Nowadays, culture, as a kind of soft power, has become the worldwide force that has an influence on the future world. The competition in the future world will also be the competition of culture and cultural productivity. The consciousness of cultural construction and cultural development has become the consensus of all countries in the world. Dalian is an important city in terms of opening to and cooperation in Northeast Asia. The development of marine culture and marine cultural industry is of great significance on promoting the growth of Dalian’s marine economy and the revitalization of the old industrial bases in northeast, which is also beneficial to the development of Liaoning coastal economic belt, the economic circle around the Bohai Sea and the construction strategy of the “Belt and Road initiative”. This paper takes the development countermeasures of marine cultural industry in Dalian city as the research subject. Based on the detailed analysis of the status and insufficiency, putting forward several specific development countermeasures of marine cultural industry in Dalian city.

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

Using theoretical study combined with field survey,this paper listed Lu Jiazhi,Daishan Dongsha Town,Putuo Mountain,Zhujiajian,Shenjiamen,Changzhi Island,Mayi Island,Taiyang Valley,Zhujiajian Baishan,and Taohua Island in Zhoushan Islands. From three core rules of cultural industry cluster,namely,rules of combination and extension of industry chain,rules of location advantage and selection,and rules of industrial agglomeration and linkage,to fully reveal inherent rules and development ideas for marine cultural industry cluster in Zhoushan Islands. It came up with recommendations for developing marine cultural industry cluster in accordance with resource endowment characteristics of each island. It is of certain directive significance for the development of marine cultural industry cluster in Zhoushan Islands.

The proposal of supply–side structural reform in the cultural sector is based on theoretical inspiration from the economic sector and actual issues in the cultural sector. A proper understanding of the proposal is crucial to the implementation of the reform which should be based on the backgrounds of macroscopic reform and cultural development of the country as well as the need for theoretical innovation. The reform should be carried out with a clear understanding of China's current conditions, a clarification of the reform thinking, the similarities and differences of supply–side structural reforms between the cultural and the economic sectors, as well as an analysis of issues related to the "supply–side" and "structure" in the cultural sector. Attention should be paid to a satisfaction–oriented approach to fill the gaps in cultural consumption. For the cultural industry and undertakings, it is now the prime time which brings along great opportunities for development and challenges for reform. From now on the cultural sector should seek its development from transformation and upgrading. Supported by the central government through policy incentives and driven by technological innovations and the capital markets, the cultural industry will maintain stable growth for a relatively long period. In the implementation of supply–side structural reform in a well–organized and all–round way, governments, markets, enterprises, and the industry should each perform their functions and make concerted efforts for innovation to jointly promote the sound development and sustainable growth of the cultural sector.
