Challenges Facing Zimbabwean Cross Border Traders Trading in South Africa： A Review of Literature

Cross border traders make a major contribution to the growth of economies in Southern Africa. Cross border trade is a source of livelihood for many poor people, especially women. However, few studies examined challenges facing cross border traders and future business prospects.The aim of this paper is to examine the challenges that face Zimbabwean cross border traders in South Africa. The paper goes further to review existing literature as well as empirical studies in order to identify the major challenges that face Zimbabwean cross border traders. Among the challenges noted are crime, harassment due to xenophobia, traders are often stigmatized as ＂prostitutes＂ or ＂smugglers＂, accommodation problems, extortion and bribery by the South African Police and municipal police officials, delays at the border post during peak periods and banks that close early and also do not operate on Sundays. The Zimbabwean Cross Border Traders Association should build office in Musina and Johannesburg so that members can easily consult with the association in times of problems and also help with marketing information like distribution of brochures showcasing Zimbabwean products sold by cross border traders and also organize fairs where Zimbabwean traders can display their products. Furthermore cases of harassment by police officials should be investigated and dealt with. Banks that do have branches at the border posts are also urged to provide 24 hour service to cross border traders.

Performance evaluation model of cross border e-commerce supply chain based on LMBP feedback neural network

In recent years,with the support of national policies,Cross Border E-Commerce(CBEC)has developed rapidly.This business model not only brings significant benefits to the national economy,but also has many unique challenges,especially at the level of supply chain management.Therefore,to enable CBEC enterprises to develop sustainable supply chain,this study discusses the performance evaluation model of supply chain and proposes a CBEC Supply Chain Performance Evaluation Model(CBECSC-EM)based on the Levenberg–Marquardt Backpropagation(LMBP)algorithm.This experiment constructs performance evaluation indicators for the supply chain of CBEC enterprises.On this basis,the LMBP algorithm is introduced,and improved in the experiment to make the overall performance of the evaluation model more scientific and reasonable.In the verification set,the maximum F1 values of LMBP,DEA,SBM,and BP are 98.46%,93.78%,87.29%,and 78.95%,respectively.The MAPE value of LMBP model is 0.102%,which is lower than the other three methods(0.282%,0.343%,and 0.385%)selected in the experiment.The maximum standard deviation rates of importance and operability of the evaluation indexes are 0.1346 and 0.1405,respectively,and there is a significant consistency between the expert scores.Therefore,the LMBP algorithm has broad application prospects in supply chain performance evaluation of CBEC enterprises.

Business English Talent Cultivation Research under the Background of Cross-border E-commerce

The meteoric rise of cross-border e-commerce has become one of the pillars of our foreign trade, while the lack of quali-fied talents in the industry may restrict its benign development. This paper analyzes the major problems existing in the BusinessEnglish talents cultivation in university, and offers advice for the construction of training modal for Business English talents basedon the cross-border e-commerce.

China’s Cross-Border E-Commerce: Evolution Pattern and Influencing Factors

In recent years,while the traditional trade sectors have been shrinking,China’s cross-border e-commerce has undergone rapid development and has become a new driver of its international trade.Based on analysis of the evolution pattern of China’s cross-border e-commerce,this paper uses a revised gravity model to test empirically the driving factors and the resistance factors in the development of the country’s cross-border e-commerce.The results show that the total GDP,per capita disposable income of urban residents,total imports and exports,and the scale of the online shopping market have a positive relationship with cross-border e-commerce transactions,which are conducive to the development of cross-border e-commerce,while logistics costs inhibit the development of cross-border e-commerce.Accordingly,the paper puts forward several policy recommendations.

Crossing Borders: Negotiation of Dual Cultural Identity of Chinese American in Pangs of Love

David Wong Louie demonstrates the emotional pangs between the immigrant parent Mrs. Pang and her Americanized children in Pangs of Love. Through examining the source of the pangs, this paper argues that characters'pangs mainly stem from confrontations between their different cultural identities. Focusing on the way of dealing with conflicts of cultural identities in contemporary Chinese American families, this paper illuminates that Chinese Americans need to cross cultural borders and negotiate cultural identity between Chinese and American cultures under the circumstance of globalization.

Between Convention and Innovation -A Border Crossing in The Summer Before the Dark

Alice Ridout and Susan Watkins offers a best perspective in their book Doris Lessing： Border Crossings, to contemplate Lessing’s writing. In her 57-year publishing career, Lessing always crosses the borders： as a feminist or anti-feminist, as a science fiction writer or a realist who lost her way, as a Marxist or a reactionary, as a British writer or a postcolonial one. Lessing’s border-crossing not only lies in her different genres of writing or in different novels, but even in a single comparatively traditional novel. The Summer Before the Dark is a representative work of Lessing’s women portrayal transition from focusing on their outside world exploration to on their inner world seeking. This essay tries to look at the content and form of the novel, and to illustrate that Lessing’s border-crossing is also fulfilled in one single novel. She successfully crosses the border of convention and innovation： conventional in content, while innovative in form.

