In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.展开更多

However, most residents are ordinary people. Therefore, it is necessary to change the awareness of sustainable living environments, not only on the construction side but also the residents. In recent years, the number of cases of residents' participation in planning, maintaining, and repairing increased. However, sometimes youths and children, who might spend a lifetime longer than adults in a city after the developments have been done, are not included in this "Residents". Conceming youth and children's participation, CFC (child friendly city) is one of the good practices for sustainable development. It was launched by UNICEF (United Nations Intemational Children's Emergency Fund) and UN-Habitat in the Habitat II in 1996. City governments, especially in European countries, started to view CFC as their key concept for preservation and/or sustainable development. CFC means not only being "Children" friendly but also "All people" friendly. Various effects have been reported since the Historic Cities/districts included CFC in their city planning as a common concept, especially in education, community re-development, and operation and maintenance by the community. It is expected that better city planning in preservation and sustainable development can be achieved by adding CFC concept. In this research, an ideal way of city planning involving resident participation and the possibility in the future are analyzed based on case studies. The paper states that cooperation is the cornerstone of economic sustainable development in urban agglomerations in profits produced by cooperation among cities. If sustainable development is to be a serious issue then the impact on the future of decisions made today must be properly assessed and evaluated. This requires a new understanding of time as a key feature of the Sustainability debate and new models of how this new understanding can be brought into the evaluation process. This was at the heart of the Torino declaration signed by the University organisations of the G8, G20 and developing nations in April 2009. Time is a critical part of the sustainability debate and is seldom addressed directly. This paper will provide a possible solution based on a strong theoretical and philosophical framework of how this difficult subject can be approached and applied to sustainable urban planning. The work presented is based on a philosophical model of the cosmos which has both internal and external credibility. It forms the basis ofa PhD study and has been applied to small case studies in Italy and elsewhere. The sustainable development of Moscow City and Moscow Region as an integrated regional economic and natural complex which plays the most important part in Russia's economy must be based on the integrated solution to the problems of environmental protection, social equity, and economic feasibility. Urban planning in Tanzania has focused mainly on economic development.The Tanzanian government prioritizes large-scale modern projects to increase national income and propel world-class urban settlements.Dar es Salaam...Urban planning in Tanzania has focused mainly on economic development.The Tanzanian government prioritizes large-scale modern projects to increase national income and propel world-class urban settlements.Dar es Salaam,Tanzania's largest city and main commercial center has experienced remarkable urban development.Unfortunately,its growth has not been consistent with the master plans,which also overlook sustainable urban development aspects.The high urbanization rate has exacerbated the degradation of the city's environment,including roadside air quality,solid waste,and water quality.The city's ongoing environmental dilapidation has led to a call for a sustainable urbanization to curb past urbanization problems and implement a sustainable future.This work reviews Dar es Salaam's available planning documents and examines how master plans can stimulate sustainable urban development.Findings suggest that master plans should not be used as a mere urban growth control tool.Master plans that are designed and conceptualized as a comprehensive strategy and integrated with different aspects of urban development can play a key role in enforcing sustainable urban development for the city.展开更多

Malaysia is on its mission to be a developed country by year 2020 comprehends dealing with air pollution is one of the indicators headed towards it. At present monitoring and managing air pollution in urban areas encompasses sophisticated air quality modeling and data acquisition. However, rapid developments in major cities cause difficulties in acquiring the city geometries. The existing method in acquiring city geometries data via ground or space measurement inspection such as field survey, photogrammetry, laser scanning, remote sensing or using architectural plans appears not to be practical because of its cost and efforts. Moreover, air monitoring stations deployed are intended for regional to global scale model whereby it is not accurate for urban areas with typical resolution of less than 2 km. Furthermore in urban areas, the pollutant dispersion movements are trapped between buildings initiating it to move vertically causing visualization complications which imply the limitations of existing visualization scheme that is based on two-dimensional (2D) framework. Therefore