The inclusion of the human rights clause in the Chi-nese Constitution is a concern and expression of the spirit of the Con-stitution,which has laid the institutional regulations of the fundamen-tal law for the development of human rights in China,provided the principles and value norms of the highest level of effectiveness for the legal protection of human rights,and built a profound constitutional basis for the formation and improvement of the Chinese path of human rights development.The human rights clause is not only a summariza-tion and affirmation of the historical practice of Chinese human rights development under the leadership of the Communist Party of China,but also a new starting point for the development of human rights in China under the leadership of the Communist Party of China.It marks that the development of human rights in China has entered a new era.The Party and the state have finally embarked on a path of human rights development with Chinese characteristics by formulating and implementing the Human Rights Action Plan of China,eliminating ab-solute poverty through the national poverty alleviation campaign,and promoting human rights protection through the rule of law.

A Brief Discussion on the Construction of Practical Teaching System for the Traditional Chinese Medicine Resources and Development Major

China’s traditional medicine,science,and technology industry has great development potential.However,there is a problem of insufficient practitioners in the current industrial development.At the same time,the capabilities of existing practitioners do not match the demand standards.Therefore,it is necessary to actively promote the education of resources and development in Central Asia.As an institution for cultivating talents,colleges and universities must establish a practical teaching system for cultivating talents.Based on the requirements put forward by China in education,this article studies the development status of the traditional Chinese medicine resources and development major,determines the talent training goals,starts from the practical teaching aspect,and locates the industry’s requirements for the capabilities of personnel in the field of traditional Chinese medicine.It also puts forward the overall idea of the construction of the practical teaching system,summarizes the reform content of the practical teaching system,and lastly provides the specific path of the reform.

Risk factors for acute kidney injury following coronary artery bypass graft surgery in a Chinese population and development of a prediction model

BACKGROUND Acute kidney injury(AKI)after coronary artery bypass graft(CABG)surgery is associated with significant morbidity and mortality.This retrospective study aimed to establish a risk score for postoperative AKI in a Chinese population.METHODS A total of 1138 patients undergoing CABG were collected from September 2018 to May 2020 and divided into a derivation and validation cohort.AKI was defined according to the Kidney Disease Improving Global Outcomes(KDIGO)criteria.Multivariable logistic regression analysis was used to determine the independent predictors of AKI,and the predictive ability of the model was determined using a receiver operating characteristic(ROC)curve.RESULTS The incidence of cardiac surgery–associated acute kidney injury(CSA-AKI)was 24.17%,and 0.53%of AKI patients required dialysis(AKI-D).Among the derivation cohort,multivariable logistic regression showed that age≥70 years,body mass index(BMI)≥25 kg/m2,estimated glomerular filtration rate(eGFR)≤60 mL/min per 1.73 m2,ejection fraction(EF)≤45%,use of statins,red blood cell transfusion,use of adrenaline,intra-aortic balloon pump(IABP)implantation,postoperative low cardiac output syndrome(LCOS)and reoperation for bleeding were independent predictors.The predictive model was scored from 0 to32 points with three risk categories.The AKI frequencies were as follows:0-8 points(15.9%),9-17 points(36.5%)and≥18 points(90.4%).The area under of the ROC curve was 0.730(95%CI:0.691-0.768)in the derivation cohort.The predictive index had good discrimination in the validation cohort,with an area under the curve of 0.735(95%CI:0.655-0.815).The model was well calibrated according to the Hosmer-Lemeshow test(P=0.372).CONCLUSION The performance of the prediction model was valid and accurate in predicting KDIGO-AKI after CABG surgery in Chinese patients,and could improve the early prognosis and clinical interventions.

Chinese medicine practitioner turnover rate and the development of Chinese medicine in Hong Kong,China

Objective:To establish that the Hong Kong Special Administrative Region(HKSAR)government is actively promoting Chinese medicine(CM)and to examine turnover rate of Chinese medicine practitioners(CMPs)in Hong Kong,China in light of this governmental push.Methods:This study covered two major areas:reviewing CM development in Hong Kong,and assessing the turnover rate of CMPs in Hong Kong.The first part of the paper is a historical review.The investigation of turnover rate had two sections.Section 1,quantitative method,involved online questionnaires;Section 2,qualitative method comprised interviews with CMPs from different types of CM clinics to ascertain the reasons for the turnover among CMPs.Results:A total of 123 online questionnaires were received in Section 1(55 from male CMPs;66 from female CMPs;2 respondents were unwilling to disclose their sex).The proportion of CMPs who had resigned in 2018e19 was 22.8%(28),of whom 5.7%(7)had resigned twice in one year.The rates of resignation in 3 years and 5 years were up to 40.7%(50)and 56.9%(70),respectively.Six CMPs were interviewed in Section 2.Young CMPs were more likely to resign than seniors.The large gap between actual salary and expectations appeared to be the main reason for the high rate of resignation.Conclusion:HKSAR government keenly desires to promote CM in Hong Kong,however,high turnover rate of CMPs was detected even under this positive governmental support.There is an urgent need to conduct a more representative study of the reasons for the inclination of CMPs in Hong Kong.The study highlights an important issue in CM development,and these results should remind different stakeholders in the CM industry and the government that CMPs need better career prospects and support in various areas.

Traditional Chinese Medicine in Malaysia: A Brief Historical Overview of Laws and Regulations

Although traditional Chinese medicine(TCM)has been a part of the Malaya and the Malaysia people’s method of maintaining health and well-being for many centuries,it was never been enrolled in the public health-care system.However,the rising cost of Western drugs and the increasing number of people frequenting TCM has driven the government to search for cheaper options and to look into its safe practice.In 1992,the government mandated all TCM herbal products to be registered with the National Pharmaceutical Control Bureau.All TCM products sold in Malaysia are now Good Manufacturing Practice certified.The government has also established a Traditional and Complementary Medicine Division within the Ministry of Health.Between 2008 and 2014,a traditional and complementary medicine unit was set up in major hospitals in all states.TCM is one of the main services offered by the unit.In 2016,the government enacted the Traditional and Complementary Medicine Act to regulate the TCM practice.Subsequently,a 10-vear blueprint has been drawn to support the development of all traditional and complementary medicines in Malaysia.This article aims to provide a brief overview on the regulatory development of TCM in Malaysia.

The Development Path for Human Rights with Chinese Characteristics

Like most countries in the world, China supports the ideal of human rights de- picted and advocated in the Universal Declaration of Human Rights and other international docu- ments and agrees with the idea that human rights should be universal. However, China also holds that to better realize the common goals of human rights requires that each coun- try explore and find the best and most efficient way in accordance with its own conditions. One of the reasons for the fast development of human rights in China since its reform and opening-up is that China has chosen a development path for human rights according to its own conditions. The path fits the conditions of China and therefore efficiently promotes the realization of universal human rights.

A closer look at Chinese and Indian economic development

Both populous and fast-growing, China and India share important similarities. Prof. Shen Kaiyan undertakes a comparative analysis of the development of information industries in China and India; lastly, Prof.Fang Hong’s empirical study looks at competition and cooperation in the Chinese and Indian software industries. This selection of essays begins with overall economic development, moves to a closer examination of the information industry, and then concludes with a look at the software industry, giving us an extremely broad yet also detailed comparison of the economies of these two emerging giants.
