysis

In the speech delivered at the centenary celebration of the Communist Party of China(CPC),Xi Jinping,general secretary of the Communist Party of China(CPC)Central Committee,made important remarks on the“Chinese path to modernization.”This term represents the latest achievement China has scored in adapting Marxism to the Chinese context and the needs of the times.It has set the course as China embarks on a new journey of building a strong socialist country with Chinese characteristics and achieving national rejuvenation.Drawing on CiteSpace,we conducted a visualized bibliometric analysis of literature on the Chinese path to modernization by searching the CNKI database using subject terms such as“Chinese modernization,Chinese path to modernization,and Chinese-style modernization.”The findings reveal that:(a)Research on the Chinese path to modernization has gone through three stages:initial establishment,pioneering exploration,and comprehensive in-depth development.(b)Existing literature has covered the four key topics associated with the Chinese path to modernization,namely its essence,goal,methodology,and pioneering achievements.(c)Future research may focus on building up China’s strength in agriculture,developing the digital economy,modernizing China’s system and capacity for governance,and establishing a unique socialist discourse system for Chinese modernization.

The Modernization of Traditional Chinese Opera and a Local Perspective of Local Operas:A Case Study of the Research on the Yisu Art Troupe by Li Youjun and Guo Hongjun

From both historical and artistic points of view,Qinqiang Opera can be considered a significant genre outside the realms of Peking Opera and Kunqu Opera.The research on Qinqiang Opera has long been a focal point in the research on local operas with particular emphasis from a local perspective of the Yisu Art Troupe,a key and hot topic in the studies of Qinqiang Opera.Taking the Yisu Art Troupe as a case study to scrutinize and address the intricacies within the process of modernization of traditional Chinese opera proved to be beneficial.Since the 20th century,studies on the Yisu Art Troupe have evolved from scattered and impressionistic self-narratives into systematic and theoretical academic research.In the new century,scholars,such as Xin Xuefeng,Li Youjun,and Guo Hongjun,have been especially diligent with studies in this field.As Xin Xuefeng is relatively unknown due to his emphasis on traditional opera music,Li Youjun and Guo Hongjun have gradually emerged as important contemporary scholars in the study of the Yisu Art Troupe.Guo and Li not only further theorize the study of the Yisu Art Troupe but also conduct in-depth and meticulous studies on the nature of the Yisu Art Troupe,the establishment of the director-centered mode in Qinqiang Opera,the social function,and the playwriting of the Yisu Art Troupe by examining and reflecting it within the broader context of the modernization of traditional Chinese opera in the 20th century.

Many modern Chinese libraries have established distribution agencies in other cities to distribute books published or sold on consignment.Huating Bookstore,which was once the Shanghai General Distribution Office of Zhejiang Library in modern times,is one of them.On the basis of a brief description of modern Zhejiang Library and its book publishing,as well as the overview of Huating Bookstore,the paper introduces and analyzes the ZPL Publishing Book Catalogue sent by Huating Bookstore,and the ZPL publishing and selling consignment books issued by Huating Bookstore.It points out that Huating Bookstore is a bridge between the ZPL located in Hangzhou and various retail ZPL publishing bookstores in Shanghai.Their production and sales relationship is a mutually beneficial one.

The successful promotion and expansion of Chinese modernization have justified that China has found a path of human rights development that conforms to the trend of the times and suits its national conditions. The modernization of more than 1.4 billion Chinese people, a number larger than the total population of all developed countries in the world today, and the new path of human rights development will change the basic pattern of human rights development in the world and profoundly influence the process and trend of human rights civilization of mankind.

Promote the All-round Development of China's Human Right Cause in the New Era——Summary of the Symposium on “Deeply Studying and Implementing the Spirit of the 20th CPC National Congress and Adhering to the Chinese Path of Human Rights Development”

On November 8, 2022, the symposium on “Deeply Studying and Implementing the Spirit of the 20thCPC National Congress and Adhering to the Chinese Path of Human Rights Development” was held by the China Society for Human Rights Studies in Beijing. Focusing on “the leadership of the CPC and human rights development”, “adapting Marxism to the Chinese context and the needs of our times and human rights theories in contemporary China”, “the Chinese path to modernization and the new form of human rights civilization”, “Chinese human rights solutions and global human rights governance”, “making a better China’s story of advancing human rights and constructing human rights discourse system”, and other topics, the participants reached broad consensus after discussion, and the symposium achieved fruitful results.

New Industrialization: Characteristics, System Development and Implementation Pathway

New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. Human beings are the mainstay and the ultimate goal of civilization.The history of human civilization is a continuous struggle to realize the respect,liberation,protection,and development of humanity.Human rights are an achievement of humanity and a symbol of progress,and the human rights civilization is an important component of human civilization.Understanding and interpreting human rights from the perspective of human rights civilization means that human rights are not only a concept or an idea but also a grand historical and long-term social practice.Up to now,the development of human rights civilization has roughly experienced four awakening eras:initialization,revolution,popularization,and globalization.In terms of its value dimensions,it has the characteristics of progressiveness,diversity,commonality,inclusiveness,indivisibility,openness,and so on.The historical position of human rights civilization and the development of its value dimensions have shown to the world that human rights are the common wealth of humanity,and human rights belong to all mankind;human rights are historical,concrete,and developmental;the concept of human rights is constantly evolving,and its connotations and categories are constantly expanding;achieving the free and well-rounded development of every person is the highest value realm of human rights civilization.The Chinese modernization endows Chinese civilization with modern strength and opens up new horizons for human rights civilization.The new pattern of human rights civilization to be created by Chinese modernization not only possesses the common characteristics of human rights civilization but also enjoys Chinese characteristics based on its own national conditions,enriching and developing the diversity of human rights civilization for all mankind.

