Research on the Construction of Ecological Civilization Model under the Regional Harmonious Development Background

In this paper, we conduct research on the construction of the ecological civilization model under the regional harmonious development background. Our country has achieved by the planned economy to basic socialist market economy important historic transformation, regional management system after several changes, the government organization adjustment for many times, in both market and government forces to promote the regional cooperation mechanism is increasingly rich, mutual assistance and support mechanism gradually complete, a variety of the mechanisms as we pattern is emerging. The current regional harmonious development must be based on general regional interests coordination, strive to build a regional comparative advantage into full play, regional gap control in a reasonable scope, area equal basic public services, strengthen market integration, effective utilization of the resources and ecological environment protection and improve the dynamic combination of fi ve goals. Under this basis, we propose the new perspectives on the issues that are meaningful.

THOUGHTS ON CONSTRUCTING THE DEMONSTRATING AREAS OF THE ECOLOGICAL REBUILDING AND ECONOMIC SUSTAINABLE DEVELOPMENT IN HEXI REGION

Based on the field investigations, this paper analyzes systematically the achievements and problems of constructing the demonstrating areas of the ecological rebuilding and economic sustainable development in Hexi, Gansu Province, and then the thoughts on constructing the demonstrating areas are brought forward. It is considered that all kinds of ecological demonstrating areas should be merged in order to construct large scale characterized demonstrating areas which go beyond the district. In other words, in Hexi Region, Zhangye District should be constructed as the largest ecoagriculture demonstrating area of high technology; Wuwei District should be constructed as the largest ecological demonstrating area of agricultural comprehensive exploitation; JiuJia District, which is the shortened form of Jiuquan and Jiayuguan, should be constructed as the largest ecotourism demonstrating area; and Jinchang City should be constructed as the largest ecoindustry demonstrating area. At the same time, the constructing pattern should be selected according to the actual circumstances; science and technology should be applied to construct the demonstrating areas and accelerate the industrialization in the big market. Additionally, it is important to smooth the constructing system and implement the flexible and efficacious running mechanism, and it is suggested that the committee should be organized to administer the ecological demonstrating areas in Hexi Region.

Study on constructive system of green cave dwelling in Loess Plateau—Interpretation with the “regional gene” theory

This article reveals the inherent evolution adjusting mechanism of regional architecture by means of considering the concept and method of "regional gene" as the research approach of regional architecture construction system, and in the mean- while establishes the "gene database" of regional architecture and optimum technology, on the basis of the principle of sustainable development and scientific evaluation system. In addition, this article chooses the planning of model villages of cave dwellings in Loess Plateau and the construction of ecological cave dwellings for case study to prove the feasibility of the research approach.

Does the China Railway Express Promote Equitable Regional Development?Evidence from Manufacturing Relocation

The China Railway Express(CRE)has improved regional economic integration with external markets and has reshaped regional development by encouraging the relocation of manufacturing activities("manufacturing transfer").We analyzed data from 284 prefecture-level cities in China to evaluate the impact of the CRE on regional manufacturing relocation,using a staggered difference-in-diferences model with entropy balancing.We found that the launch of the CRE significantly stimulated the relocation of manufacturing industries to node cities-key hubs for transportation and logistics within the CRE network-especially in the central,western,and northeastern regions.Specifically,the CRE significantly increased manufacturing dynamism,firm profitability,openness,and foreign investment in node cities,which attracted more manufacturing industries to relocate in this area.Higher levels of infrastructure development moderated the CRE's effect.Further analysis showed that significant moderating effects of infrastructure development occurred only in the western region.Overall,our conclusions provide useful insights into how to promote equitable regional development through manufacturing development in China.

Interactive Development-oriented Poverty Reduction Model for Bijie Experimental Region under the Guidance of Scientific Outlook on Development

Bijie Experimental Region takes the ecological construction as the guarantee and takes population control as the key,to promote development-oriented poverty reduction and explore benign interaction between development-oriented poverty reduction and ecological construction and population control.Development-oriented poverty reduction model includes combination of raising crops and livestock,coordinated development of multiple wealth sources,transferring labor,and partner assistance;ecological construction model includes"Five sons passed imperial examinations",desertification control,agricultural circular economy,and project promotion;population control models includes human-land linkage,combination of favorable policies and propaganda and education,and combination of ambition arousing and education promotion.

Construction of“Beautiful Village”Landscapes from the Perspective of Ecological Civilization: A Case Study of Zizhulin Village in Yanshan County

Based on the interpretation of the connotation of ecological civilization and rural landscape, and takes Zizhulin village in Yanshan County as study object, tiiis paper discusses tiie landscape pattern of Zizhulin Village relying on the national 4A level scenic spot, and demonstrates the feasibility of its construction of natural ecological landscape and local cultural kndscapej so as to provide reference for the construction of the ＂beautiful village＂ landscape with good ecological environment in other parts of China.

