Reinforcing of Citizen’s Trust in E-Government: The Cameroon’s Case

The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services. 展开更多

Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives. 展开更多

In recent years,the telecommunications sector is no longer limited to traditional communications,but has become the backbone for the use of data,content and digital applications by individuals,governments and companies to ensure the continuation of economic and social activity in light of social distancing and total closure inmost countries in the world.Therefore,electronic government(e-Government)andmobile government(m-Government)are the results of technological evolution and innovation.Hence,it is important to investigate the factors that influence the intention to use m-Government services among Jordan’s society.This paper proposed a new m-Government acceptance model in Jordan(AMGS);this model combines the Information System(IS)Success Factor Model and Hofstede Cultural Dimensions Theory.The study was conducted by surveying different groups of the Jordanian community.Astructured questionnaire was used to collect data from203 respondents.Multiple regression analysis has been conducted to analyze the data.The results indicate that the significant predictors of citizen intention to use m-Government services in Jordan are Information Quality,Service Quality,Uncertainty Avoidance,and Indulgence vs.restraint.While,the results also suggest that Power Distance is not a significant predictor of citizen intention to use m-Government services. 展开更多

The cloud computing is a new way of computing which aims to provide better communication style and storage resources in a safe environment via the internet platform. The E-governments around the world are facing the continued budget challenges and increasing in the size of their computational data so that they need to find ways to deliver their services to citizens as economically as possible without compromising the achievement of desired outcomes. Considering E-government is one of the sectors that is trying to provide services via the internet so the cloud computing can be a suitable model for implementing E-government architecture to improve E-government efficiency and user satisfaction. In this paper, the adoption of cloud computing strategy in implementing E-government services has been studied by focusing on the relationship between E-government and cloud computing by listing the benefits of creation E-government based on cloud computing. Finally in this paper, the challenges faced the implementation of cloud computing for E-government are discussed in details. As a result from understanding the importance of cloud computing as new, green and cheap technology is contributed to fixing and minimizing the existing problems and challenges in E-government so that the developed and developing countries need to achieve E-government based on cloud computing. 展开更多

Electronic government (e-Government) in its simplest form can mean using information and communication technology (ICT) tools to provide services to citizens. Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. This paper highlights some of the key ones;it critically assesses key factors that influence e-Government services adoption and diffusion. Thus, the aim of this study is to examine and identify the factors that influence and affect the utilization of e-Government in the developing countries, specifically in Jordan. Furthermore, this article investigates the challenges and barriers that must be overcome in order to successfully implement e-Government in Jordan. Semi-structured interviews were conducted and used in this study to collect the data. The results of this study show that the most significant challenges and factors influencing the implementation of e-Government services in Jordan are related to budgeting and financial costs, human expertise, social influence, technological issues, lack of awareness, resistance of public employees, data privacy and security, the legal framework, the needed technology, administrative obstacles, and trust or believing in e-Government. However the global rank of E-government readiness as well as regional rank of Jordan is still in low rank according to the global countries but it is still quite according to the Arab countries. The study was looking at establishing factors that are affecting the adoption of electronic government services in the Developing Countries for Transport sector amidst the Covid-19 pandemic based on the Unified Theory of Acceptance and Use of Technology Model (UTAUT). The study first looked at the major challenges faced by the Zambian transport sector in the implementation of e-government services among the citizens. The study then proposed a model through a web-based e-commerce web portal that could be adopted to address the challenges identified in the study. The study was based on all registered motor vehicles. These were from the various transport sectors in Zambia’s capital city, Lusaka. Both qualitative and quantitative data was collected from respondents using a structured questionnaire. The questionnaire was generated based on the UTAUT conceptual model. The response rate was 57% giving 141 questionnaire responses from the four transport providers. The Chi-Square test of independence was used to analyze the data using SPSS software. The results showed that interaction between trust in government and trust in the Internet has a significant effect on the utilisation of e-government services. The test had an observed P-Value of 0.05 against the Chi-Square value of 59.535. The results further showed that e-services control and effort expectancy had a significant impact on the actual utilisation of e-government services. 展开更多

Public procurement denotes the attainment of goods,works,or services required by governments through contracts.Public procurement is usually plagued with covert practices and exclusive forms of corruption in Bangladesh.The cost of development finance is much higher in public procurement than that of others in Bangladesh.There have been no unified rules or laws regarding government purchases since 2006.The Government of Bangladesh enacted its ever first act of public procurement,the Public Procurement Act,2006(PPA,2006),and the Public Procurement Rules,2008(PPR,2008).The procurement entity must disseminate procurement information through electronic medium i.e.Electronic Government Procurement(hereinafter e-GP).Despite passing over an era since its enactment,the role of the PPA,2006 remains seriously under-researched area,specifically there is no research on the issue of the grievance redress mechanisms.The study has been done using a qualitative case study methodology,backed by both primary and secondary documentary analysis.Based on empirical data,this paper explained the role of digitalization in the process of government procurement and depicted changes that have been brought by the implementation of e-GP in government purchases.However,it concluded that the grievance redress mechanism in the process of procurement is only existing in the policy papers which need mandatory implementation for a transparent and accountable governance system.Despite the significant changes and up-gradation in digital government procurement,it is hardly found that the GRM process is digitalized.And the mass tenderers are yet to be acquainted with the improvised system apart from the consistent efforts of the government. 展开更多

