Remodeling of Rural Public Service Supply Mechanism under the Background of New Village Construction

Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.

Historical Evolution and Innovation of Supply of Rural Public Cultural Service in China

Based on the analysis of main body,decision making and financing mode concerning the supply of public cultural services in rural areas,we divide historical evolution of rural public cultural services in China into three periods:(i) The period from the founding of New China to the period before " Cultural Revolution" ;(ii) The period from " Cultural Revolution" to the period before the reform and opening-up;(iii) The period after the reform and opening-up.We analyze the defects in the supply of rural public cultural services in China:(i) Difference in the supply of public cultural services between urban and rural areas,caused by urban-rural " dual" structure;(ii) Insufficient supply of rural public cultural services,arising from unclear property rights and executive power of government at all levels;(iii) Structural imbalance in the supply of rural public cultural services,caused by top-down supply decision making mechanism;(iv) Single financing channels of rural public cultural services.From input,decision making,demand expression,financing and endogenous mechanism of supply of rural public cultural services,we put forward the recommendations for improving the supply of public cultural services in China.

Research on Human Resources Development of Rural Public Service Departments in New Countryside Construction

On the basis of defining related concepts concerning human resources in rural public service departments,this paper analyses the overall status quo of human resources in China's rural public service departments and points out the problems existing in human resources in China's rural public service departments during new countryside construction as follows:first,the constitution structure is not rational;second,the cultural quality of staff is universally low,and the business capacity remains to be promoted;third,the improvement of human resources development environment lags behind,and the supporting reform is short.In the context of new countryside construction,the opportunities faced by the human resources in China's rural public service departments are as follows:China has elevated strengthening new countryside construction and rural talents construction as important state development strategy;the ideas of service-oriented government and learning-oriented government are put forward;civil servant system is overhauled.Therefore,I advance the development strategy of human resources in China's rural public service departments as follows:implement elastic personnel system reform in public service departments(including civil servant positions in department),to form the public service personnel system of "able one comes in,mediocre one moves over and shiftless one steps down";audaciously promote young and middle-aged grass-roots cadres with strong business ability,high political quality,acute judgement and decision-making ability;build learning-oriented grass-roots public service organization,to make the staff in rural pubic service departments study assiduously and progress;broaden horizon,and build the human resources development system geared to international standards;in developed regions,the human resources in grass-roots public service departments should introduce enterprise competition model.

A discourse on creating and rendering educational and cultural enrichment services to rural migrant workers by public libraries

As far as China's enormous success in her economic reforms and development is concerned,Chinese rural migrant workers indeed have had their biggest share of contributions.Yet ironically in return,they have only received a disproportionate meager share of benefit rewards.These people represent a huge economically deprived group at the bottom of the social totem pole in China's metropolises.On the whole as a social group,their educational attainment is relatively low as compared to their average urban coworkers.As such being the case,their rights to access some of the cost-free cultural and educational enrichment programs in the society are limited and not always assured.Nevertheless and in general speaking,they manifest a strong and consistent desire to acquire all sorts of new and practical knowledge by means of accessing the resources and facilities of their local public libraries.It is suggested in this paper that public libraries are in a good position to give strong support to the central government's strategic planning for the development of a public culture service systema).In implementing such a government initiative with an unswerving purpose of advancing social justice and equality,public libraries should strife to provide as many as possible their library services at no cost to the public,especially to those socially deprived rural migrant workers.