Research on the Regional Ecological Environment Evaluation and Application under the Influence of the Severe Earthquake Disaster

To conduct the ecological restoration and reconstruction of disaster areas after the severe earthquake, such as Wenchuan Earthquake and Lushan Earthquake, this article uses region al ecological environment evaluation and ecological footprint to construct a quantitative analysis model on the basis of ecololgical environment indexes in Mianzhu City. Through this model, resource status of the regional environment in Mianzhu is analyzed, as well as the ecological capacity and the ecological security. Based on the evaluation and analysis, this paper provides multi-path development strategies of ecological restoration and sustainable development of human settlements after the earthquake.

Protection and development of characteristic villages in Wuling Mountain ethnic areas under the strategy of rural revitalization

The construction of characteristic villages in ethnic areas is an important link in the overall implementation of the rural revitalization strategy,and it is also an important measure to promote rural revitalization and development.With the development of modern civilization,some villages with distinctive characteristics have gradually become homogeneous.How to promote these villages to give play to their characteristic advantages and promote their revitalization has become an important topic discussed by many scholars.This paper takes Nanzhu Village,a characteristic village with the trinity of “red genes,ethnic characteristics,and natural landscape” as a case.Starting from the perspective of the rural revitalization strategy,this paper proposes countermeasures for the construction and development of characteristic villages in the ethnic minority areas of Wuling Mountain.Revitalization provides a certain reference.

产业学院建设助力高等职业教育适应区域经济发展研究

随着经济的发展和社会的进步,高等职业教育在推动区域经济发展中发挥着重要的作用。通过分析高等职业教育与区域经济发展的关系,探讨了加强组织领导、融入区域发展、与区域企业融合、衔接产业链、创新链和教育链等方式,实现产学研的深度融合,为区域经济发展提供有力的支持。在产业学院建设中,建立管理委员会、依托大数据质量监控云平台等举措,提高产业学院的办学质量和人才培养效果,以期为高等职业教育适应区域经济发展提供有益的借鉴。

我国区域型实验室建设成效与发展策略研究

区域型实验室建设是“十四五”时期各地方政府深入贯彻党的二十大精神、落实习近平总书记关于科技创新的重要论述的重要体现。当前,区域型实验室已成为我国地方战略科技力量的重要组成部分。通过调查研究,梳理总结出我国区域型实验室的建设现状,发现区域型实验室建设存在核心战略定位不清晰、资源配置机制不健全、评估考核体系不完善、管理制度执行不规范等问题。并基于构造的区域型实验室可持续发展的效益模型,提出了强化顶层设计、明确战略定位、优化建设布局、完善配套制度、健全运行模式等对策建议。

信息资源管理学科的区域战略支撑与协同发展——2023年第一届西北高校信息资源管理学科建设联盟工作会议暨2023年学术年会纪要

2023年12月1-3日,第一届西北高校信息资源管理学科建设联盟工作会议暨2023年学术年会在陕西西安顺利召开,信息资源管理领域的200多位学者、研究人员参加了会议。本次会议以“信息资源管理学科的区域战略支撑与区域协同发展”为主题,设置了主旨报告、高端对谈、分论坛报告等环节,与会学者共话学科区域合作发展与服务创新实践,共谋信息资源管理学科高质量发展。

高质量推进农村区域协调发展:思路目标与实现路径

农村区域协调发展是解决农村发展不平衡不充分问题的关键路径,是实现共同富裕的重要支撑,是推进中国式现代化的必然要求。党的十八大以来,围绕农村区域协调发展,党和国家作出了一系列重要决策部署,将农村区域协调发展提升到了新的高度。然而,受限于资源禀赋、经济发展等诸多因素,目前我国不同地区农村发展在收入、消费、公共服务、基础设施和人居环境等维度依然存在显著差异。发达的东部地区农村与相对落后的中西部地区农村的较大差距,逐渐成为当前中国农村高质量发展的重大问题,一定程度上也制约了实现共同富裕的进程。针对这些问题,应将高质量推进农村区域协调发展摆在更为紧要的位置,并着力构建区域共同发展、区域共生发展、区域共建发展和区域共享发展的新格局。依循这一思路,本文进一步从激发农村经济内生增长动能、推进农村消费需求转型升级、强化农村基础设施建设投资、构建农村经济绿色发展模式、协同农村区域发展政策等方面,提出未来一段时期高质量推进我国农村区域协调发展的实现路径与对策建议。

数字化赋能区域教研的框架建构与实施进路

数字化赋能区域教研的本质是利用大数据和人工智能等技术全面提升教研工作的效率和质量,通过数字技术的集成应用,改革教研的目标、内容、方式和评价,以实现教育生态与技术生态的协同发展。该文在阐明数字化赋能区域教研内涵的基础上,认为数字化发展受到政策支持、技术与需求驱动而具备实施价值,同时探讨了数字化在区域教研中的应用价值,提出构建数字化赋能区域教研的应用框架。一是目标指向:从经验到循证的实证取向;二是内容体系:以育人为导向的知识构建;三是教研方法:数字技术的融合与创新;四是成效评估:精准测评的实施与应用。循此,进一步提出数字化赋能区域教研的实施进路:教研理念创新;教研队伍建设;教研路径优化;教研机制建设,为区域教研数字化发展提供一个可参考的发展通路。