Therefore, public sectors interact with many individuals;utilizing this technology lowers costs, enhances services, boosts efficiency, and saves time. The Government of Saudi Arabia has had various obstacles in serving its populace. Poor service delivery and excessive Government operating costs resulted from this manual service delivery. As a result, the Government launched the E-Government systems, which provide services more quickly. As a result, the report covered Saudi Arabia’s efforts to adopt E-Government, its difficulties, and its objectives to advance the 2030 vision. This study examined the adoption of E-Government systems using the Unified Theory of Acceptance and Use of Technology (UTAUT) in Saudi Arabia. A sample size of 200 was estimated using the Convenience approach and received 58% of the response from employees and end-users of the E-Government systems. Data were analyzed using MS-Excel and SMART PLS for testing the hypothesis and applying the Partial Least Square approach. The results of the hypothesis testing reveal several meaningful relationships, including relative benefits, compatibility, security, management support, performance expectations, perceived Usefulness of E-Government, ease of use by reducing uncertainty to E-Government, and IT infrastructure by reducing language on E-Government adoption. 展开更多

With the rapid development of Internet technology,a rich set of e-government data are collected by the government departments.For example,a variety of feedback text data can be obtained quickly and efficiently through various channels such as the mayor’s mailbox.It is an effective way to improve the working efficiency of the government to extract hot topics from large-scale e-government text data,establish the correlation between topics and geographic space,and interactively explore the sources of public feedback problems.However,it is a difficult task to explore the large-scale e-government text data with traditional visualization methods such as word cloud,because too many words are hardly distributed in a limited space which will largely disturb the visual perception.In this paper,we propose a visual analytics system for large-scale e-government data exploration by means of simplified word cloud.Firstly,a representation learning model is used to embed the text data into high-dimensional space to quantitatively represent the semantic structure features of e-government text data.Then,the high-dimensional vectors are projected into a two-dimensional space where the coordinate distribution of points effectively expresses the semantic similarity of original words,which also presents geographic features that can be quantized by means of a similarity computing model.In order to simplify the understanding of large-scale e-government data and improve the cognitive efficiency of word could,we adopt the adaptive blue noise method to sample the topic words,which can simplify the visual expression of word cloud and improve the understanding efficiency of e-government data without losing the semantic structure features.Furthermore,an abstraction and visual analysis system for large-scale e-government text data is designed and implemented by integrating the above representation learning model,sampling-based abstraction model of word cloud,and topic and geographic correlation analysis model.This system provides convenient human-computer interaction modes and supports users to explore the analysis and extraction of the characteristics hidden in large-scale e-government data.It also helps government departments quickly locate the hot topics of public concern and their related regional distribution,and provides decision support to further improve the work efficiency of the government.Case studies based on real-world datasets further verify the effectiveness and practicability of our system. 展开更多

In order to enhance the ICT capacity and align with the global technology transformations, the developing countries have started introducing the computerization and automation processes at different levels of the governments. The several research studies revealed that the existing legacy of governance system and their services in current state have several issues and challenges in terms of timeliness, cost of services, delay in service delivery, time-bound availability of services (24/7/365), inefficiency services, ease of service and discomforts, poor service collaboration, absence of responsiveness, and limited security of sensitive information/documents. A significant question is still unanswered that how to bring the Citizens and Government bodies closer for alleviating the aforementioned issues and challenges of existing government system services. This research paper aims to investigate the issues and challenges in the current status of Governance and partial E-Governance systems which encompass the computerization or automation process. The research designs a cloud framework for effective delivery of citizen centric services in general and Ethiopia as a specific case study. After rigorous analysis of prior research efforts, along with primary survey and interview, it was clearly observed that cloud computing can be an alternative instrumental for significant transformation of governmental service delivery. The research paper used a mix of exploratory and constructive research design and methodology with qualitative & quantitative data analysis approach. Finally, a Cloud Based E-Governance (CBEG) Framework is designed for the delivery of Ethiopian Citizen Centric Services. To make the governance process cost effectiv... Governance is a process of establishing policies or laws and continuously monitoring their implementation in the public. Citizens are the main stakeholders in this process. To make the governance process cost effective, easy and convenient to the citizens, information and communication technologies (ICTs) are playing a vital role. Using ICTs in governance domain can be referred as e-governance. It helps citizen to participate not only in policy making but also in service quality improvements and getting government services over network. Web technology is one of the major technologies that have been used in e-governance as a major contributor. Before invention of web, citizens used to write their opinions and send to concerned body via post mail or local suggestion box for improvements of services. After the invention of the web, it became possible to post or send the opinions/comments over organization’s web sites or portals. As the number of comments increases over the web, it is very difficult to have relevant information for furthering the decision making processes. In these study, text processing and data mining techniques have been used. The prototype system classifies citizen’s opinions in one of six service categories with the precision of 87.3% and recall of 85.8%. Further, the system determines opinions as appreciation with the precision of 100% for both depression and appreciation, and average recall of 90.85% for both depression and appreciation. The results obtained from the prototype system indicate that the techniques that have been applied are promising for real world application in e-governance. 展开更多
