And in the world community, now prevalent idea of democracy with equal rights and freedoms for all citizens of a democratic state is a risk and a challenge to the integrity of a community. Against this background, it becomes important not only process control, but also a system of communication between society and the state. For effective interaction between society and the state, the government needs a new, streamlined platform for the provision of public services. This site was e-government. Currently, the concept of "open government" is implemented in the administration of the state in all developed countries. This paper deals with modern communication mechanism of the state and society in Russia, for example, "e-government", and the effectiveness of this mechanism in the process of changing demands of society.展开更多

The concrete context was that of the Vaxjo municipality located in southeastern Sweden.Design/methodology/approach: The methodology was two-fold: 1) a survey of potential end users(n=151) from a local university;and, 2) analysis of survey results using a theoretical model regarding local strategies for implementing open government data.Findings: Most datasets predicted to be useful were on: sustainability and environment;preschool and school;municipality and politics. The use context given is primarily research and development, informing policies and decision making;but also education, informing personal choices, informing citizens and creating services based on open data. Not the least, the need for educating target user groups on data literacy emerged. A tentative pattern comprising a technical perspective on open data and a social perspective on open government was identified. Research limitations: In line with available funding, the nature of the study was exploratory and implemented as an anonymous web-based survey of employees and students at the local university. Further research involving(qualitative) surveys with all stakeholders would allow for creating a more complete picture of the matter. Practical implications: The study determines potential use cases and use contexts for open government data, in order to help inform related future policies and decision-making.Originality/value: Modern local governments, and especially in Sweden, are faced with a challenge of how to make their data open, how to learn about which types of data will be most relevant for their end users and what will be different societal purposes. The paper contributes to knowledge that modern local governments can resort to when it comes to attitudes of local citizens to open government data in the context of an open government data perspective.展开更多

Also, It describes the operations of the four core functions: land tenure, land valuation, land use, and land development in land administration under a single sustainable national land policy, underpinned by spatial information under the e-Governance mechanism. Further, the paper identifies the stakeholders and their main responsibilities in each of the four core functions with the current issues in sharing information across stakeholders. Finally, the paper describes setting up a Land administration entity thereby empowering the LAC and introduces spatial information layers at different resolution levels in a centralized land administration spatial database to keep track of all land transactions carried out by each stakeholder. This approach will enable the top-level decision-making authority (the central level) to manage all land-related activities under one platform to contribute towards the sustainable land development of the country. It is proposed to implement this approach as a pilot activity in the district of Colombo and expand it in the entire country gradually with its output.展开更多

Strictly speaking, the issue of digital divide in the disabled group is part of the negative effect which is brought in by information technology. Meanwhile, it is a branch of digital divide issue. But the concern and solution for the digital divide issue embody a government's attitude and deed towards the new problem in the informational epoch, meanwhile they show esteem to the human rights and social equity in the new era. This article first describes and discusses the digital divide issue of the disabled group in China. Then, it focuses on the solutions or actions that Chinese local governments take towards the issue. Finally, it introduces Section 508 of the Rehabilitation Act as a reference to China from the legislative perspective.展开更多

The paper contributes to knowledge that modern local governments can resort to when it comes to attitudes of local citizens to open government data in the context of an open government data perspective.

文摘On the basis of analyzing both domestic and foreign evaluation systems for the e-government and also taking into account of the current situation of government portals in urban centers, the paper is aimed to construct an evaluation system primarily for the measurement of the service capability of business-oriented G2B portals of local governments in general and those G2B portals of the new development zones in particular. This system is composed of 6 first tier indicators,18 second tier indicators and 90 third tier indicators. And the weight of each indicator is determined by Delphi Method and Analytic Hierarchy Process(AHP) Method.Subsequently,we used this system to evaluate the government portals of Tianjin Binhai New Area and Shanghai Pudong New Area and proved to have the desired practicability.
文摘The adoption of technology in all its forms, especially information technology, is effectively achieved by the success of e-government through the quality of public electronic services provided by this type of government. In order to maximize the effectiveness of E-government and realize its vast potential, several fundamental conditions must exist tofacilitate an enabling environment. The main purpose of this study was to provide effective mechanisms and procedures that define the e-government environment in Quebec and to demonstrate their capacity (or lack thereof) for assessing and developing e-governance in Canada. This was achieved through a theoretical analysis of the fundamental indicators of information and communication technology and some critical measures in terms of human, political, legal, and administrative resource capacities to perform this kind of management at the level of Quebec State in Canada.
文摘This paper proposes a comprehensive and practical approach to implement a land administration act in Sri Lanka followed by setting up a Land Administration Commission (LAC), which is a separate entity to maintain a Land Administration Database Management System in support of the land information collected and maintained by stakeholders who deal with matters related to land and its decision-making under e-governance concept. It is proposed to implement this approach as a pilot activity in the district of Colombo and expand it in the entire country gradually with its output.
文摘Since we have entered the informational epoch, the general application of information technology originates various kinds of effects that are divided into positive part and negative part, which the research of digital divide in the disabled group is raised under this background. In modern society, the disabled is an absolutely weak group which confronts the circumstance that is hard to adapt to when they face up with the impact in informational era for their physical or psychological disabilities.
