Application of Information Technology in Institutions and Challenges of Human Resources-Case Study: Administration of the Municipality of Ferizaj

This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. Also, information technology enables a better control over the activity of the municipality because every action is recorded as data which can then be used to analyze the performance of the municipality.

On the Integration and Disintegration of Material Resources under Parallel Information Context

This article begins with a brief introduction to the concept of parallel information and integration or disintegration of the teaching material resources. It discusses the necessity and problems of effective utilization in teaching material resources based on a questionnaire on college students and teachers. It also presents some suggestions for English teachers to be of good help to students in the utilization of material resources.

Information Freshness-Oriented Trajectory Planning and Resource Allocation for UAV-Assisted Vehicular Networks

In this paper,multi-UAV trajectory planning and resource allocation are jointly investigated to improve the information freshness for vehicular networks,where the vehicles collect time-critical traffic information by on-board sensors and upload to the UAVs through their allocated spectrum resource.We adopt the expected sum age of information(ESAoI)to measure the network-wide information freshness.ESAoI is jointly affected by both the UAVs trajectory and the resource allocation,which are coupled with each other and make the analysis of ESAoI challenging.To tackle this challenge,we introduce a joint trajectory planning and resource allocation procedure,where the UAVs firstly fly to their destinations and then hover to allocate resource blocks(RBs)during a time-slot.Based on this procedure,we formulate a trajectory planning and resource allocation problem for ESAoI minimization.To solve the mixed integer nonlinear programming(MINLP)problem with hybrid decision variables,we propose a TD3 trajectory planning and Round-robin resource allocation(TTPRRA).Specifically,we exploit the exploration and learning ability of the twin delayed deep deterministic policy gradient algorithm(TD3)for UAVs trajectory planning,and utilize Round Robin rule for the optimal resource allocation.With TTP-RRA,the UAVs obtain their flight velocities by sensing the locations and the age of information(AoI)of the vehicles,then allocate the RBs to the vehicles in a descending order of AoI until the remaining RBs are not sufficient to support another successful uploading.Simulation results demonstrate that TTP-RRA outperforms the baseline approaches in terms of ESAoI and average AoI(AAoI).

Study on Dynamic Information of Animal Genetic Resources in China

The dynamic information of 331 animal genetic resources in 17 important animal genetic resource provinces (regions) was analyzed. According to the population inbreeding coefficient, combining with the information of population dynamic change trend and cross degree, these genetic resources for threatened degrees were classified. The results indicated that the population size of 138 breeds had increased, 147 breeds had decreased, 3 breeds were constant, 7 breeds (or varieties) were extinct, 9 breeds (or varieties) were critically endangered and needed urgently conserve, 50 breeds (or varieties) were endangered and should be conserved. We put forward a conservation and utilization plan for animal genetic resources.

Information System for Ocean Wave Resources and Its Application to Wave Power Utilization

An information system for ocean wave resources and its application to wave power utilization are introduced. It can manage, analyze and process the data in the monthly report of ocean wave observation records of the State Ocean Administration, and can provide various kinds of curves and numerical characters of statistics. This system has been put into utility in Guangzhou Institute of Energy Conversion (GIEC), the Chinese Academy of Sciences since 1996. An application example is given of the investigation and analysis on ocean wave resource of the Nan Ao Island, Guangdong Province, where a 100 kW onshore OWC (oscillating water column) wave power station will be built. The wave power distribution is obtained in different wave directions for different wave periods. It is found that 70 percent of the wave power comes from the direction of ENE, and more than 95 percent of the wave power is related with direction E. The average wave power density is about 3 kW/m, and more than 80 percent of the wave power is distributed in the wave periods of 4 second to 5 second. Based on the analysis of wave resources, a site on the east coast of the island and a design width of 20 m for the 100 kW station are suggested.

STUDY OF SETTING UP THE FOREST RESOURCES MANAGEMENT INFORMATION SYSTEM BASED ON WEBGIS

Based on an analysis of the characteristics of the Forest Resources Management Information System of each development phase, and consideration of the technical trend in Geographic Information System (GIS) in the Internet Age, this paper explores the importance and the feasibility of setting up Forest Resources Management Information System based on the WEBGIS. At the same time, based on the experience of our study, the paper explores the function, structure and method of developing the Forest Resources Management Information System based on WEBGIS. With the technology of WEBGIS, the Forest Resources Management Information System with data from Huoditang Farm was set up, which makes a great impact on forest resources management. So setting up the Forest Resources Management Information System based on WEBGIS is a trend of forest resources management. In the course of setting up this system, we must pay attention to following questions: 1) unify data standard and information encoding; 2) change mind.