“优师计划”:西部地区高质量教师队伍建设的政策机遇、现实挑战与路径优化

“优师计划”从源头上推进高质量教师队伍建设,为西部教育补短扶弱,是助力西部地区乡村振兴的重要举措。然而,“优师计划”在西部地区政策落地过程中面临政策保障不足、西部地区特殊需求难以满足、培养院校办学实力不足、利益相关方(考生)自身困惑等现实挑战。为提升“优师计划”在西部地区的执行效果,应强化计划保障力度,夯实计划执行基础;扩大计划执行范围,优化教师规模结构;提升西部地区师范大学办学实力,合理调整招生院校结构;完善西部地区教师人事制度,保障教师权益。通过优化政策实施路径保障“优师计划”在西部地区实施的政策目标,助推西部地区高质量教师队伍建设。

高质量党建引领下中药学专业服务乡村振兴的实践研究

文章研究在高质量党建的引领下,中药学专业服务乡村振兴研究的意义、过程中存在的问题以及实施路径,探索将乡村振兴理念融入中药学专业人才培养的全过程、全员参与乡村振兴与中药学专业契合点的寻找、将乡村振兴元素全方位融入中药学专业人才培养过程等实施路径,为进一步探索医药卫生类职业教育服务乡村振兴打下坚实的理论基础。

面向城市包容性低碳发展:区域协同发展政策的影响与作用机制

基于2009—2021年中国272个城市的平衡面板数据,以京津冀等11个城市群相关文件作为区域协同发展政策背景,采用双重机器学习模型对区域协同发展政策与城市包容性低碳发展的因果关系进行推断。研究发现:区域协同发展政策能显著促进城市包容性低碳发展,这一结论在稳健性检验之后依然成立;机制检验表明,区域协同发展政策通过促进城市战略性新兴产业共建、环境共治、绿色技术共享实现包容性低碳发展;异质性分析发现,高铁建设与数字基础设施更完善的城市以及低碳试点城市受政策影响的效果更为显著,但对资源型城市的带动效应不强。因此,应注重城市协同发展的重要性,完善城市共建、共治、共享机制,加强高铁、数字基础设施建设,总结低碳发展模式提升城市包容性低碳发展水平。

民族自治区域省际边缘区团结协作公共空间的发展建构——基于渝东南民族地区的调研

民族自治区域省际边缘区团结协作公共空间的发展与建构是全面推进民族团结进步事业的重要方面。重庆渝东南民族地区是重庆市唯一集中连片的以土家族苗族为主的少数民族聚居区。调研发现,该区域团结协作公共空间的建构主要存在四方面问题:共治共建理念不牢,资源整合度较低;共享意识不足,配合意识欠缺;“六联”机制不够深入,涉及面较窄;民众交往交流交融度不够,情感体验较弱。其原因有五个方面:区域顶层设计不足,缺乏具体政策和标准试点;公共空间协作政策不统一,基层实施有较大难度;考核评价机制缺失,干部和民众内生动力不足;品牌意识不强,团结协作缺乏精准目标;思想认识不足,未能形成社会合力。基于此,本文提出五个对策建议:加强区域顶层设计,创设精准目标;整合资源,打造品牌完善管理体系;加大宣传力度,提高思想认识;加强文化联谊活动,促进民族交往交流交融;加强校园教育,不断铸牢中华民族共同体意识。

高职工科类专业建设与区域产业集群的协同机制研究——以唐山市机器人市域产教联合体为例

高职教育发展对应于区域产业结构和产业集群的发展,肩负着为地方经济发展和产业结构转型升级服务的使命。从唐山市域机器人产业集群的典型特征和内在产业发展逻辑出发,对唐山市域高职院校工科机器人相关专业展开研究,构建工科类专业与产业集群耦合度评价指标体系并涵盖评价维度和每个维度下的指标,提出了高职教育与产业集群协同发展的机制与路径,以及在协同过程中可能遇到的挑战和应对策略。

石家庄市农产品区域品牌建设研究——以赵县雪花梨为例

赵县雪花梨是河北省赵县特产,也是我国国家地理标志产品之一。本文阐述了赵县雪花梨区域品牌产业基础,分析了赵县雪花梨区域品牌发展现状,阐释了赵县雪花梨区域品牌建设必要性及其主体选择,提出了赵县雪花梨区域品牌建设路径,具体包括坚持质量兴农和品牌强农、通过强化管理塑造品牌体系、通过电商营销提升品牌知名度、积极培育龙头企业等方面内容,以期为农产品区域品牌建设提供参考。

多中心视角下中心城市空间结构与都市圈经济绩效——以杭州都市圈为例

随着世界范围内都市圈建设的不断深入,中心城市的空间格局及其对经济绩效的驱动作用,对促进城市区域可持续发展至关重要。因此,本文对2005—2020年杭州都市圈面板数据进行分析,并运用断点回归模型检验了多中心视角下中心城市空间结构对都市圈经济绩效的影响。研究发现:中心城市多中心空间结构对都市圈经济绩效提升总体上发挥着积极作用,其中,多功能中心发挥的作用更加明显;杭州多中心空间结构的完善与杭州都市圈经济绩效提升之间并无明显的因果联系。