this paper aims is to perform groundwork assessment and discuss on the current scenario in Malaysia in the aspect of current policies towards SUD, air quality monitoring stations, scale model and detail discussion on air pollution dispersion model used called the Operational Street Pollution Model (OSPM). This research proposed the implementation of three-dimensional (3D) spatial city model as a new physical data input for OSPM. The five Level of Details (LOD) of 3D spatial city model shows the scale applicability for the dispersion model implementtation. Subsequently 3D spatial city model data commonly available on the web, by having a unified data model shows the advantages in easy data acquisition, 3D visualization of air pollution dispersion and improves visual analysis of air quality monitoring in urban areas.展开更多

In the last decades, the urban growth of developed countries has caused several environmental, social and economic problems, such as the inefficient use of resources and infrastructures. Notwithstanding, detailed analysis of population's necessities allows decreasing these drawbacks. These enhancements can foster a more feasible development through technical sustainability criteria. Therefore, the urban metabolism study becomes an essential tool to plan a suitable management for material and energy flows. Industrial Ecology (IE) theory looks for the sustainable integration of human activities on their natural environment. It seeks mimic natural systems performance and their processes. Industrial Metabolism (IM) studies those processes which turns material and energy into products and wastes. The IE final goals aim to promote improvements in process efficiency, decreasing consumption and waste generation through flows recirculation and exchange networks of material and energy. This contribution proposes a new conceptual framework which integrates urban and industrial metabolisms as an opportunity to achieve more efficient and sustainable development. The review of national and international experiences shows the improvements achieved through metabolisms' combination based on the exchanges of residual energy and water streams.展开更多
The utilization of urban underground space(UUS)offers an effective solution to urban problems but may also negatively affect urban development.Therefore,UUS development needs better concerted guidelines to coordinate ...The utilization of urban underground space(UUS)offers an effective solution to urban problems but may also negatively affect urban development.Therefore,UUS development needs better concerted guidelines to coordinate various urban systems and the multiple components of the underground world.Sustainable Development Goals(SDGs),which should be viewed as important yardsticks for UUS development,do not explicitly mention urban underground space,although many of them are affected by both the positive and negative consequences of its development.To fill this gap,this review lays the foundations of relevant UUS concepts and uses exemplary cases to reveal that 11 out of 17 SDGs can be linked with UUS uses.These linkages also manifest that land administration,integrated planning,architectural design,and construction technology are critical dimensions for increasing the contributions of UUS to the realization of SDGs.To achieve multi-disciplinary synergies among these four critical dimensions,a collaborative approach framework based on spatial data infrastructure is required.Thus,this work provides academics and practitioners with a holistic view of sustainable UUS development.展开更多
Nowadays city of Alexandria has a very wide range of urban development projects;some of them have a major influence on the physical being of the city meanwhile others just have a small interpretation to its characteri...Nowadays city of Alexandria has a very wide range of urban development projects;some of them have a major influence on the physical being of the city meanwhile others just have a small interpretation to its characteristics.The rapid growth of Alexandria city in the nineteenth century led to calls for parks to be provided for the health of all categories in the society.This could be seen as an early precedent to highlight the role of open spaces in supporting what we now call sustainable development.This paper proposes an urban development project which makes a replacement of an urban crawl in Alexandria city into unique open space through presenting a comprehensive approach for assessing this suggested project to create a walkability area based on a combination of its conceptual and applicable aspects.Discussion of the sustainability modules to this new urban development project in Alexandria will be accomplished,by the aim of investigating its ability to stand against the future challenges.It is concluded that a significant attribute of urban design achieves continuity of the urban fabric and streets,because this facilitates flows.Wherever movements occur,there is vitality and flow creates eyes on the street producing spontaneous surveillance.Also,comparison of contextual and neighbourhood before and after the project revealed the positive impact of the suggested project either on the built(physical)environment’s or health and social well-being.展开更多