Spatio-Temporal Dynamic of Land Use in the Dja-Odzala-MinkébéLandscape between Cameroon, Congo and Gabon: Influence on the Evolution of Forest Cover in a Context of Cross-Border Cooperation

This study is being carried out in the cross-border area of the tri-national Dja-Odzala-Minkébé (TRIDOM), subject of a cooperation agreement between Cameroon, Congo and Gabon in 2005. The purpose of this study is to analyze the dynamics of changes in land use in the context of cross-border cooperation. Geographic information systems and remote sensing were used to produce the various land use maps. For this purpose, the MERIS satellite images for the periods 1992, 2005 and 2018 were used. The exploration of the different images and the field visits made it possible to identify the following six land use classes: dense forests, degraded/deforested forests, savannas, swamp forests, buildings and bare soils, water surfaces. It emerges that the TRIDOM landscape is mainly occupied by dense forests which represent 97.02%, 96.72% and 96.52% respectively in 1992, 2005 and 2018. Then, degraded/deforested forests and savannas which would correspond to cultivation areas and fallow land only represent respectively 1.06% and 0.68% of the landscape in 1992. This proportion in 2005 is respectively 1.22% and 0.77%, whereas in 2018, it is respectively 1.36% and 0.81% of the massif. The landscape of TRIDOM has not experienced any significant land use change during the period after the signing of the cooperation agreement. Historical rates of deforestation are low during the period under study. They are estimated at 0.042% and 0.030% respectively for the period 1992-2005 and the period 2005-2018. These low rates of deforestation seem to be due to the measures taken to secure and sustainably manage the massif taken by the three countries, the low population density in this area and the still difficult level of accessibility of a large part of the massif.

On the Cross-border E-commerce Development Strategy in the Context of the Belt and Road Initiative

As the "Internet +" action plan proceeds, e-commerce further integrates traditional sectors and increasingly promotes development. In the context of the Belt and Road Initiative, Chinese cross-border e-commerce, through channel expansion and market share increase, is taking the lead in trade and investment development, and facilitating labor division & coordination, resource & product sharing, as well as opening new markets. To promote the long-term economic development of countries along the Belt and Road, a series of development strategies have been designed, which concern constructing an "online silk road" for cross-border e-commerce, building new trade passages and bridges, innovating traditional trade models, and gathering a trade development momentum.

Border crossing in English, as a phenomenon in post-industrialized society, refers to forms of English in one situation are crossing borders into other ones. The originally formal institutional discourse in the written form can cross into the fields of advertising, informal, and spoken form. Informalisation and marketisation are the two distinct trends of border crossing. Institutions of higher education need to adjust their discourse to suit the development of the commercialized society.

基于无人机技术的露天矿山越界开采监测与评估方法

高效快速评估露天矿山越界开采对开展矿产卫片执法检查和推进严格保护矿产资源策略、推动区域高质量发展具有重要意义。基于无人机飞行技术、传感器技术、通信技术和影像处理技术,结合卫星遥感、地理信息系统应用,采集无人机航测数据与飞控系统数据,快速获取了疑似违法矿山二维场景图像(SIM),动态飞行展示矿区全貌和精细地物;进一步建立了矿山三维数字高程模型(DEM),定性研判违法类型与性质;针对需求建立了矿山的三维数字表面模型(DSM),定量估算违法采矿资源量;利用四维数字表面模型(DSM),查明矿山历史时期的违法过程,测算违法开采的资源量。无人机航测技术实现区域矿产资源开发秩序的快速监测和精细评估,为矿产资源的卫片执法检查工作提供理论支撑和决策依据。在江南某地进行试验的实例表明,基于无人机技术的露天矿山越界开采监测与评估方法技术具有时效性强、操作便捷、精细高效等优势,在支撑服务自然资源领域的卫片执法检查工作方面可以更加广泛地应用。

多情景模拟下的跨境铁路运输时效研究——以中老铁路为例

跨境铁路运输是中国与周边国家陆路联通的重要环节。跨境铁路运输时效既受线路畅通情况、基础设施技术等级等“硬联通”因素的制约,也受到海关条例、口岸畅通水平等“软联通”因素的影响。因此,跨境铁路运输时效研究应充分考虑不同情景,以期更科学地模拟运输时长的变化机理。本文以中老铁路(中国昆明−老挝万象,简称中老铁路)为例,在梳理中老铁路沿线地区社会经济概况及基础设施发展水平的基础上,考虑不同运营速度、通关时间、铁轨换装、多式联运等因素,构建了长途跨境运输时间的计算模型,采用多情景模拟方法,解析了中老铁路运的优势距离及客货运时效变化。研究表明:①中老铁路有助于沿线跨境运输时间显著减少。相比公路运输,客货运时间优势均超过20%;②通关时间是影响跨境铁路运输的关键要素之一,占运输总时长的20%~60%;③铁海联运是中老铁路运输进一步提升运输效率的途径,能有效缩短老挝至日本的总运输时间。