Marine Engineering Geological Exploration Information System(MEGEIS):A GIS-based Application to Marine Resources Exploitation

Based on the ArcGIS geographic information system and the ORACLE database management system,this paper reports our studies on the technology of Marine Engineering Geological Exploration Information System(MEGEIS). By analyzing system structure,designing function modules and discussing data management,this paper systematically proposes a framework of technol-ogy to integrate,manage,and analyze the seabed information comprehensively. Then,the technology is applied to the design and development of the Bohai Sea Oilfield Paradigm Area Information System. The system can not only meet the practical demands of marine resources exploration and exploitation in the Bohai Sea oilfield,but also serve as a preparatory work in theory and technology for the realization of the 'Digital Seabed'.

GIS Platform-based Multi-source Information System for Evaluation of Cu, W and Au Resources in the Northern Qilian, China

Based on the information of geology, geochemistry, geophysics and remote sensing, the GIS of multi-source information is used to evaluate Cu, W and Au mineral resources in Northern Qilian, China. As the GIS evaluation system works out in the thinking of geological prospecting, its functions include file management, graph edition, database maintenance, information inquiry and comprehensive spatial analysis as well as prospecting target prognosis. Accordingly, the GIS evaluation system can be used directly and conveniently for inquiry and analysis of visual graphs or images.

Spatial and Dynamic Analysis of Regional Sustainable Development Using Geographic Information System and Relative Carrying Capacity of Resources

Relative carrying capacity of resources is an index to measure sustainable development through carrying capacity. Case studies of eleven cities in Zhejiang (Hangzhou, Ningbo, Wenzhou, Jiaxing, Huzhou, Shaoxing, Jinhua, Quzhou, Zhoushan, Taizhou and Lishui) illustrated regional sustainable development approach. In this study, to provide insight into spatial and dynamic analysis of region sustainable development, we calculated the relative carrying capacity of land resources and economical resources and synthetical carrying capacity of resources in different cities in Zhejiang, and geographic information system was carried out. The results showed that all cities but Hangzhou and Ningbo were ecologically sustainable, and relative carrying capacity of land resources in northern and eastern Zhejiang was larger than those in southern and western Zhejiang. The sampling years of Wenzhou, Hangzhou and Ningbo contribution rates of land resource to synthetic carrying capacity were grouped into three stages, and there were two milestones trends and changes in 1996 and 2004, respectively. This study demonstrated that geographic information system and relative carrying capacity of resources are effective for assessment of region sustainable development, and provide policy guidelines for decision-making.

Remote Sensing Investigation Method on Land Resources by A Geographic Information System

The human living and developing depend on the land. The remote sensing images in Keerqinhouqi, Inner Mongolia Autonomous Region, China, were processed . Supported by a geographical information system, the image map was formed by th e boundary making and overlaying to the precision-corrected remote sensed image . Finally, the current land use types were also classified and outlined. The area s were also calculated. The error is less than 10 precent, compared with the sur vey. Thus the proceduce is considered accepfable.

Intelligent Resources Management System Design in Information Centric Networking

Information centric networking(ICN) is a new network architecture that is centred on accessing content. It aims to solve some of the problems associated with IP networks, increasing content distribution capability and improving users' experience. To analyse the requests' patterns and fully utilize the universal cached contents, a novel intelligent resources management system is proposed, which enables effi cient cache resource allocation in real time, based on changing user demand patterns. The system is composed of two parts. The fi rst part is a fi ne-grain traffi c estimation algorithm called Temporal Poisson traffi c prediction(TP2) that aims at analysing the traffi c pattern(or aggregated user requests' demands) for different contents. The second part is a collaborative cache placement algorithm that is based on traffic estimated by TP2. The experimental results show that TP2 has better performance than other comparable traffi c prediction algorithms and the proposed intelligent system can increase the utilization of cache resources and improve the network capacity.

The hot issues of studies in China on digital information resources: Based on co-word analysis

With the SPSS and the help of factor method and hierarchical clustered method,journal articles on digital information resources(DIR) from CNKI in the past ten years are analyzed with a co-word analytical method in this paper. Establishment of Geographic Information Database of Benxi City and Its Application in Analysis of Climatic Resources

Based on 1:50 000 basic geographic information data,the digital elevation,longitude,latitude,slope,aspect and all kinds of terrain databases of Benxi City (China) were established with Arcgis 9.2 software.Township boundary database was established by digitizing map,and the township information was amended according to the reality.Taking the elaborate simulation of spatial distribution of annual mean temperature as an example,the paper reports the application of the geographic information database in analysis of climatic resources.