The paper that follows analyzes the basic directions of the Larissa’s Sustainable Urban Mobility Plan and aims at developing a first kind of assessment in relation to whether the plan has achieved its main objectives...The paper that follows analyzes the basic directions of the Larissa’s Sustainable Urban Mobility Plan and aims at developing a first kind of assessment in relation to whether the plan has achieved its main objectives and how it interacts with the existing urban plot.First results show that emphasis is given to“alternative and more environmentally friendly kinds of circulation”and the emergence of the“neighborhood”as the main spatial scale of reference.The plan tries to manage the traffic issue of the city center,unsuccessfully so far.However,it does not take into account the spatial dimension of land uses.The networking of important functions and service providers is not a priority and,as a general conclusion,the plan does not serve the principle of integration neither guarantees the universal access to basic destinations and services.The paper argues that the plan could be improved by introducing a“bottom-up”design process,incorporating elements of the new and emerging agenda of“urban problems”(e.g.resilience targets)and moving away from the unification of“embellishment”and face the main issues of the real city.Those should be the priorities of the so called“combined and integrated design and planning practices”,which are now missing.展开更多

Therefore, the way for a sustainable development of the seriously polluted cities should be multiple sided, which is to correlate the operation of environmental protection with the operation of city construction. To achieve an identity of these opposites, measures should be taken during economic development and environmental protection in every developing stage. 文摘This paper reflects upon a wide range of strategies focused on increasing sustainability of urban design beyond and within the scope of individual buildings.By examining the case study of the Australian city of Newcastle,the paper provides a context for a general debate about the urban design of a sustainable city centre,and discusses how urban design is affected(and can be expected to be even more affected in future)by the new paradigms of ecology.In this context,the author presents the case study of‘SolarCity’,which is based on a vision for the revitalisation of Newcastle’s city centre.It is an in-progress research and demonstration project,involving Australian and German architects,engineers and industry partners.It deals with cross-cutting issues in architecture and urban design and addresses the question:How to best cohesively integrate all aspects of energy systems,transport systems,waste and water management,climatisation,etc.,into contemporary urban design and the environmental performance of eco-buildings?The‘SolarCity’project encapsulates a vision based on the belief that urban revitalisation can be achieved and facilitated through the use of sustainable urban design principles.Consequently,this paper addresses the fundamentals of urban sustainability,such as orientation to the sun,and general strategies for more compact communities.As we begin to fully understand the consequences of our dependency on fossil energy and the automobile,the cost of mobility,and ways to integrate sustainability systems into buildings,it becomes apparent that the common knowledge of aesthetics of urban composition is no longer sufficient.
文摘Current methods of evaluating long term Sustainable Development seldom take into account the time period over which an evaluation is made except through simplistic economic models which heavily discount the future. If sustainable development is to be a serious issue then the impact on the future of decisions made today must be properly assessed and evaluated. This requires a new understanding of time as a key feature of the Sustainability debate and new models of how this new understanding can be brought into the evaluation process. This was at the heart of the Torino declaration signed by the University organisations of the G8, G20 and developing nations in April 2009. Time is a critical part of the sustainability debate and is seldom addressed directly. This paper will provide a possible solution based on a strong theoretical and philosophical framework of how this difficult subject can be approached and applied to sustainable urban planning. The work presented is based on a philosophical model of the cosmos which has both internal and external credibility. It forms the basis ofa PhD study and has been applied to small case studies in Italy and elsewhere. These will be presented to encourage further study into this important area within the evaluation and assessment of sustainable development.
文摘Sustainable development indicators, aim to measure sustainable development over longer periods of time. The sustainable development indicators are grouped into 10 subject categories: socioeconomic development, sustainable consumption and production, social inclusion, demographic changes, public health, climate change and energy, sustainable transport, natural resources, global partnership and finally good governance. In this paper, the authors examined a number of researches and compared the methods they used in order to determine the advantages and disadvantages of each method. The methods used a large number of different indicators. The comparison of the indicators could be made through mathematical models and also through theoretical approach.
