Cities are complex and interdependent systems, extremely vulnerable to threats from both natural hazards and terrorism. A city resilience is the capacity of a city to function, so that citizens survive and thrive no matter what stresses or shocks they encounter. The cities need to be built for greater resilience and developed strategies for coping with the future shocks and stresses associated with climate change. This study explores that, from the concepts of city governance, the balanced scorecard correlates with city development in the process of city resilience development and constructs city resilience indicators to evaluate and the balanced scorecard raise the management performance. During the process of building the balanced scorecard, each problem can be faced and solved. To run the balanced scorecard is a continuous job and to become a resilient city coping with good city governance must adjust the balanced scorecard to meet its goals and vision to achieve sustainable development of the city.展开更多

The conservation of city green space includes a sound plan of green space and the non-statutory parks and green open space, which are open spaces of both public and private land to be greened, they both become the basis for constructing an ecological green network of great city environment. To manipulate cross-sectoral integration, the city greening practice performs effective implementation. The main objective of an approach is to perform the governance indices of green spaces by expert questionnaire and then draft the greening strategies for Taipei city to improve the green landscape and the quality of city environment. The research draws on the green infrastructure and green ecological network system, analyzes the green ecological resources and the characteristic and structure of city spaces in Taipei city, in the meanwhile, learns the domestic and international experiences of greening development. By means of city green space of activation transformation and program of action under greening performance, Taipei city promotes the green image and the quality of city environment and green city landscape.展开更多

This paper aims to highlight the interdependent role of city governance, its quality of life and corporate sustainable development process. A place that is good to live in, means that it is good to inhabit, work at, study invest, and visit. Therefore, public policies makers should think about the role of city administration in order to provide a good environment for entrepreneurship and corporate sustainable development. Territories, regions, cities and firms, must know their capabilities and competencies and define a common vision of the future, taking into account the present and the context in which they operate. Being defined as the strategy based on the principles of collective efficiency and market orientation, the successful implementation of activities requires "an operational framework for monitoring, supported by mechanisms of interdepartmental cooperation, and performance measurement procedures based on indicators and monitoring progress" (ENDS-2015, 2007). This paper discusses the implementation of place marketing strategies and adoption, by the city governance, of the best practices of business management such as: balanced score card methodologies, leading to the enhancing of the wellness produced by cities; promoting productivity, innovation and rational use of resources; and developing competences and expertise in order to strength their competitive advantages and achieve the desired sustainable development.展开更多

One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. More studies must be conducted to facilitate the discussion.展开更多

Effective management performance of municipal solid waste management underscores the interdisciplinarity strategies. Such knowledge and skills are paramount to uncover the sources of waste generation as well as means of waste storage, collection, recycling, transportation, handling/treatment, disposal, and monitoring. This study was conducted in Dar es Salaam city. Driven by the curiosity model of the solid waste minimization performance at source, study data was collected using focus group discussion techniques to ward-level local government officers, which was triangulated with literature and documentary review. The main themes of the FGD were situational factors (SFA) and local government by-laws (LGBY). In the FGD session, sub-themes of SFA tricked to understand how MSW minimization is related to the presence and effect of services such as land use planning, availability of landfills, solid waste transfer stations, material recovery facilities, incinerators, solid waste collection bins, solid waste trucks, solid waste management budget and solid waste collection agents. Similarly, FGD on LGBY was extended by sub-themes such as contents of the by-law, community awareness of the by-law, and by-law enforcement mechanisms. While data preparation applied an analytical hierarchy process, data analysis applied an ordinary least square (OLS) regression model for sub-criteria that explain SFA and LGBY;and OLS standard residues as variables into geographically weighted regression with a resolution of 241 × 241 meter in ArcMap v10.5. Results showed that situational factors and local government by-laws have a strong relationship with the rate of minimizing solid waste dumping in water bodies (local R square = 0.94).展开更多

In general, researchers use the traditional gravity model to characterize the contacts that exist between two cities. The traditional gravity model assumes ideal conditions, but these preconditions and their results often do not exist in realistic conditions. Thus, we used a modified gravity model to characterize the city contacts within a specific region. This model considers factors such as intercity complementarities, government intervention, and the diversity of the transportation infrastructure which is characterized as the transportation distance instead of the traditional Euclidean distance. We applied this model to an empirical study of city contact in the Zhujiang(Pearl) River Delta(PRD) of China. The regression results indicated that the modified gravity model could measure city contact more accurately and comprehensively than the traditional gravity model, i.e., it yielded a higher adjusted R2 value(0.379) than the traditional gravity model result(0.259). Our study also suggests that, in addition to urban-regional and metropolitan development, the complementarities of the basic functions of cities at the administrative and market levels, as well as the corporeal and immaterial levels, play very significant roles in the characterization of city contact. Given the complexity of city contact, it will be necessary to consider more relevant influential factors in the modified gravity model to characterize the features of city contact in the future.展开更多

文摘Land tenure security is pertinent to achieving the sustainable development agenda in cities where land is needed and useful for development purposes.Sufficient empirical research has been done to prove the importance of tenure security for investment, resilience, conservation, food security,as well as health and well-being,but it has not been clarified if and how land tenure security could adequately influence place loyalty and satisfaction with the residential environment,as it is clear that place loyalty and satisfaction are pertinent to inclusive development.Using the case of Ibadan City, the study examined how different dimensions of tenure security could determine residents’place loyalty and satisfaction. The study employed a survey cross-sectional research design to distribute 514 structured questionnaires to household heads across 4 sampled peri-urban local government areas while 452 were retrieved for analysis.Hierarchical regression analysis model was employed to understand the association between tenure security dimensions and satisfaction(as model I)and loyalty(as model II).For model I,F=8.640,P=0.000,R=0.555,and R^(2)=0.308 were obtained;while for model II,F=9.157,P=0.001,R=0.415,and R^(2)=0.173 were acquired. This thus means that residents’place loyalty and satisfaction can partly be explained by tenure security. In particular, respondents with no eviction experience, recognized property rights, and invulnerable to eviction have higher odds of being satisfied and loyal. Therefore,we recommend protection, improvement, and upgrading of land tenure security as one of the means to promote place loyalty and satisfaction, which is essential to achieving inclusive and sustainable development.
