The results of the assessment of College Students'English Reading Comprehension Scale based on the Chinese EnglishCompetence Scale show that the assessment of language competence scale can diagnose English teaching and learning in HigherVocational colleges. In order to construct the scale of Chinese college students'ability to speak and act in English, we should ensurethe universality, representativeness and authority of the source of descriptive language and the accuracy, clarity, conciseness,independence and affirmation of descriptive language. Learners can also use the scale to self-evaluate and establish their ownlearning goals. At the same time, the learning time required for each stage is not the same. The learner should determine his ownlearning plan according to his own situation and the standard reference provided by the scale.