Restrictions on incremental financial investment in the construction of modern public cultural service system: Based on investigations of county public libraries

The establishment of the goal of building a national public cultural service system in 2015 has set up a clear goal that the state public financial investment should maintain a steady growth.However,through continuous observation of public libraries at the county-level,it was found that the traditional management mode of"increase output by increasing public investment"is losing its strength due to the dual constraints of growing institutional costs and the transformation of residents’cultural consumption patterns.On the whole,the cultural industry has entered an overlapping period of"soft contraction"and structural transformation.The rising disparity between eastern,central,western China and northeastern China in the 21 st century combined with different variables such as financial subsidies,employees,population base and GDP affects the performance of public resources in county libraries,leading to ineffectiveness of the format management mode formed under the planning system to varying degrees and"L-type"performance mode in county-level public library.To raise the performance of grassroots public cultural institutions,it is no longer merely a technical issue of"increasing staff and adding money",but mainly the issue of deepening the reform of the structural management in the industrial system.At the macro level,it is necessary to go beyond the traditional ideas of largely increasing public input to motivate business development and performance improvement,and establish the policy design principles on the premise of"increasing public investment"and"innovation management system".At the middle level,the grass-roots units of culture should explore the establishment of independent status,improve the corporate governance structure,and transform from"input-driven mode"to"management innovation-driven mode".At the practical level,the government should further improve the system of purchasing public cultural services by social forces,explore the establishment of a voting mechanism for residents’consumption of public cultural products,and enlarge the leverage function of the incentive policy which guides the consumer-side to supply-side reform.

General review of National Digital Library development in the National Library of China

As an important part of National Digital Library(NDL),the National Digital Library Project(NDLP),which was launched in 2005,has attracted wide attention of the society in general.This paper introduces the general situation of the project from the following aspects,namely,the characteristics,objectives and contents.It also expounds on the basic ideas and the overall structure of the project and gives an introduction to the design of its basic platform,its application platform,its business management system and its standardization control system.In this paper,the digital resources construction and service delivery of the National Library of China(NLC)are introduced to cover both its present operation as well as those in conjunction with the opening of its new library building during its second-phase of library development.Finally,the most important and difficult point in the construction of the National Digital Library Project is analyzed from the following four perspectives:1)The long-term preservation of digital resources;2)the construction of knowledge organization system;3)the organic integration of the digital library and the traditional library;and 4)the risk of project management and system integration.

文章以广州市自2022年起在基层公共文化服务体系建设中逐步开展的试点项目为依据,运用人类命运共同体理念、人类共同价值观和国家治理建设的基本理论,对广州市提出的公共文化共同体新概念、新理念和新模式进行分析,认为公共文化共同体有利于实现从公共文化服务体系到公共文化协作联盟、从公共文化社会参与到公共文化公民参与、从公共文化保障力到公共文化影响力、从公共文化共建共享到公共文化共治共创四个方面的转型升级,有利于体现公共文化权利价值、公共文化共同利益价值、公共文化效能价值和公共文化治理价值,指出公共文化共同体实施的从“公共文化+”向“公共文化×”转型升级是基层公共文化服务体系建设的必然趋势。

走向“公共文化服务共同体”:广东公共文化服务体系的创新探索与经验推广

地方创新经验推广是公共文化领域的关键议题。考察广州“公共文化共同体”地方经验转化为广东“公共文化服务共同体”省域政策的过程,既有助于认识公共文化服务共同体建设的深刻内涵,也有助于更好地理解“地方创新经验推广”这一课题。在公共文化地方创新经验转化中存在适用性、可行性和整体性等典型问题,前两个问题可以利用“主动创新实践”相关案例和思路展开分析,整体性问题则主要依赖以往经验和素材。将共同体转化为省域政策过程既具备有利条件,也面临主要阻力。《广东省公共文化服务共同体建设指南》对此做出了系统考量,能为加强地方创新经验的可复制性和可推广性提供参考。

乡村振兴背景下农村公共文化空间重构研究

文章从乡村振兴背景出发,通过文献分析法阐述国内农村公共文化空间研究现状,深入思考农村公共文化空间重构的现实价值,提出了农村公共文化空间重构的实施要点和建设策略。研究认为,农村公共文化空间重构有利于完善公共文化服务体系,有利于以文化发展带动乡村经济繁荣,进而提升农村居民的精神面貌,全面实现乡村振兴。
