It argues that the Chinese state has gradually become a developmental state with a new form, which has played an important role in promoting the development of China's economy and society but meanwhile has brought some negative impacts. China has made many efforts to go beyond the developmental state, and achieved notable success in various aspects since 2002, but there are still many problems, especially when struck by the 2008 world financial crisis; the negative impacts of the developmental state are gradually emerging. Moreover, the Chinese government still tends to sidestep some systemic and structural problems, and some policies are in fact consolidating the dominance of the old system, which will inevitably increase the difficulties for the Chinese state to go beyond the developmental state.展开更多
A review of the literature indicates that,currently,Ethiopia is now beyond the bounds of fragility.The purpose of the study was to investigate whether Ethiopia was experiencing fragility.After a review of the literatu...A review of the literature indicates that,currently,Ethiopia is now beyond the bounds of fragility.The purpose of the study was to investigate whether Ethiopia was experiencing fragility.After a review of the literature on fragility,a theoretical framework lens on fragility was developed to empirically test Ethiopia’s current condition.A longitudinal analysis indicates that before 2018,Ethiopia was regarded as the central economic engine of sub-Saharan Africa.However,as the current regime reversed Ethiopia’s developmental state model and moved to follow a neo-liberal model,Ethiopia’s economy has gradually diminished.More specifically,during the current regime,Ethiopia has experienced a decline in its Gross Domestic Product,faced rampant unemployment,and encountered an increase in inflation.Its foreign exchange currency reserves have declined below the three-month threshold of hard currency required for a country to import goods and services,and its external debt has extended beyond the country’s GDP.By encouraging armed conflict and widespread insurgencies,the current regime has caused social tension and deep humanitarian crises in Ethiopia-resulting in devastation of health and school facilities and causing more than five million Ethiopians to be displaced.Finally,failing to provide leadership to his people,the current regime in Ethiopia has willingly allowed the incursion of Ethiopia’s sovereignty by foreign forces.The conclusion of the study is that,when observed through the lens of fragility using a longitudinal framework,currently,Ethiopia has traversed beyond fragility and seems to be heading toward balkanization.展开更多

Based on this theory, Chinese students in the United States are studied from three perspectives: linguistically, culturally, and social psychologically. It indicated that, to help Chinese students develop their English performance and cultural appreciation in this diverse world, the profession of English teaching in China should cover a variety of domains, including linguistic, cultural and psychological input. Both American and Chinese education can benefit from this special group of Chinese students if they can be better understood, and used as a bridge between China and U. Drawing lessons from how Asia exploited the develo...In general, it can be argued that institutional framework a country or region designs plays a significant role in crafting, applying or even success of public policy. Drawing lessons from how Asia exploited the developmental state's concept by designing institutions which targeted key public policy areas such as education, health, domestic savings, and rural development, or aligned infrastructures such as roads, transport and ports, to drive economic development. The paper explores how this approach can be applied in sub-Saharan Africa (or individual countries). The objective is to extricate constant factors impacting development both in ahistorical and atemporal terms. The investigation is guided by the key question: whether quality of institutions and institutional analysis can help explain development failures in Africa? Hence, on one part, it probes institutions, institution-making, public policy making and what uniquely the Asian developmental state did that can help illuminate institutional role in policymaking and application. In pursuing this objective, the paper is cognisant of the question by Brousseau et al. asked, regarding generalizability of institutional capabilities, "If growth-enhancing institutions are identified in a specific country, can other countries learn from and transplant these". The investigation concludes that in public policy and development strategy-making institutions do matter as they delimit or even help create possibilities necessary for development and its sustenance, and to a certain extent, they are the vital constant (factors) that explains development differentiations in different geographic spaces or time periods.展开更多

We examine the extent to which Chinese development banks have financed the globalization of China's "national champion "firms: specifically, through outward foreign direct investment (OFDI). We create a database...We examine the extent to which Chinese development banks have financed the globalization of China's "national champion "firms: specifically, through outward foreign direct investment (OFDI). We create a database of Chinese fnance for OFDI and compare our results to the existing literature and available data on Japan, Korea and other Asian nations. We estimate the total value of China's OFDI finance from 2002 to 2012 at US$14Obn. As a percentage of total OFDI, China's lending is roughly three times higher than Japan 's, the previous global leader in OFDl finance. We identify two major reasons for China's high (31 percent) ratio of OFDl lending to total OFDI. First, China has a greater incentive to give OFDI loans than Japan or Korea ever did because its borrowers are statelowned so it can more easily channel funds to targeted areas. Second, China has a greater capacity to give OFDI loans because it has significantly higher savings and foreign exchange reserves than Japan and Korea.展开更多

Indeed, there are numerical difficulties even for those who were determined to explore along this direction. Undeterred, seven years ago a group of Chinese scientists started a program aiming to obtain quantitative connections between tumors and network dynamics. Many interesting results have been obtained. In this paper we wish to test such idea from a different angle: the connection between a normal biological process and the network dynamics. We have taken early myelopoiesis as our biological model. A standard roadmap for the cell-fate diversification during hematopoiesis has already been well established experimentally, yet little was known for its underpinning dynamical mechanisms. Compounding this difficulty there were additional experimental challenges, such as the seemingly conflicting hematopoietic roadmaps and the cell-fate inter-conversion events. With early myeloid cell-fate determination in mind, we constructed a core molecular endogenous network from well-documented gene regulation and signal transduction knowledge. Turning the network into a set of dynamical equations, we found computationally several structurally robust states. Those states nicely correspond to known cell phenotypes. We also found the states connecting those stable states.They reveal the developmental routes—how one stable state would most likely turn into another stable state. Such interconnected network among stable states enabled a natural organization of cell-fates into a multi-stable state landscape. Accordingly, both the myeloid cell phenotypes and the standard roadmap were explained mechanistically in a straightforward manner. Furthermore,recent challenging observations were also explained naturally. Moreover, the landscape visually enables a prediction of a pool of additional cell states and developmental routes, including the non-sequential and cross-branch transitions, which are testable by future experiments. In summary, the endogenous network dynamics provide an integrated quantitative framework to understand the heterogeneity and lineage commitment in myeloid progenitors.展开更多
