GDI and GSI: China’s New Propositions for Global Governance

In the post-pandemic era,the global economic and security landscapes are fraught with complexities and uncertainties.Among them,four risk flashpoints merit attention:Certain countries are raising interest rates to subdue inflation,despite their already high levels of debt;the bulk commodities market is experiencing volatility,leading to global turbulence and change;trade protectionism is at the forefront of major-power rivalry in political and economic spheres;and regional security crises are compounding international tensions.Behind those flashpoints are contradictions that obstruct world peace and progress,including development imbalances,governance gaps,and structural tensions in global security.In the face of uncertainties,it is crucial for China to seize strategic opportunities and transform crises into favorable situations.China has launched the Global Development Initiative(GDI)and the Global Security Initiative(GSI)to contribute to global prosperity and security.The two initiatives demonstrate China’s commitment to addressing global deficits in peace,development,security,and governance.

Global Development Initiative:An International Public Goods to Promote Common Development

The world today is facing turbulence and change,and global development is at a crossroads.At this critical juncture,President Xi Jinping put forth the Global Development Initiative(GDI)with the theme“implementing the 2030 Sustainable Development Agenda for more robust,greener and healthier global development”at the 76th General Assembly of the United Nations,which sheds light on the direction of global development.The GDI,proposed by China,has galvanized support from the international community as an international public goods to promote common development.Following the historical trends of human development,the GDI breaks through the limitations of the hegemonic stability theory and the free-riding curse to expand and innovate the theoretical perception of international public goods with the right approach to principles and interests.With a people-oriented approach and the basic principles of green and innovative development,the GDI both addresses urgent challenges and attaches importance to enhancing development capabilities and creating supporting conditions to offer a holistic solution to global challenges.Through the implementation of multiple pathways under international cooperation,the GDI will build a consensus on global development,increase the momentum of global development,and play an important role in creating a community with a shared future for mankind.

The Impact of the Maputo Development Corridor on Wealth Creation within the Region It Serves

The Maputo Development Corridor along the N4 toll road between the north-eastern provinces of South Africa and Maputo （the capital and main port of Mozambique） was initiated in 1996. A Development Corridor can be seen as a concept to elevate an area to a certain level of development. One of the objectives of this project was investment in transport infrastructure in order to create an enabling environment for economic growth and development. The project is also in line with the 1995 Spatial Development Initiatives of the South African Government that attempt to improve investment in those areas were the greatest potential for growth exists. This paper addresses economic wealth creation within the broader region that the N4 toll road and the corridor currently serve. The research revealed that the areas closer to the N4 corridor had higher growth in terms of economic output as measured by Gross Valued Added than those further removed. There were a stronger correlation between growth in employment and proximity to the road corridor for the manufacturing, construction, trade and transport sectors. Analysis done also shows that income per capita has grown at a faster rate in areas closer to the corridor that areas further removed.

China’s Global Development Initiative(GDI)and Global Security Initiative(GSI)symbolize the important innovations,in theory and in practice,resulting from President Xi Jinping’s thought on diplomacy in recent years.Both initiatives were proposed by President Xi,who has been standing with the people and supporting laws for the development of human society.These initiatives disseminate Chinese wisdom and inputs in responding to the questions posed by the world,by our times,and by history,thus having a significant impact on China’s peaceful development,as well as on global prosperity and progress.Presently,the once-in-a-century changes that shape the world today are evolving rapidly,and the international security situation is undergoing complex transformations.To address urgent issues and make new contributions to global peace and development,it is crucial to systematically study and deeply reflect on the GDI and the GSI and seek synergy between the two.

With the answers China has found in resolving its challenges,the Global Development Initiative,Global Security Initiative,and Global Civilization Initiative have actively responded to the questions posed by the world and the times,establishing the direction for countries worldwide to jointly build a human community with a shared future.This article discusses the historical background,strategic connotations,and philosophies of these three initiatives,offering insight into their holistic approach and development perspective in assessing the world’s evolution.Furthermore,these initiatives consider both domestic and international imperatives and ensure security while pursuing development.The strategic thinking that the world should seek sustainable development through cooperation on the basis of civilizations highlights a people-centered orientation;advocates respecting others’interests in the pursuit of one’s own and advancing common interests of all;follows a result-oriented approach;promotes win–win collaborations;and emphasizes China’s contributions.Finally,the author proposes strategic pathways for implementing these global initiatives:namely,devising strategies centered on development;enhancing reciprocal learning between civilizations;avoiding excessive securitization;upholding the principle of extensive consultation,joint contribution,and shared costs and benefits;and demonstrating China’s sense of duty as a major country through pragmatic actions.

Emerging Trends for Microbiome Analysis： From Single-Cell Functional Imaging to Microbiome Big Data

Method development has always been and will continue to be a core driving force of microbiome science, In this perspective, we argue that in the next decade, method development in microbiome analysis will be driven by three key changes in both ways of thinking and technological platforms： ① a shift from dissecting microbiota structure by sequencing to tracking microbiota state, function, and intercellular interaction via imaging; ② a shift from interrogating a consortium or population of cells to probing individual cells; and ③a shift from microbiome data analysis to microbiome data science. Some of the recent methoddevelopment efforts by Chinese microbiome scientists and their international collaborators that underlie these technological trends are highlighted here. It is our belief that the China Microbiome Initiative has the opportunity to deliver outstanding ＂Made-in-China＂ tools to the international research community, by building an ambitious, competitive, and collaborative program at the forefront of method development for microbiome science.
