Despite changes to policy that emphasize the importance of collaborative <span>management with Tribes and local communities, stakeholders with place-based </span>knowledge still have limited access to meaningful participation in policy development and management planning. These barriers contribute to the alienation of communities disproportionately burdened with the negative impacts of wildfire. Reduced community-level support and a lack of inclusive practices regarding place-based knowledge result in less robust management plans and poor ecological outcomes. These outcomes highlight the need for improved multi-stakeholder collaborations that holistically address interconnected management areas. In this paper, Federal wildfire policy development and implementation are assessed to identify barriers to collaborative management. An examination of multi-stakeholder fire management organizations showed that coupling of federal policy, practices and norms and the underrepresentation of external stakeholders may hinder progress toward collaborative partnerships. A linguistic examination of federal wildfire policy showed that directive, rather than cooperative language predominated. This may promote unequal power-sharing dynamics that reduce opportunities for <span>federal engagement and collaboration with stakeholders from Tribes and local</span> communities. Tribal barriers to equitable partnership and decision-making were found to be tied to culturally mediated frameworks for environmental management. Based on these findings, this article offers suggestions for changes to policy and institutional culture that will allow for an inclusive, holistic fire management model.展开更多

The changes in customer trends whic h focusing more on product or service customising, high quality and short delive ry times are additional crucial factors that organisation should be aware of. T hese factors have direct relations on how the management could utilise the capab ility of its supply chain management (SCM). The importance of SCM in organisati on specifically to manufacturer is to play a vital role in managing the flow of material and information along the chain from suppliers to customers. In a trad itional way, SCM is mainly manage by the production department in organisation b ut with the advancement in information technology, resulted the changes in worki ng environment. One of the ways that could be implemented in decision making p rocess in order to improve the effectiveness and efficiency of the decision is t hrough collaborative environment. Due to this situation, there is a need to rede sign the existing SCM in order to optimise its capability and functionality in t he way to ensure the organisation competitiveness is sustainable. A minor or ma jor alignment to SCM business processes should be done in order to streamline th e flow of information, which could also affect the flow of materials. Factors s uch as SCM operational, structural and even its managerial are among the issues that are critical in redesigning its business process. Each of these factors has its own attributes such as lead-times, complexity, frequency and organisationa l setting that could lead in improving organisational competitiveness. In additi on, by identifying these factors, it would help the management to plan and desig n the collaborative SCM that would effectively correspond to the changes in busi ness and customer trends. The intention of the paper is to promote a list of fa ctors and attributes, which are critical in redesigning an existing SCM in order to shift its environment to become collaborative SCM. By utilising these facto rs and attributes, a model for redesigning SCM into collaborative environment is currently developed by the author and will be used in the next stage of his res earch.展开更多

The main components of SM cloud are designed, and its research topics are summarized. Then, SM's key technologies are studied. 3D technologies for apparel customization, like 3D modeling, 3D fitting mirror and 3D customization, are developed to improve the customization precision and user experience. Information based collaborative management is realized to share, communicate, and handle the information efficiently among all groups and individuals of SM cloud. Suppliers' evaluation mechanism is designed to support the optimal decisions making. Next, SM cloud is constructed in five layers for high-end apparel customization.By using SM cloud based crowd-sourcing, social resources can be allocated rationally and utilized efficiently, consumer can customize the product in any processes like innovation, design, making, marketing and service, and traditional apparel enterprise can be upgraded into SM mode for keeping it competitive in the future customization markets.展开更多

Open global market offer more choice to customer, and it become changea ble and unpredictable as consumers’ needs become more and more characteristic an d diversified. Various new technology coming forth and application accelerate th e rapid change of the market. The manufacturing enterprises were compelled t o change their strategy by the variability of the market, and time has been put to the all-important place. There is a need driven by the market to set up a ne twork design and manufacturing mode which have rapid market responsiveness. In order to meet the need for network manufacturing, the organization and manage ment of manufacturing enterprise need a completely innovation, next generation o f manufacturing system must have the character such as digitization, flexibility , agility, customization and globalization and so on. As for an enterprise in au to industry, how to gather together the orders through the distribution, and rap id produce the product which can meet the customer’s need, it is the key that th e contemporary enterprises succeed in the competitive market. The competitive market requires rapid product development. The quality of that collaboration depends on various iterative factors present between these organizations before the occurrence of a crisis. We find that these factors are iterative since collaboration factors follow a mutually reinforcing cycle: collaboration within a crisis management network is conditioned by a general agreement, which is in turn conditioned by the extent to which the institutions coordinate themselves prior to crisis. We evaluated the factors that promote collaboration between public and private organizations that manage the Greater Montréal transportation infrastructure. These factors are based on adaptive management processes such as mutual agreements, common organizational culture, knowledge and financial resources, levers of power, regulations, and pressure. Crisis management coordination represents the ability to build and assess the effectiveness of common response plans to risks to which they are exposed. We show how these processes vary depending on the links between private and public organizations.展开更多

More and more users are watchingvideos through the Internet, which leads to the increasing huge server load andthe increasing transmission cost across ISP domains. A feasible scheme to reducetransmission cost across ISP domains and alleviate the server load is to cachesome popular videos in a large number of terminal users. Therefore, in this paper,in order to utilize the idle resources of the terminal peers, some peers with goodperformance were selected from the fixed peers as the super peers, which wereaggregated into a super peer set (SPS). In addition, with the supply and demandrelation of streaming videos among ISP domains, a mathematical model was formulatedto optimize the service utility of ISP. Then, a collaborative cache strategywas proposed based on the utility optimization. The simulation results show thatthe strategy proposed can effectively improve the user playback fluency and hitrate while ensuring the optimal service utility.展开更多