Tacit Knowledge Mining:The Key Traditional Chinese Medical Inheritance

Traditional Chinese medicine(TCM)is a treasure of traditional Chinese culture and a gift to the world.TCM tacit knowledge refers to the knowledge and experiences formed in the process of learning and practice of TCM.The objective of this study is to discuss the importance of TCM tacit knowledge in the inheritance and education of TCM.As the essence of the TCM,TCM tacit knowledge has the characteristics of massive,complicated,relativistic,highly individualized,constantly innovative,the dependence of cultural background and the regional environment,as well as difficult to explicate.It exists in every aspect of the TCM theory and the process of dialectical treatment.Besides the traditional master‑apprentice,family‑based,school‑based,and inheritance and education methods,together with the inheritance based on the books,images,and network platforms,in the process of TCM modernization,a variety of modern theoretical models and computing techniques have also been used in the mining of the TCM tacit knowledge.In this study,we introduced the usage of SECI model,complexity adaptive system,latent variable model,and some of the data mining technologies in the TCM tacit knowledge mining.An accurate and efficient inheritance of TCM tacit knowledge is the key to maintain the vitality and innovative development of TCM.Under the reasonable application and combination of the traditional education methods,modern mining methods,and further the artificial intelligence,the explicit and inheritance of TCM tacit knowledge will get tremendous development,and it could extremely improve the efficiency and accuracy of the TCM inheritance and the TCM modernization.

Our Insights into Modern Traditional Chinese Medicine

This article will present the result of 35 years of studies andresearch initiated by two teachers:Professor Leung KokYuen(China)and Professor Truong Thin(Vietnam).This article will briefly introduce the systems of traditional Chinese medicine,such as Jing(精),Xue(血),Qi(气),Shen(神)and Jin Ye(津液)compared with various systems in modern medicine.

Rationale and Pathway for New Industrialization in the Context of Chinese Modernization

The concepts of modernization and industrialization have different connotations that are specific to their historical backgrounds,and their theoretical innovation and development may benefit from China’s experiences.Industrialization is the cornerstone of modernization,and holds the key to its success.China’s experiences in blazing a new trail of industrialization are challenging the traditional Western theory of industrialization and deepening the connotations of Chinese modernization.New industrialization is a key entry point for steering China’s modernization drive and theoretical innovations.This paper offers an overview of the theory of Chinese modernization and its evolving trend along China’s socialist industrialization path,as well as the rationale and pathway for new industrialization in the context of Chinese modernization.As our findings suggest,the new industrialization concept has taken hold in every key aspect of Chinese modernization.When combined with the theory of Chinese modernization,the theoretical implications of new industrialization play a crucial role in propelling Chinese modernization forward along a new journey in the new era.

By introducing two famous works of Mr.Zhang Kaiji in his later years,the reconstruction plan of Beijing Planetarium and the Museum of Chinese Revolution and the Museum of Chinese History,the paper analyzes the "courtyard·yard" space he once imagined in the modern city and large public buildings,and expounds the value and significance of his conception.The author believes that the expansion and transformation of important works should be based on historical research and centered on the spirit of space,and the intangible space outside of tangible entities should be carefully treated,so as to better complete the transmission of modern Chinese space experience.

Research on the Transmutation of Chinese Loanwords-Based on Modern Chinese Dictionary(7th Edition)

Vocabulary plays an irreplaceable role in a language.As an important carrier to record foreign cultures in vocabulary,loanwords are widely used in all aspects of society.Modern Chinese Dictionary includes loanwords from a variety of languages from the perspective of universal use.This paper takes the loanwords in Modern Chinese Dictionary(7th Edition)as the closed corpus,and analyzes the etymology,structure,word length,and other aspects while making blanket statistics on the loanwords.The representative words are investigated by word frequency and described from multiple perspectives.

A Model of Arabic Linguistic Studies by Modern Chinese Scholars in the Late 19th & Early 20th Centuries

Al-Muttasig is a pioneering masterpiece of Arabic linguistics written by two modern Chinese scholars Ma Dexin and Ma Lianyuan after inheriting the academic achievements of Arab scholars in the study of Arabic linguistics,especially Arabic morphology,Arabic syntax and Arabic rhetoric,incorporating the elements needed by Chinese scholars in language learning.This academic work has become the basic language knowledge for Chinese Hui people to read books on Arab Islamic culture since modern times,which determines the semantic guarantee for a more comprehensive and accurate understanding of the essence of Arab culture.In order to facilitate the study,the author of al-Mutasig analyzes the main components and elements of Arabic lexical,syntactic and rhetorical elements in the arborescent form of schema style,which makes it the most prominent feature of language learning.The academic foundation of al-Muttasig comes from Arabia and through the innovative development of Chinese scholars;it has become an important evidence of the historical context and academic achievements of cultural exchanges between China and the Arab world,which has lasted for more than a century.In the field research,the author of the paper found that the work was widely spread among the people in the form of Arabic manuscripts and was regarded as a general textbook of linguistics for Arabic education in al-madrasah.It is also an important reference bibliography of Arabic linguistics in modern Arabic teaching in Chinese colleges and universities.The purpose of this study is to explore the significance of bilateral or multilateral ac/enculturation and common development in cross-regional cultural exchanges and mutual learning activities.
