Pioneering a New Realm of Human Rights Civilization in the Chinese Path to Modernization——An Overview of the Symposium on“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

The International Communication of Chinese Concept of Human Rights in the New Era

The Chinese concept of human rights serves as the core value of China’s path of human rights development,guiding the comprehensive advancement of China’s human rights cause and providing Chinese wisdom for the development of human rights cause worldwide.Throughout the development process of China’s human rights cause in the new era,the international communication of the Chinese concept of human rights has achieved positive results and played an essential role in the international human rights discourse struggle,external exchanges on human rights,and the transformation of international human rights mechanisms.However,it also faces challenges such as the dominance of Western human rights concepts,the marginalization of the Chinese concept of human rights,the incomplete establishment of China’s external discourse system on human rights,and constraints on international communication channels.Therefore,in the new era,it is crucial to address the weaknesses in the international communication of the Chinese concept of human rights,optimize communication channels,and enhance its international influence.

Revisiting the Spirit of the UDHR and Discussing Human Rights Development——Summary of Views from the Seminar Commemorating the 75th Anniversary of the Universal Declaration of Human Rights

On December 4,2023,the China Society for Human Rights Studies hosted a seminar in Beijing commemorating the 75^(th) Anniversary of the Universal Declaration of Human Rights.Participants discussed topics such as the significance of the Universal Declaration of Human Rights,China’s theories and practices in respecting and safeguarding human rights,the three global initiatives and global human rights governance,human rights protection in the digital age,and telling Chinese stories of human rights in the new era.The discussions led to a broad consensus and achieved positive results.

The Historical Position and Value Dimensions of Human Rights Civilization

Human beings are the mainstay and the ultimate goal of civilization.The history of human civilization is a continuous struggle to realize the respect,liberation,protection,and development of humanity.Human rights are an achievement of humanity and a symbol of progress,and the human rights civilization is an important component of human civilization.Understanding and interpreting human rights from the perspective of human rights civilization means that human rights are not only a concept or an idea but also a grand historical and long-term social practice.Up to now,the development of human rights civilization has roughly experienced four awakening eras:initialization,revolution,popularization,and globalization.In terms of its value dimensions,it has the characteristics of progressiveness,diversity,commonality,inclusiveness,indivisibility,openness,and so on.The historical position of human rights civilization and the development of its value dimensions have shown to the world that human rights are the common wealth of humanity,and human rights belong to all mankind;human rights are historical,concrete,and developmental;the concept of human rights is constantly evolving,and its connotations and categories are constantly expanding;achieving the free and well-rounded development of every person is the highest value realm of human rights civilization.The Chinese modernization endows Chinese civilization with modern strength and opens up new horizons for human rights civilization.The new pattern of human rights civilization to be created by Chinese modernization not only possesses the common characteristics of human rights civilization but also enjoys Chinese characteristics based on its own national conditions,enriching and developing the diversity of human rights civilization for all mankind.

Effects of wavelength,beam type and size on cerebral low-level laser therapy by a Monte Carlo study on visible Chinese human

Low-level laser therapy(LLLT)has been clinically utilized for many indications in medicine requiring protection from el/issue death,stimulation of healing and repair of injuries,pain reduction,swelling and inflammation.Presently,the use of LLLT to treat stroke,traumnatic brain injury and cognitive dysfunction are attracting growing interest.Near infrared light is capable of penetrating into the cerebral cortex,allowing noninvasive treatments to be caried out with few treatment-related adverse events.Optimization of LLLT treatment flfect is a crucial isse of this field;however,only a few experimental tests on mice for wavelength selection have been reported.We addressed this ssue by low-ost,straightforward and quantitative comparisons on light dosage distribution within visible Chinese human head by Monte Carlo modeling of near infrared light propagation.Optimized selection in wavelength,beam type and size were given based on comparisons among frequently used setups(ie,wavelengths:660,810 and 980 nm;beam type:Gaussian and flat beamn;beam diameter:2,4 and 6 cm).This study provided an fficient way for guiding the optimization of LLLT setup and selection on wavelength,beam type and size for clinical brain LLLT.

The Chinese Expression of the Right to Subsistence:The Progressive Disclosure of the Dual Dimensions

Dedicated to the independence and prosperity of the country and the happiness of the people,the Communist Party of China has continuously enriched and developed the human rights system with Chinese characteristics during a century of arduous efforts.The right to subsistence,as the primary basic human right,is expressed from dual dimensions:the international dimension and the domestic dimension.However,the current Chinese human rights discourse hasn’t paid enough attention to the international dimension of the right to subsistence,and its content at the domestic dimension needs further clarification.This not only makes it difficult to provide a sound theoretical basis and development direction for the practices of the right to subsistence but also directly affects the integrity of the human rights system with Chinese characteristics,which is not conducive to using our human rights discourse to disseminate China’s achievements and gain international recognition.Therefore,it is vital to further improve the theory construction of the dual dimensions of the right to subsistence in the human rights system with Chinese characteristics.With the country as the main form and carrier,the international dimension of the right to subsistence originates from the people’s demands emerging from the domestic level and ending at the international level.It aims to be able to stand in the international community with dignity and possess good conditions and environments at home and abroad for the people to exercise and protect their rights.The domestic dimension of the right to subsistence centers on each individual,takes development as the measurement of human rights,and looks at the initial stage of the development axis.The progress from the domestic dimension of the right to subsistence to the right to development is achieved by satisfying the underlying needs for people’s subsistence.This also reflects the progressive deepening of emerging from the inside,responding from the outside,and then moving from the outside to the inside.

The Development Path for Human Rights with Chinese Characteristics

Like most countries in the world, China supports the ideal of human rights de- picted and advocated in the Universal Declaration of Human Rights and other international docu- ments and agrees with the idea that human rights should be universal. However, China also holds that to better realize the common goals of human rights requires that each coun- try explore and find the best and most efficient way in accordance with its own conditions. One of the reasons for the fast development of human rights in China since its reform and opening-up is that China has chosen a development path for human rights according to its own conditions. The path fits the conditions of China and therefore efficiently promotes the realization of universal human rights.