跨境知识产权侵权纠纷的域外法律适用

各国在处理跨境知识产权侵权纠纷的域外法律适用问题时主要采取两种模式,即单向域外适用模式与双向域外适用模式。前者更多地是将知识产权视为一种政策性的特权,在处理域外侵权行为时往往不会发生外国的知识产权法被本国法院所适用的情况,但会出现本国知识产权法适用于发生在域外行为的情形;后者更多地是将知识产权视为一种民事权利,对于发生在域外的行为,本国法院既可能适用本国知识产权法律,也可能适用外国知识产权法律,是否发生外国法律的适用取决于一国立法对较为中立的连接点的界定。我国在立法上采取了以“被请求保护地”为连接点的双向域外适用模式,但是在司法实践中往往并不进行法律选择而是径行适用中国知识产权法律。这将导致在司法上采取了将中国知识产权法律适用于域外行为的单向域外适用模式。我国应在跨境知识产权侵权纠纷的域外法律适用问题上回归双向域外适用模式,并在具体纠纷裁判中丰富和明确“被请求保护地”的含义,同时设置“无所不在”侵权行为的特殊法律适用规则,限制当事人共同选择适用法的范围以及确定公共秩序在准据法选择中的适用,以实现维护本国利益的目的。

跨境电商改革与出口企业数字技术创新——基于跨境电子商务综合试验区的准自然实验

跨境电子商务综合试验区建设是我国积极推进制度型开放的重要举措,税费优惠和管理服务完善等跨境电商改革不仅能够激励外贸增长,还会对出口企业产生成本降低效应、人力资本提升效应和内部治理优化效应等积极影响,从而促进出口企业的数字技术创新。将跨境电子商务综合试验区建设作为一项准自然实验,采用沪深A股出口企业2007—2020年的数据,运用多期双重差分模型分析发现:跨境电子商务综合试验区建设(跨境电商改革)显著促进了试验区出口企业的数字技术发明专利增长,跨境电商改革可以通过降低融资成本和经营成本、提高技术人员占比和高学历人才占比、提升公司治理水平和内部控制质量等路径促进出口企业的数字技术创新,跨境电商改革对融资约束程度较高、地区人力资源丰富、ESG表现较差、环境不确定性较强的出口企业具有更为显著的数字技术创新促进作用。应持续推进和不断深化跨境电商改革,并充分发挥制度型开放对企业创新发展的激励作用。

跨界颠覆性创新的早期识别方法及实证检验

[研究目的]数字经济时代,越来越多的企业利用互联网技术开展跨界颠覆性创新。探讨跨界颠覆性创新的早期判断和识别方法,对于打破国外核心技术封锁,抢占科技制高点具有重大意义。[研究方法]根据跨界颠覆性创新的演进特点,从技术和市场两个方面提出识别跨界颠覆性创新的理论框架:首先,基于专利文本,利用LDA主题模型提取跨界技术主题;其次,从成长性、融合性、影响力和引用行业外新知识等四个特征考察技术主题跨界颠覆的技术潜力;最后,基于专利、用户和专家评论数据,借助LDA主题模型与情感分析方法,从易扩散性、需求贴合度与市场吸引力趋势等特征考察技术主题跨界颠覆的市场潜力。[研究结论]以手机定位与导航技术为例,通过考察其跨界颠覆的技术潜力特征和市场潜力特征,验证了跨界颠覆性技术早期识别方法的可用性与有效性,为企业跨界颠覆性创新实践提供借鉴。