Incentive Mechanism Model Design for Sharing of Information Resources in Rural Areas

In order to solve the issues concerning the cross-unit sharing of information resources in rural areas, we analyze the incentive problem of the sharing of information resources in rural areas using the incentive theory method; establish corresponding incentive mechanism model (It is divided into positive incentive model and negative incentive model, and only when the two models guarantee each other and are used at the same time can they be effective). Based on this, we put forward the institutional design for sharing of information resources in rural areas as follows: firstly, establishing an administrative agency of rural information resources sharing, above the authority of all units, responsible for related work on sharing of information resources in rural areas; secondly, establishing and improving the positive and negative incentive mechanisms, to ensure the realization of sharing of information resources in rural areas.

The Effect of Applying Human Resources Information System in Corporate Performance in the Banking Sector in Jordanian Firms

This paper aimed to demonstrate the impact of the effectiveness of the Application of human Resources Management System in Corporate Performance which perspective of workers in the Banking Sector in Jordanian Firm, and to achieve the purpose of the study questionnaire was developed to measure the impact of the effectiveness of the Applica-tion of human Resources Management System in Corporate Performance, and the sample consists of the study (500) employees in the banking sector, and used statistical methods appropriate to answer the study questions and test hy-potheses. The study found asset of results, including: 1) There is a significant effect between the quality of the output of human resources information system and institutional performance in banking sector in the Jordanian firm. 2) There is a statistically significant effect between motives and corporate performance in the banking sector in the Jordanian firm. 3) There is a significant effect between training and organizational performance in the banking sector in the Jordanian firm. The study was presented a set of recommendations, including: activating the role of human resources information system, where still the information system performs the function of traditional supply the decision maker authorized one to read the outputs historical information when they want, either directly or after completing a series of routine procedures that enable it, without that, this applies to access information system to avoid problems that many occur later. Must go beyond human resources information system (HRIS) traditional role in the process of selection and appointment of the new human resource to work in the organization, which is merely providing information to decision makers about the people who stepped forward to fill a job order that differentiation among those application. That the ambitious goal of that system to provide a base for data (data bank) includes all of the details of the employment available in the market.

Influence of Information Literacy Skills on Postgraduate Students’ Use of Electronic Resources in Private University Libraries in South-West, Nigeria

The introduction of new technologies has had a significant influence on teaching, learning and research activities in universities. This has offered university libraries opportunities to provide information resources in a variety of formats. This study investigated the influence of information literacy skills on postgraduate students’ use of electronic resources in private university libraries in Nigeria. The study adopted the survey research design. The study population comprised 2805 postgraduate students in five private universities offering postgraduate programmes in South-West, Nigeria. Multistage sampling technique was used in the selection process. A purposive selection of four faculties from each of the five universities was carried out. Proportionate sampling technique was used to select the sample size of 550 postgraduate students as the respondents for the study. Findings revealed that there was a significant positive correlation between information literacy skills and use of electronic resources (r = 0.28, p < 0.05). The study concluded that the utilization of electronic resources promoted access to current information among postgraduate students in the selected private universities in South-West, Nigeria. The study recommended that the management of private university libraries should ensure a continuous provision of electronic resources with adequate information communication technology tools to facilitate their use.

Contribution of Geographic Information Systems for the Management of Water Resources： Case of Groundwater Resources of the Plain of Mascara （Algeria）

The plain of Mascara includes groundwater resources, heavily exploited for the needs of the population, industry and agriculture. However, this resource is under threat from the point of view of quality and quantity. The degradation of water quality comes from water discharges untreated （domestic and/or industrial） and from the irrational use of fertilizers and pesticides in agriculture. The decrease in reserves is due to the effects of intensive exploitation. Several studies on the water resources of the plain generated a mass of very important data. In most cases, these data are disparate at different institutions managers （water resources, environment, etc.）, and are found recorded in paper documents, difficult to exploit. For this reason, it would be essential to use reliable new techniques, namely the GIS （geographic information systems）. The implementation of the GIS of the plain of Mascara （with extension to all the sub-basin of Wadi Fekan） must permit to organize the data and transform it into information. Integration, crossing and superposition of the data with other variables may contribute to spatial analysis and generate very important thematic maps. The GIS constitutes a very effective decision aid tool for the management, exploitation, preservation and protection of water resources. The exploitation possibilities of GIS are multiple, direct or indirect. We give an example as the coupling with a groundwater flow model that may be the subject of additional work.