文摘This paper presents some results of sustainable urban-planning development in Moscow Capital Region. Moscow City and Moscow Region (Moscow Oblast) are the parts of the Moscow Capital Region. According to the Constitution of Russia, adopted in December 1993, Moscow Region and Moscow City are two independent federal subjects of Russian Federation. The sustainable development of Moscow City and Moscow Region as an integrated regional economic and natural complex which plays the most important part in Russia's economy must be based on the integrated solution to the problems of environmental protection, social equity, and economic feasibility. The latest initiative of Russian Government concerns the creation of the Greater Moscow within the new borders of Moscow. Making the decision on the extension of the city limits and stimulation of the Moscow Agglomeration development provides the real way of resolution of the accumulated problems and provides enormous impetus to the sustainable development. The key task of the environmentally sound development of the Greater Moscow is to relieve the historical center of Moscow City; maintain the rational balance of built-up areas, natural and rural landscapes; ensure joint control of the urban development and economic activity; and create the favorable environment for the population.
文摘Urban planning in Tanzania has focused mainly on economic development.The Tanzanian government prioritizes large-scale modern projects to increase national income and propel world-class urban settlements.Dar es Salaam,Tanzania's largest city and main commercial center has experienced remarkable urban development.Unfortunately,its growth has not been consistent with the master plans,which also overlook sustainable urban development aspects.The high urbanization rate has exacerbated the degradation of the city's environment,including roadside air quality,solid waste,and water quality.The city's ongoing environmental dilapidation has led to a call for a sustainable urbanization to curb past urbanization problems and implement a sustainable future.This work reviews Dar es Salaam's available planning documents and examines how master plans can stimulate sustainable urban development.Findings suggest that master plans should not be used as a mere urban growth control tool.Master plans that are designed and conceptualized as a comprehensive strategy and integrated with different aspects of urban development can play a key role in enforcing sustainable urban development for the city.

文摘Understanding the behavior of urban air pollution is important en route for sustainable urban development (SUD). Malaysia is on its mission to be a developed country by year 2020 comprehends dealing with air pollution is one of the indicators headed towards it. At present monitoring and managing air pollution in urban areas encompasses sophisticated air quality modeling and data acquisition. However, rapid developments in major cities cause difficulties in acquiring the city geometries. The existing method in acquiring city geometries data via ground or space measurement inspection such as field survey, photogrammetry, laser scanning, remote sensing or using architectural plans appears not to be practical because of its cost and efforts. Moreover, air monitoring stations deployed are intended for regional to global scale model whereby it is not accurate for urban areas with typical resolution of less than 2 km. Furthermore in urban areas, the pollutant dispersion movements are trapped between buildings initiating it to move vertically causing visualization complications which imply the limitations of existing visualization scheme that is based on two-dimensional (2D) framework. Therefore this paper aims is to perform groundwork assessment and discuss on the current scenario in Malaysia in the aspect of current policies towards SUD, air quality monitoring stations, scale model and detail discussion on air pollution dispersion model used called the Operational Street Pollution Model (OSPM). This research proposed the implementation of three-dimensional (3D) spatial city model as a new physical data input for OSPM. The five Level of Details (LOD) of 3D spatial city model shows the scale applicability for the dispersion model implementtation. Subsequently 3D spatial city model data commonly available on the web, by having a unified data model shows the advantages in easy data acquisition, 3D visualization of air pollution dispersion and improves visual analysis of air quality monitoring in urban areas.
文摘Nowadays, urban planning supposes a key issue to promote sustainable cities' development. In the last decades, the urban growth of developed countries has caused several environmental, social and economic problems, such as the inefficient use of resources and infrastructures. Notwithstanding, detailed analysis of population's necessities allows decreasing these drawbacks. These enhancements can foster a more feasible development through technical sustainability criteria. Therefore, the urban metabolism study becomes an essential tool to plan a suitable management for material and energy flows. Industrial Ecology (IE) theory looks for the sustainable integration of human activities on their natural environment. It seeks mimic natural systems performance and their processes. Industrial Metabolism (IM) studies those processes which turns material and energy into products and wastes. The IE final goals aim to promote improvements in process efficiency, decreasing consumption and waste generation through flows recirculation and exchange networks of material and energy. This contribution proposes a new conceptual framework which integrates urban and industrial metabolisms as an opportunity to achieve more efficient and sustainable development. The review of national and international experiences shows the improvements achieved through metabolisms' combination based on the exchanges of residual energy and water streams.