中蒙农牧业跨境供应链协作理论框架及实现路径

中蒙农畜产品跨境贸易是中蒙跨境贸易的重要组成部分,须以中蒙农牧业跨境供应链为载体,通过供应链上各参与主体的充分协作,提高中蒙农畜产品跨境贸易的效率和质量。结合供应链协作理论以及中蒙农畜产品跨境贸易的特点,围绕中蒙农牧业跨境供应链协作目标、基础条件、协作机制以及协作模式,构建中蒙农牧业跨境供应链协作三角形理论分析框架。中蒙农牧业跨境供应链协作基础条件是两国农牧业跨境供应链协作的前提,协作机制解决两国农牧业跨境供应链协作的内在作用机理,协作模式解决两国农牧业跨境供应链如何协作,三者共同服务于协作目标,形成相互制约、相互影响、互促共融的完整理论框架。目前,中蒙农牧业跨境供应链协作存在着跨境贸易供需不足、渠道单一、政策障碍、市场主体运营不规范、信息不对称和融资障碍以及流通网络不健全等问题。中蒙农牧业跨境供应链协作要适度扩大农畜产品贸易的种类和规模,重视边民互市贸易,扩大边民互市贸易规模,加大草原保护及养殖技术创新力度、提高优质畜产品供给能力,加强农畜产品跨境电商合作、积极满足中蒙俄畜产品跨境贸易,优化贸易政策,制定统一的农畜产品标准和认证机制,重视品牌化战略、实现中蒙农牧业跨境供应链的价值提升,完善中蒙农牧业跨境物流通道和物流网络以及培育大型物流服务企业,构建中蒙农牧业跨境供应链信息平台等。

“内外兼修”企业社交媒体使用对突破式创新的驱动机制研究

数字化时代社交媒体蓬勃发展,为企业突破式创新带来了机遇。现实中,如何运用社交媒体实现突破式创新是企业面临的重要问题。结合组织学习理论、社会资本理论,从内外部视角探索两种社交媒体可供性对企业突破式创新的差异化作用机制。结果显示,内部整合导向的社交媒体使用通过组织忘却学习促进突破式创新,外部营销导向的社交媒体使用通过加深跨界用户嵌入促进突破式创新。此外,双元战略导向在两条路径上分别发挥调节作用。创业导向水平越高,内部整合导向的社交媒体使用对组织忘却学习的促进作用越显著;市场导向水平越高,外部营销导向的社交媒体使用对跨界用户嵌入的推动作用越显著。结论有助于丰富社交媒体与突破式创新相关研究,为企业应用社交媒体技术实现突破式创新提供启示。

本文首先从供应链效率能力、供应链适应能力和供应链演化能力3个视角建立跨境电商供应链韧性影响因素体系;然后运用集成模糊DEMATEL-ISM方法构建跨境电商供应链韧性影响因素的作用机制模型;最后运用结构方程模型(SEM)实证检验跨境电商供应链韧性影响因素的作用机制模型。供应链演化能力直接影响跨境电商供应链韧性;供应链效率能力直接影响供应链演化能力,间接影响跨境电商供应链韧性;供应链适应能力直接影响供应链效率能力,间接影响跨境电商供应链韧性。功能冗余、供应链灵活性和风险管理文化是提升跨境电商供应链韧性的深层次影响因素;伙伴间协作、伙伴间信任和社会记忆是提升跨境电商供应链韧性的表层次影响因素。供应链适应能力是提升跨境电商供应链韧性的关键能力,可从加强风险管理文化、伙伴间协作和供应链敏捷性等方面入手。

食品安全风险伤害与风险交流对消费者风险感知的综合影响——以跨境电商为例

探讨消费者食品安全风险感知形成机理并科学引导,对推动我国食品产业高质量发展具有重要作用。区别于以往单一维度的研究,从风险的客观存在与主观构建的二重性出发,以跨境电商为研究情境探讨食品安全风险场域(风险伤害与风险交流)对消费者风险感知的影响机制。实验结果表明:食品安全风险场域显著影响消费者风险感知,相较于风险伤害,风险交流对消费者风险感知的影响更为显著,且在女性群体和含低龄人口或高龄人口的家庭中更为显著。食品安全关注度在风险场域影响消费者风险感知的路径中发挥“遮掩效应”;平台情境在风险场域与食品安全关注度的因果关系间起负向调节效应。

从“数据隐私框架”看欧美数据跨境流动的规则博弈

欧美《隐私盾协议》失效后,双方为了恢复数据跨境流动秩序,于2022年底达成了“数据隐私框架”。该框架旨在回应欧盟法院在“《隐私盾协议》无效案”中提出的主要关切。2023年7月,欧盟委员会基于该框架对美国的个人数据保护水平发布了充分性认定决议。然而,该框架并未对美国情报机构大规模收集数据与窥探隐私的行为施加实质性限制。此外,框架建立的双层救济机制由于缺乏独立性,也无法给数据隐私权益受损的欧盟公民提供充分有效的救济。与《隐私盾协议》相比,该框架在本质上并没有明显的突破。欧盟和美国在双方数据跨境流动制度安排上的博弈,表面上是两种数据保护理念和治理模式的碰撞,实际上反映出了欧盟实施“数字主权”战略与美国维护“数字霸权”地位之间存在的根本利益冲突。欧美凭借各自优势,在数字经济时代争夺全球数字治理话语权。通过深入研究欧美之间关于“数据隐私框架”的规则博弈,可以为我国在选择适合本土的数据监管模式和提升数据治理规则话语权方面提供重要的思考和启示。