文摘The utilization of urban underground space(UUS)offers an effective solution to urban problems but may also negatively affect urban development.Therefore,UUS development needs better concerted guidelines to coordinate various urban systems and the multiple components of the underground world.Sustainable Development Goals(SDGs),which should be viewed as important yardsticks for UUS development,do not explicitly mention urban underground space,although many of them are affected by both the positive and negative consequences of its development.To fill this gap,this review lays the foundations of relevant UUS concepts and uses exemplary cases to reveal that 11 out of 17 SDGs can be linked with UUS uses.These linkages also manifest that land administration,integrated planning,architectural design,and construction technology are critical dimensions for increasing the contributions of UUS to the realization of SDGs.To achieve multi-disciplinary synergies among these four critical dimensions,a collaborative approach framework based on spatial data infrastructure is required.Thus,this work provides academics and practitioners with a holistic view of sustainable UUS development.
文摘Nowadays city of Alexandria has a very wide range of urban development projects;some of them have a major influence on the physical being of the city meanwhile others just have a small interpretation to its characteristics.The rapid growth of Alexandria city in the nineteenth century led to calls for parks to be provided for the health of all categories in the society.This could be seen as an early precedent to highlight the role of open spaces in supporting what we now call sustainable development.This paper proposes an urban development project which makes a replacement of an urban crawl in Alexandria city into unique open space through presenting a comprehensive approach for assessing this suggested project to create a walkability area based on a combination of its conceptual and applicable aspects.Discussion of the sustainability modules to this new urban development project in Alexandria will be accomplished,by the aim of investigating its ability to stand against the future challenges.It is concluded that a significant attribute of urban design achieves continuity of the urban fabric and streets,because this facilitates flows.Wherever movements occur,there is vitality and flow creates eyes on the street producing spontaneous surveillance.Also,comparison of contextual and neighbourhood before and after the project revealed the positive impact of the suggested project either on the built(physical)environment’s or health and social well-being.
文摘The paper that follows analyzes the basic directions of the Larissa’s Sustainable Urban Mobility Plan and aims at developing a first kind of assessment in relation to whether the plan has achieved its main objectives and how it interacts with the existing urban plot.First results show that emphasis is given to“alternative and more environmentally friendly kinds of circulation”and the emergence of the“neighborhood”as the main spatial scale of reference.The plan tries to manage the traffic issue of the city center,unsuccessfully so far.However,it does not take into account the spatial dimension of land uses.The networking of important functions and service providers is not a priority and,as a general conclusion,the plan does not serve the principle of integration neither guarantees the universal access to basic destinations and services.The paper argues that the plan could be improved by introducing a“bottom-up”design process,incorporating elements of the new and emerging agenda of“urban problems”(e.g.resilience targets)and moving away from the unification of“embellishment”and face the main issues of the real city.Those should be the priorities of the so called“combined and integrated design and planning practices”,which are now missing.

文摘The year of 2021 has witnessed many extreme weather events across the world that have shocked and challenged human society,in particular for the populous cities,challenging progress on sustainable city development.In the comment we highlighted the record-breaking rainstorm that is considered to happen only“once-in-a-thousand-years”on 20 July 2021 in Zhengzhou,China;and a series of short and long-term resilience enhancement and risk reducing measures to climate change and natural hazard risks.We found that increasing frequency and intensity of extreme weather events caused by human-induced climate change challenges progress on sustainable city development,but could also accelerate activities to enable cities to become more resilient.This comment is essential to advance towards the sustainable city development goal(SDG 11)in China’s mega cities,as well as informing progress for other global cities.
文摘The environmental problems in the seriously polluted cities in China have been paid attention to by policy makers and foreign and domestic scholars. However, it is very difficult to improve the environmental quality fundamentally due to its complexity, for example the formation of the seriously deteriorated environment. It is considered that the terminal harnessing is an important way,but the spread of high level terminal treatment is restricted by the limit of funds and technological level. Therefore, the way for a sustainable development of the seriously polluted cities should be multiple sided, which is to correlate the operation of environmental protection with the operation of city construction. To achieve an identity of these opposites, measures should be taken during economic development and environmental protection in every developing stage. In this paper, the authors take Benxi City as a case study.
